RE: ACCEPTANCE OF BIDS AND AWARD OF CONTRACT — FY 1997/98
ASPHALT CONCRETE OVERLAY AND STREET LIGHTING
IMPROVEMENTS
The following bids were received for the subject project on Thursday, May 21, 1998:
1. Sully-Miller Contracting Co. $653,520.75
2. Excel Paving Company $683,250.00
3. Silvia Construction Inc. $683,409.90
Attached are copies of the three low bids, a bid analysis, and Dun and Bradstreet reports
for the three low bids. The low bid was received from Sully-Miller Contracting Co., a
responsible contractor, in the amount of $653,520.75 which is approximately 3 percent
below the Engineer's estimate of$677,200. The average bid was $673,393.55.
There was an irregularity in the low bid submitted by Sully-Miller Contracting Co. The
contractor performed a mathematical error wherein the extension amount for Bid Item
No.18 was incorrectly entered as $7,260.00; the correct extended amount is $32,340.00.
The total bid for Sully-Miller Contracting Co. stated above reflects the correction of this
error.
Attached are Exhibits "A" and "B" listing the streets included in this project.

RECOMMENDATION
1. Waive the irregularity in the bid submitted by Sully-Miller Contracting Co.
2. Accept the bids and award the project to Sully-Miller Contracting Co., in the amount
of $653,520.75.
3. Declare the project Categorically Exempt under CEQA.
4. Authorize the Chairman to sign the contract on behalf of the Agency.
