PRESENTATIONS: LISA CASTANEDA, ROSEMEAD LIBRARY I. ORAL COMMUNICATIONS FROM THE AUDIENCE H. PUBLIC HEARINGS - EXPLANATION OF THE PUBLIC HEARING PROCEDURES BY THE CITY ATTORNEY A. A PUBLIC HEARING TO CONSIDER THE EXTENSION OF THE MORATORIUM IMPOSED BY URGENCY ORDINANCE NO. 790 WHICH RESTRICTS THE ESTABLISHMENT OF MORTUARIES OR FUNERAL CHAPELS IN THE CITY OF ROSEMEAD WHILE THE PLANNING DEPARTMENT DEVELOPS APPROPRIATE ZONING REGULATIONS GOVERNING SUCH USES. Al. ORDINANCE NO. 791 - AN ORDINANCE OF THE CITY COUNCIL OF THE THE CITY OF ROSEMEAD EXTENDING ORDINANCE NO. 790 WHICH IMPOSED A MORATORIUM ON THE ISSUANCE OF ANY PERMITS OR ENTITLEMENTS FOR MORTUARY AND/OR FUNERAL CHAPEL USES AND DECLARING THE URGENCY THEREOF Urgency Ordinance No. 790 was unanimously passed at the November 24, 1998 meeting. Said Ordinance imposed a 45-day moratorium on the issuance of any permits or entitlement for mortuary and/or funeral chapel uses in the City. Ordinance No. 791 will extend that moratorium for an additional ten months and fifteen days. HI. LEGISLATIVE A. RESOLUTION NO. 98-53 - CLAIMS AND DEMANDS Recommendation: Adopt Resolution No. 98-53, for payment of City expenditures. IV. CONSENT CALENDAR-RECOMMENDATION: APPROVAL CC-A APPROVAL OF PLANS AND SPECIFICATIONS AND AUTHORIZATION TO SEEK BIDS FOR ASPHALT CONCRETE OVERLAY ON VARIOUS CITY STREETS (FY 97-98) This project provides for the overlaying of various City streets wit new asphalt concrete along with installation of new street lights on marbelite poles and construction of concrete repairs and handicap access ramps in compliance with the Americans Disability Act. Recommendation: Approve plans and specification and authorize advertisement for bids by the City Clerk. CC-B APPROVAL OF AGREEMENT BETWEEN THE CITY OF ROSEMEAD AND THE CITY OF EL MONTE FOR STREET IMPROVEMENTS ON VALLEY BOULEVARD The Cities of Rosemead and El Monte are entering into an agreement specifying terms and conditions under which portions of Valley Boulevard will be improved. Under the terms of the agreement, the City of Rosemead will provide the engineering and inspection services, with each City financing their respective jurisdictional shares for the costs of the project. Recommendation: Approve the agreement between the City of Rosemead and the City of El Monte for improvements on Valley Boulevard CC-C APPROVAL OF AGREEMENT BETWEEN THE CITY OF ROSEMEAD AND THE CITY OF SAN GABRIEL FOR STREET IMPROVEMENTS ON VALLEY BOULEVARD The Cities of Rosemead and San Gabriel are entering into an agreement specifying terms and conditions under which portions of Valley Boulevard will be improved. Under the terms of the agreement, the City of Rosemead will provide the engineering and inspection services, with each City financing their respective jurisdictional shares for the costs of the project. Recommendation: Approve the agreements between the City of Rosemead and the City • •n Gabriel for improvements on Valley Boulevard. C D ELECTION OF LENDER FOR CITY'S CDBG-FUNDED LOW INTEREST LOAN PROGRAMS City needs a banking partner to execute loans under the City's approved low-interest loan program. Recommendation: Approve First American Bank as the banking provider and authorize the City Manager or designee to execute all agreements. � 'PROVAL OF ENTERTAINMENT PERMIT FOR MELODY LOUNGE - :208 GARVEY AVENUE Pursuant to RMC, the new owner applied for an Entertainment Permit to conduct karaoke. Hours of operation for entertainment is Sunday- Saturday, 6:00 p.m. to 1:30 Recommendation: Approval subject to conditions. CC-F REQUEST FROM ROSEMEAD YOUTH ASSOCIATION (RYA) TO INSTALL A BANNER OVER VALLEY BOULEVARD NEAR WALNUT GROVE AVENUE The Rosemead Youth Association (RYA) has requested permission to place a banner over Valley Boulevard through February 1999 promoting sign-ups and participation in youth baseball and softball programs. Recommendation: Authorize the City Manager to approve the request from the RYA contingent upon receiving the appropriate documentation regarding installation and insurance coverage. V. MATTERS FOR DISCUSSION AND ACTION VI. STATUS REPORTS A. STATUS REPORT - GRAFFITI REMOVAL ACTIVITIES At the regular meeting of November 24, 1998, the City Council requested information pursuant to the City's graffiti removal program. In response, this status report discusses patterns of graffiti activity in the City and a revised method of documenting graffiti removal activities. VII. MATTERS FROM OFFICIALS VIII.
