REHAB – Item 2B – 3144-46 Isabel Avenue – Hearing TO: HONORABLE CHAIRMAN AND MEMBERS BUILDING REHABILITATION APPEALS BOARD FROM: FRANK G. TRIPEPI, CITY MANAGER 47 DATE: MARCH 18, 1997 RE: 3144 -46 ISABEL AVENUE - HEARING The subject property consists of an owner-occupied single family residence and a tenant- occupied second unit. The property is zoned R-2. A "Please Letter" was mailed to the property owner on August 20, 1996. Inspection on September 3, 1996 revealed no progress. The Building Official declared the property substandard and filed a Declaration of Substandard with the Los Angeles County Recorder's office. A"Thirty Day" certified letter was mailed and posted on the property on September 18, 1996, requesting abatement of the substandard conditions. A"bulky item"trash notice was sent to both the owners and tenants on October 2, 1996. On October 10, 1996, Mr. Lee the property owner, came to the public counter and indicated to staff that he intended to remove the unpermitted patio at 3144 Isabel Avenue. Inspection on October 21, 1996 revealed that the patio had been partially dismantled, but no progress had been made on the remaining list of defects. Another inspection was requested for October 29, 1996, however no one was home when the building inspector arrived at the site. Follow-up inspections on December 3, 1996 and January 6, 1997 revealed the substandard conditions remained unchanged. Another"bulky item" trash notice was mailed to the owners and tenants on January 8, 1997. Inspections on February 4 and March 4, 1997 revealed only minor progress. A Notice of Hearing was mailed and posted on the property on March 11, 1997. All interested parties have been notified. CITY BUILDING OFFICIAL'S RECOMMENDATION: It is recommended that the Board find the property substandard and order all substandard conditions removed and/or corrected by May 1, 1997.
