TRIPEPI, CITY MANAGER ' DATE: MARCH 18, 1997 RE: 3955 - 59 1/2 ROSEMEAD BOULEVARD - HEARING The subject property consists of nine, tenant-occupied unsightly dwelling units. The property is zoned CAD-D and is a non-complying residential use with parking and lot coverage problems. This property has previously been through the Property Rehabilitation Program in 1976, 1989 and 1992. The case was reopened in June, 1996. Inspections were conducted June 3, and July 2, 1996. A "Please Letter" and "bulky item" trash notice were mailed to the property owner on July 10, 1996. On August 6, 1996, inspection was conducted by the Building Official,with the property owner present. Some progress was noted, and all items on the list of defects were discussed. An amended list of defects was sent to the owner on August 20, 1996. The Building Official declared the property substandard and filed a Declaration of Substandard with the Los Angeles County Recorder's office. A'Thirty Day" certified letter was mailed and posted on the property on September 26, 1996, requesting abatement of the substandard conditions. The letter was returned "unclaimed" and was sent again by first class mail. On October 7, 1996, another trash notice was sent to the owner and tenants. No substantial progress was observed during follow-up inspections in October and December 1996. Inspections in January, February and March also revealed no progress had been made on the remaining list of defects. Owner obtained required repair permit on March 18, 1997. A Notice of Hearing was mailed and posted on the property on March 11, 1997. All interested parties have been notified. CITY BUILDING OFFICIAL'S RECOMMENDATION: It is recommended that the Board find the property substandard and order all substandard conditions removed and/or corrected by May 1, 1997.
