DATE: SI:'.PTEMBER 25, 2018 SUB,JECT: NOMINATION FOR SAN GAHHJEL BASIN WATER QUALJTY AlJ'l'lIORITY BOARD MEMBER AND ALTERNATE HOARD MEMBER SUMMARY The San Gabriel Basin Water Quality Authority (WQA) \Vas established by the State Legislature (SB 1679) on February 11, 1993, lo develop. finance and implement groundwater treatment programs in the San Gabriel Basin. The WQA is under the direction and leadership of a seven member board. The Board is comprised of one member from each of the overlying municipal water districts,. one from a city with prescriptive waler pumping rights, one frorn a city without prescriptive water pumping rights, and two members repr,esenting water purvi.:yors in the San Gabriel Basin. The Cities without prescriptive water pumping rights include Haldwin Park, Bradbury, Duarte, La Puente, La Verne, Rosemead, San Dimas, San Gabriel, San Marino, Sierra Madre, South El Monte, Temple City, and West Covina. Under the WQA 's enabling legislation, the term of the board rnernber and alternate representing cities without pumping rights expires on January 1, 2019. The thirteen cities without prescripti vc water pumping rights must hold an election. An election to fill this scat is scheduled 1l>r December 19, 20 l 8, at ] 2:00 p.m .. at the San Gabriel Basin Water Quality Authority 11 eadquartcrs. Nominations of candidates for the oflicc of Member of the WQA Board of Directors representing cities without pumping rights must be made by resolution of the City Council. The nomination period is from September 20, 2018 through (ktohi.:r 19, 2018, which consists of each eligible city adopting a resolution stating its nomination. Nominations will then be collected and voted on at the December 19, 2018 W()A meeting. AGENDA ITEM NO. 6.A City Council Meeting September 201 8 Page 2 of2 STAFF RECOMMEND A TIO NS It is recommended that the City Council: 1.Consider a nomination for Board Member and Alternate Board Member to the San Gabriel Basin Water Quality Authority Board; and Direct staff to send a resolution naming a nomination for Board Member and Alternate Board Member to the San Gabriel Basin Water Quality Authority.
