A. Public Hearing on the CDBG and HOME Programs Annual Action Plan for Fiscal
Year 2018-19
The City has been notified by HUD that Rosemead will be receiving $708,721 in
CDBG funds for FY 2018-19, which is an approximate 9.55% increase from its FY
2017-18 allocation, and $346,837 in HOME funds, which is an approximate
City Council, Housing Development Corporation, mid the Successor Agency to the Rosemead
Community Development Commission Special & Joint Meeting Agenda June 12, 2018
48.22% increase from its FY 2017-18 allocation. When combined with projected
carryover funds and projected program income, the City anticipates having a total
of $1,099,971 of CDBG funds available and $1,007,739 in HOME funds available
for the 2018-19 year.
A list of staff -endorsed projects has been developed based on funding requests and
ongoing CDBG and HOME funded activities. These recommendations are
consistent with the housing and community development priorities that the City has
set and followed in the past. All the proposed projects meet the CDBG and HOME
eligibility requirements.
Recommendation: That the City Council take the following actions:
1. Conduct a public hearing and take public testimony on the Annual Action
Plan covering the period July 1, 2018 — June 30, 2019;
2. Approve the CDBG and HOME funding recommendations and FY 2018-
19 Annual Action Plan, as well as authorize the submittal of the FY 2018-
19 Annual Action Plan to the U.S. Department of Housing and Urban
Development;
3. Authorize the City Manager to execute all appropriate and necessary
documents to receive funding and implement approved use;
4. Award the following public service agencies with CDBG funds and
authorize the City Manager to execute agreements:
• Code Enforcement - $391,634
• Family Promise of San Gabriel Valley - $5,000
• Santa Anita Family Service - $5,000
• Southern California Housing Rights Center - $10,000
• Senior Nutrition Program — $79,800 (Morrison Management
Services $43,000 contract and staff costs $36,800);
5. Authorize the City Manager to execute a professional services agreement
with Barr & Clark, Inc. and Lead Tech Environmental for lead based paint
and asbestos testing, assessment, and clearances tests of properties
according to federal and state laws in a combined amount not to exceed
$11,000; and
6. Award $2,000 of HOME funds to the Rio Hondo Community
Development Commission to defray certain costs for the operation as the
City's Community Housing Development Organization (CHDO) and
authorize the City Manager to execute the necessary operating and service
agreements.

B. City Council Meeting Minutes
Recommendation: That the City Council approve the minutes from the regular
meeting on January 9, 2018
C. Ordinance No. 979 — Second Reading and Adoption
On May 8, 2018, the City Council introduced Ordinance No. 979, amending title
17 of the Rosemead Municipal Code related to the adoption of the Accessory
Dwelling Units.
Recommendation: That the City Council approve the second reading and adoption
of Ordinance No. 979.
D. Consideration to Cancel the June 26, 2018, City Council Meeting and Schedule a
City Council Special Meeting June 19, 2018
The City Council will consider the cancellation of the June 26, 2018, City Council
meeting due to a lack of quorum. Staff is proposing to schedule a City Council
special meeting on Tuesday, June 19, 2018 at 6:00 p.m, to address city business
before the end of the fiscal year.
Recommendation: That the City Council cancel the June 26, 2018, City Council
meeting and schedule a City Council special meeting June 19, 2018.
E. Adoption on the City of Rosemead's Fiscal Year 2018-19 Appropriation Limit
Article XIIIB of the Constitution of the State of California was enacted by a vote
of the people as Proposition 4 (the Gann Initiative) in November 1979. This law
limits the level of most appropriations from tax sources that the state and most local
government entities are permitted to make in any given year. It also requires that
annually, each governmental unit calculate its Appropriations Limit and adopt it by
Resolution prior to the beginning of the fiscal year (FY) under consideration.

