TRIPEPI, EXECUTIVE DIRECTOR DATE: MARCH 18, 1998 RE: AUTHORIZATION TO MODIFY GARVEY PARK CLUBHOUSE PROJECT- ADDITION OF PUBLIC SAFETY ANNEX BACKGROUND As you know, the Sheriffs Substation at Garvey Park has been in operation since July, 1992. It has evolved from a general law enforcement operation to a use that meets the needs of specific programs. Initially the trailer was utilized by a Special Assignment Deputy and a Community Services Officer. It also was used for neighborhood and business watch meetings. The Substation provided space for the Rosemead Team and other specialized Sheriffs units. Today the primary use of the trader is by the two SANE Deputies and the Deputy Probation Officer that the City contracts for under the LAPP Program. The SANE Deputies use the facility approximately six hours a day. They use the office for conducting duty related business, preparing class presentation, and storing teaching aids. The GAPP Officer uses the office for interviewing probationers, holding meetings with their parents, and meeting with other community organizations regarding new referrals and probationers. DISCUSSION The existing trailer is 12' by 42' and is divided into two rooms. The first room is 13 1\2 ' by 11' and contains two desks and two phones. The second room is a conference room 18' by 11' and contains a conference table and chairs. The lease payment plus utilities averages S 800 per month or S9,600 per year. The Council has approved a remodeling of the Garvey Park Clubhouse. Staff is recommending that a 960 square foot addition be constructed as part of that project. The annex, which would be AGENCY AGENDA MAR 2 4 998 ITEM No. x - Public Safety Annex March 18, 1998 page two on the east side of the Clubhouse, would contain a conference room,the SANE office, the Probation office, a storage room and a small lobby. The addition is designed to have a separate entrance so that when the Clubhouse is closed, Sheriffs and Probation personnel, and the public will have access. The Y.E.S. Committee will also be able to use the conference room of this annex. It is estimated that the cost of the addition will be $100,000 plus an additional $10,000 in architectural fees. The additional cost of utilities for the annex should not exceed the current cost to the City for the trailer utilities. Attached is a drawing of the addition, a cost breakdown of the Sheriffs trailer and a copy of the amendment to the architectural agreement. RECOMMENDATION It is recommended that the Rosemead Redevelopment Agency take the following action: 1. Amend architecture compensation of $22,628.00 to a new amount, Not to Exceed $32,628.00. Design and Documents for both Sheriff Substation and Community Center will be processed simultaneously and issued as one (1) set of Construction Documents to be bid as one project.
