TRIPEPI, EXECUTIVE DIRECTOR DATE: OCTOBER 21, 1997 RE: ENGINEERING PROPOSAL FOR THE PREPARATION OF PLANS, SPECIFICATIONS AND ESTIMATES FOR THE DEL MAR SEWER COLLECTOR Attached for your consideration is an engineering proposal from Willdan Associates for sewer improvements in Del Mar Avenue from Hellman Avenue to Garvey Avenue. The project includes installation of a 12-inch sewer mainline and connections to existing sewer laterals. The Del Mar Sewer Collector is recommended in the City's Sewer Master Plan and is rated as first priority for sewer systems replacement. The existing 8-inch sewer mainline in Del Mar Avenue is overloaded. Installation of the proposed 12-inch sewer mainline will relieve current overload conditions and provide adequate sewer capacity for future needs. Further, the new sewer mainline will join the existing systems, at Hellman and Garvey Avenues. The sewer improvements on Del Mar Avenue will be constructed prior to commencing with the undergrounding of overhead utility services on Del Mar Avenue, to avoid any future utility conflict. The proposed sewer mainline will be designed and constructed to comply with Los Angeles County Department of Public Works and Los Angeles County Sanitation District standards and requirements. The current estimated construction cost for the project is $363,400. The Del Mar Sewer Collector is currently programmed in the Rosemead Redevelopment Agency FY 1997-98 budget. Approve the attached engineering proposal. 2. Direct staff to begin the preparation of the necessary plans and specifications. Valley Boulevard Rosemead, CA 91770 Subject: Proposal for Professional Engineering Design, Design and Construction Surveying, Utility Coordination, Contract Administration, and Construction Observation for Sewer Improvements in Del Mar Avenue Dear Mr. Tripepi: As requested, we are pleased to be given the opportunity to submit this proposal for sewer improvements in Del Mar Avenue from Hellman Avenue to Garvey Avenue. The project includes installation of 12-inch sewer mainline and connections to existing sewer laterals. The existing 8-inch sewer mainline in Del Mar Avenue is overloaded. Installation of the proposed 12-inch sewer main will relieve current overload conditions and provide adequate sewer capacity for future needs. The proposed project will be designed and constructed to comply with Los Angeles County Department of Public Works (LACDPW) and Los Angeles County Sanitation District standards and requirements. We propose to provide the following basic services: DESIGN SURVEY 1. Perform research at Los Angeles County and the City of Rosemead for survey information. 2. Establish centerline for Del Mar Avenue throughout the limits of project. 3. Provide topographic feature locations for a complete and accurate sewer plan in the street area between curbs. PRELIMINARY DESIGN PHASE 1. Confer with Agency staff to review, in full detail, the requirements for the project. Review available information and data assembled by the Agency staff. 2. Research readily available existing underground utilities which may be affected by the proposed sewer improvements. 3. Review compiled data. 4. Develop base drawings. a. Plot existing survey data. b. Identify and plot apparent substructures. c. Conduct field verification. 5. Develop profiles for the sewer improvements. 6. Develop complete plan and profile drawings showing existing utilities and the proposed alignment of the sewer pipeline. The design plans will be prepared to LACDPW and Los Angeles County Sanitation District standards and requirements. 7. Develop preliminary cost estimates. 8. Submit preliminary design plans to all affected agencies and utility companies for review, including LACDPW and Los Angeles County Sanitation District. FINAL DESIGN PHASE 1. Based on the Agency, County's, and utility companies' comments and requirements, revise the plans. 2. Submit revised plans to the County for final review and comment. 3. Prepare final plans and coordinate with Agency personnel, County, and utility companies, as necessary, at various times during the design phase. October 22, 1997 Page 3 4. Obtain final approval from the County, including the necessary permits for construction. 5. Prepare specifications and contract documents to conform to applicable requirements of Rosemead Redevelopment Agency. UTILITY COORDINATION 1. Submit copies of the plans to affected agencies and utilities, including LACDPW and Los Angeles County Sanitation District. 2. Determine any utility conflicts with the sewer pipeline based on utility companies' comments and plans. 3. Coordinate potholing investigations to verify depths of potentially conflicting utilities. 4. Coordinate with affected utility companies for relocations of conflicting utility lines. 5. Send notification of preconstruction conference to affected utility companies. 6. Attend and coordinate the preconstruction conference. 7. Review project scope of work with each utility company at preconstruction conference. Identify possible conflicts and work with each utility to assure that their facilities will be protected if properly identified. 8. Coordinate with Agency construction observer during construction to expedite the identification of any unknown utilities found during excavation. CONSTRUCTION SURVEY 1. Set grade stakes at 25-foot intervals and at a uniform offset for sewer mainline construction. 2. Provide grade sheets. CONTRACT ADMINISTRATION 1. Provide the Agency with 30 sets of plans and specifications for bidding. 2. Assist the Agency in securing bids and awarding project. October 22, 1997 Page 4 3. Attend preconstruction meeting and prepare meeting minutes. 4. Provide the necessary consulting services required to coordinate the efforts between the Agency and the contractor. 5. Provide engineering support, as needed, to make as-built revisions to the original files. 6. Review and approve progress payments requests. 7. Answer inquiries and complaints for the Agency relating to the project. 8. Provide contract enforcement for compliance with plans and specifications. CONSTRUCTION OBSERVATION 1. Provide the necessary weekly, monthly, and final reports as needed. 2. Provide daily construction observation during the construction period. 3. Provide copies of daily construction observation reports on a weekly basis, if requested. 4. Provide necessary coordination with other agencies to provide final inspection of the project. 5. Perform as-built corrections on original drawings. 6. Provide report to the Agency following final inspection stating that the project has been completed in accordance with the plans and specifications, and provide necessary data for the Agency acceptance of the project. Our proposed fees are as follows: Preliminary and Final Design $26,200 Design Surveying 7,500 Utility Coordination 4,000 Construction Surveying 4,200 Contract Administration 6,500 Construction Observation 21,000 TOTAL PROPOSED FIXED FEE $69,400 October 22, 1997 Page 5 The current estimated construction cost for the project is $363,400. The design fee is based on the curve fee schedule from the American Society of Civil Engineers. The total fee, excluding utility coordination, is in conformance with that portion of the City's agreement with Willdan Associates which pertains to design engineering services. The construction contract period is estimated to be 30-working days. Compensation for weekend inspection and inspection beyond the allocated working days and hours of the construction contract will be on a time-and-materials basis. The cost for testing materials will be provided through a separate contract with a testing laboratory. Willdan Associates will assist the Agency in the selection of a testing laboratory and will fully coordinate the services to be provided.
