As the Council is aware, the proposed improvements on Valley Boulevard include the
replacement of the existing substandard City-owned steel-pole street lights, between
Muscatel Avenue and Loma Avenue, with Edison-owned and operated street lights.
Presented for you here are alternatives for the installation of decorative streets as a matter
for discussion and action. Decorative street lights are often installed along commercial
corridors as an added enhancement to the streetscape. Several styles are available, with
samples attached for your information.
The following alternatives for the installation of decorative street lights on Valley Boulevard
have been examined:
Alternative 1 New Street Lights with Marbelite (Concrete) Poles within Downtown Area
as Planned
Alternative 2 New Street Lights within Downtown Area Only (Alternative 1) with
Decorative Pedestrian Lighting
Alternative 3 Decorative Street and Pedestrian Lighting within Downtown Area Only
Alternative 4 New Street Lights within Downtown Area Only (Alternative 1) with
Decorative Pedestrian Lighting Along Valley Boulevard Entirely
Alternative 5 Decorative Street and Pedestrian Lighting Along Valley Boulevard
Entirely

These alternatives are further described below.
Alternative 1 - New Street Lights within Downtown Area as Planned
This alternative considers the installation of a SCE street light system with Marbelite
(concrete) poles within the downtown area (Muscatel/Loma) only, as approved by City
Council on February 11, 1997. Plans have been prepared and submitted to SCE for
approval. Approximately 28 30-foot high marbelite street light poles will be installed.
Probable cost is approximately $75,000.
Alternative 2 - New Street Lights within Downtown Area Only (Alternative 1) with
Decorative Pedestrian Lighting
This alternative would maintain Alternative 1 street lights and would install decorative
pedestrian lights between the marbelite poles. Approximately 27 16-foot high metal
pedestrian lights poles with banners arms and receptacles will be installed within the
downtown area. Probable cost is approximately $225,000.
Alternative 3 - Decorative Street and Pedestrian Lighting within Downtown Area Only
This alternative would install all decorative lighting equipment for the street and pedestrians
within the downtown area only. Due to the height limitations of decorative poles (20-foot
maximum), the spacing between poles will decrease, increasing the number of street lights
in the downtown area. Approximately 82 decorative lighting poles would be located in the
downtown area. Probable cost is approximately $400,000
Alternative 4 - New Street Lights within Downtown Area Only (Alternative 1) with
Decorative Pedestrian Lighting Alone Valley Boulevard Entirely
This alternative would maintain Alternative 1 street lights and would install decorative
pedestrian lights between the concrete poles along the entire length of Valley Boulevard
(City limit/City limit). Approximately 101 16-foot high metal pedestrian lights poles with
banners arms and receptacles will be installed within the project limits. Probable cost is
approximately $600,000.

Alternative 5 - Decorative Street and Pedestrian Lighting Along Valley Boulevard Entirely
This alternative would include the removal of all existing street lights along Valley
Boulevard (City limit/City limit) and install all decorative lighting equipment along the entire
length of Valley Boulevard. Due to the height limitations of decorative poles (20-foot
maximum), the spacing between poles will decrease, increasing the number of street lights
overall. Approximately 220 decorative lighting poles will be located within the project limits.
Approximately 100 existing marbelite street lights will be removed. Probable cost would
not likely exceed $1.5 million.