The City of Rosemead's Appropriations Limit and Appropriations Subject to the
Limit were both calculated in accordance with guidelines issued by the League of
California Cities. Utilization of this approach facilitates the annual review
requirement. The results of these calculations are:

Recommendation: That the City Council adopt Resolution No. 2018-21 approving
the FY 2018-19 Appropriation Limit according to Article XIII -B (Gann Initiative)
of the Constitution of the State of California.

ROSEMEAD, CALIFORNIA, ADOPTING AN
APPROPRIATION LIMIT FOR THE 2018-19 FISCAL YEAR
F. Denial of Request to Install Red Curb — 2704 Kelburn Avenue
The Traffic Commission received a request from a resident who lives at 2704
Kelburn Avenue requesting that the City adopt an ordinance banning street parking
on trash collection days. The resident states that two vehicles are frequently parked
in the area north of his driveway apron leaving him no space to place his trash cans
on trash collection days. The curb space to the north of his driveway approach is
approximately 29 -feet in length. This area would accommodate a minimum of one
parking space of 18 -feet in length, which is the minimum length for a parking space
established in Standard Plans issued by the California Department of
Transportation.
Recommendation: That the City Council approve the Traffic Commission's
recommendation to deny the resident's request for the installation of red curbing in
front of his home at 2704 Kelburn Avenue.
G. Approval of Request to Install Red Curb — 7848-7850 Whitmore Street
The Traffic Commission received a request from a resident who lives at 7848-7850
Whitmore Street for the installation of red curbing between her two driveway
aprons. The resident complaint describes that vehicles are frequently parked in this
small space and, as a result, block or partially block the driveways. The resident
also stated that on trash pick-up days, vehicles parked in this space leave no place
for the resident to put their trash cans. The curb space between the resident's two
driveways is approximately 9 -feet in length, which does not provide the minimum
18 -feet needed for one parking space as established in Standard Plans issued by the
California Department of Transportation.
Recommendation: That the City Council approve the Traffic Commission's
recommendation to install 9 -feet of red curbing between the two driveway aprons
at 7848-7850 Whitmore Street.

H. Used Oil Payment Program Application
The California Oil Recycling Enhancement Act of 1991 authorizes the Department
of Resources Recycling and Recovery (CalRecycle) to award grants to enhance the
collection and recycling of used lubricating oil. Rosemead is eligible to apply under
the Used Oil Payment Program for the July 1, 2018 — June 30, 2019 fiscal year.
It is anticipated that these grant funds will be utilized for the promotion of the City's
State -certified collection centers, development of education awareness materials,
and storm water mitigation. An application for these grant funds must be
accompanied by a resolution authorizing the City's grant submittal.
Recommendation: That the City Council approve Resolution No. 2018-20
authorizing the submittal of a Used Oil Payment Program Application to the
California Department of Resources Recycling and Recovery for funding under the
9°i Cycle of the Used Oil Payment Program.

6. MATTERS FROM CITY MANAGER & STAFF
A. Adoption of the Fiscal Year 2018/19 Operating and Capital Improvement Budget
The City Council will consider the adoption of the City's Fiscal Year (FY) 2018/19
Operating and Capital Improvement Budget, which provides for total
appropriations of $32,672,250. The General Fund operating budget of
$22,609,000, is balanced with a surplus for the upcoming year. Consequently, a
full scope of services to residents will be continued without service reductions.
Recommendation: That the City Council take the following actions:
1. Adopt Resolution No. 2018-22 approving the City of Rosemead's Operating
and Capital Improvement Budget for the 2018/19 Fiscal Year; and
2. Adopt Resolution No. 2018-23 approving the Housing Development
Corporation's Operating and Capital Improvement Budget for the 2018/19
Fiscal Year.
7. MATTERS FROM MAYOR & CITY COUNCIL
A. Establishment of a Beautification Commission
This item is presented to the City Council at the request of Council Member
Armenta. Council Member Armenta would like to discuss Beautification
Commission options with the City Council.
Recommendation: That the City Council discuss and provide further direction
