Attached, for the Agency's consideration for approval and authorization to advertise for
bids, are the plans and specifications for the 1997-98 Asphalt Concrete Overlay and Street
Lighting Improvement Project. The project includes an asphalt-rubber overlay, installation
of handicapped access ramps to comply with the Americans with Disabilities Act (ADA)
requirements, concrete repairs and parkway improvements, and signing and striping on
various streets listed in Exhibit "A". In addition, the project includes street lighting
improvements on various streets, as listed in Exhibit "B". The new street lights will be
maintained by Southern California Edison upon completion of construction of the
improvements.
The project has been approved by the State for the State-Local Transportation Partnership
Program (SLTPP) funds, Cycles 8 and 9. The SLTPP will provide matching funds of up
to 50% of project construction cost. In order for the Agency to obtain the state share from
the SLTPP funds,the state requires that Cycle-8 projects must be awarded for construction
prior to June 30, 1998.
The proposed schedule for construction is as follows:

The specifications have been reviewed and are acceptable to the City Engineer. The
Engineer's estimate for construction is $670,000.
RECOMMENDATION
It is recommended that the Rosemead Redevelopment Agency approve the plans and
specifications and authorize advertisement for bids by the Agency Secretary.
