CC - Item 4F - Traffic Impact Analysis Award of ContractCity Council Meeting August 14, 2018 Page 2 of 3 With the increase in commercial development, the City Council directed staff to conduct a traffic impact analysis along the major corridors perpendicular to Garvey Avenue. Request for Proposal No. 2018-10 was circulated on February 28, 2018 for traffic impact analysis services to the Public Works Department. The directive is to examine traffic circulation in its street network: Streets Limits Distance Garvey Avenue Del Mar Avenue San Gabriel Avenue Walnut Grove Avenue New Avenue to Easterly City limit Northerly City Limit to Graves Avenue Northerly City Limit to Rush Street Northerly City Limit to Rush Street 2.7 mi 1.5 mi 1.4 mi 3.0 mi The City received eight proposals for RFP 2018-05 and three proposals for RFP 2018-10. Since the scope of study overlaps in RFP 2018-05 and 2018-10, staff has combined the two studies into one analysis. City staff has reviewed the proposals for completeness, background, experience and cost. City staff has determined that Transtech is qualified to perform this project. Therefore, staff met with Transtech for an update in the combination of the two proposals. Transtech agreed to modify its proposal. This will also assist the City in meeting the budget of $46,000. FISCAL IMPACT The adopted FY 18-19 Budget contains a total of $46,000 allocated from Measure R for the traffic impact analysis. ENVIRONMENTAL REVIEW The project is categorically exempt from the California Environmental Quality Act (CEQA) pursuant to Section 15301 (a) of the CEQA Implementing Guidelines.
