DATE: JUNE 12,2018 SUBJECT: USED OIL PAYMENT PROGRAM APPLICATION SUMMARY The California Oil Recycling Enhancement Act of 1991 authorizes the Department of Resources Recycling and Recovery (CalRecycle) to award grants to enhance the collection and recycling of used lubricating oil. Rosemead is eligible to apply under the Used Oil Payment Program for the July 1,2018—June 30, 2019 fiscal year. It is anticipated that these grant funds will be utilized for the promotion of the City's State- certified collection centers, development of education awareness materials, and storm water mitigation. An application for these grant funds must be accompanied by a resolution authorizing the City's grant submittal. STAFF RECOMMENDATION It is recommended that the City Council approve Resolution No. 2018-20 authorizing the submittal of a Used Oil Payment Program Application to the California Department of Resources Recycling and Recovery for funding under the 9th Cycle of the Used Oil Payment Program. FISCAL IMPACT -None STRATEGIC PLAN IMPACT—None LEGAL REVIEW Resolution No. 2018-20 has been reviewed and approved by the City Attorney. Ramirez, Director f Public Works Attachment: Resolution No. 2018-20 S E M F O o- k o AtnYi Attachment A Resolution No. 2018-20 1 ora RESOLUTION NO. 2018-20 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ROSEMEAD AUTHORIZING THE SUBMITTAL OF AN APPLICATION FOR PAYMENT PROGRAMS AND RELATED AUTHORIZATIONS. WHEREAS, pursuant to Public Resources Code § 48000 et seq., 14581, and 42023.1(g), the Department of Resources Recycling and Recovery (CalRecycle) has established various payment programs to make payments to qualifying jurisdictions; and WHEREAS, in furtherance of this authority CalRecycle is required to establish procedures governing the administration of the payment programs; and WHEREAS, CalRecycle's procedures for administering payment programs require, among other things, an Applicant's Governing Body to declare by resolution certain authorizations related to the administration of the payment program. NOW, THEREFORE, the City Council of the City of Rosemead does hereby resolve as follows: SECTION 1. That the City Council authorizes the City of Rosemead to submit an application to CalRecycle for any and all payment programs offered; and SECTION 2. The City Manager, or a designee, is hereby authorized as Signature Authority to execute all documents necessary to implement and secure payment; and SECTION 3. That this authorization is effective until rescinded by Signature Authority or this Governing Body; and SECTION 4. The City Clerk shall certify to the adoption of this resolution and hereafter the same shall be in full force and effect. PASSED, APPROVED, and ADOPTED this 12th day of June, 2018.
