TRIPEPI, CITY MANAGE '�x DATE: NOVEMBER 4, 1998 RE: STATUS REPORT ON CITY GRAFFITI REMOVAL ACTIVITIES Pursuant to a resident complaint at the regular City Council meeting of October 27, 1998, the Council requested a status report on the City's graffiti removal program. As the Council is aware, the City of Rosemead employs two (2) full-time positions to remove graffiti throughout the community. The responsibilities of those positions include painting, paint color matching, sandblasting, purchasing and maintaining necessary equipment,purchasing necessary supplies (e.g., sand, paint and chemical solvents), and working with members of the community as necessary. Graffiti removal personnel use three separate methods of determining the location of graffiti: (1) "windshield" survey of the City's streets: (2) residents telephoning City Hall staff with locations of graffiti; and (3) residents telephoning a 24-hour graffiti "hotline" located in the City Manager's office. Generally, the "hotline" receives four or five messages daily. Staff attempts to respond to those locations within twenty-four hours, when possible. Occasionally, because of traffic on a particular street, or cars parked "downwind" of a reported location, the response may be delayed until necessary precautions can be taken to prevent employee injury and/or property damage to residents' vehicles. In most instances, however, graffiti is removed within 72-hours of being reported. The Council should note that following the regular meeting of October 27,staff met with the resident who expressed concerns about the program. That individual stated that his complaints were motivated by the presence of graffiti near the intersections of Ramona Boulevard/Burton Avenue and Ramona Boulevard/Bartlett Avenue. That area is known for high levels of graffiti activity and is patrolled regularly by the graffiti removal employees. Typically, graffiti crews attempt to remove all of the graffiti in that area at least once each week. On the attached logs maintained daily by the graffiti crew, the Council should note that on October 13, 14, 16 and 20, the graffiti crew removed graffiti from multiple locations in the general area of the Ramona/Burton and Ramona/Bartlett intersections. On October 20 alone, approximately 4,000 square feet of graffiti, at thirteen different COUNCIL AGENDA NOV i 01996 Graffiti Removal Status Report November 4, 1998 Page 2. locations,was removed from that neighborhood. The Council should note also that on October 28, the crew removed graffiti from two different locations in the Ramona/Burton neighborhood and the alley located behind the 9700 block of Valley Boulevard, as requested by the City Council. Attached are the graffiti removal logs maintained by the graffiti crew for the period 10/12/98 through 11/4/98. The information recorded on the logs includes addresses where graffiti was found, the approximate square footage removed and comments about the specific location of the graffiti (e.g., sidewalks, walls,etc.).
