DECLARING THE RESULT OF THE CONSOLIDATED SPECIAL
MUNICIPAL ELECTION HELD ON NOVEMBER 6, 2018
SUMMARY
The City Council will consider adopting Resolution No. 2018-68 certifying the result of the
Consolidated Special Municipal Election, which was consolidated with the Los Angeles County
Statewide General Election and held on Tuesday, November 6, 2018.
STAFF RECOMMENDATION
That the City Council adopt Resolution No. 2018-68 declaring the result of the November 6,
2018, Consolidated Special Municipal Election, entitled:
A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF ROSEMEAD, CALIFORNIA, RECITING THE
FACT OF THE CONSOLIDATED SPECIAL
MUNICIPAL ELECTION HELD ON NOVEMBER 6,
2018, DECLARING THE RESULT AND SUCH OTHER
MATTERS AS PROVIDED BY LAW
DISCUSSION
The California State Elections Code requires the adoption of Resolution No. 2018-68 reciting the
fact of the Consolidated Special Municipal Election, ordering the statement of the votes cast, and
declaring the elected person having the highest number of votes given for office. The Rosemead
City Council is required to meet at their usual place after the election to certify the newly elected
member.
The Los Angeles County Registrar-Recorder/County Clerk conducted the election on Tuesday,
November 6, 2018, and on November 30, 2018 they completed a canvass of the votes. A
certification of the results is included as "Exhibit A" to the resolution submitted for adoption.

Based upon the County's certified election results, Sean Dang, has been elected to fill a vacant
seat as Member of the City Council to an unexpired term of one year and five months.
BACKGROUND
On June 28, 2018, William Alarcon resigned from his position as a Councilmember. As a result,
Rosemead City Council approved the following; Resolution No. 2018-37 calling and giving
notice of the holding of a special municipal election to be held on Tuesday, November 6, 2018 as
required by the provisions of the laws of the State of California relating to general law cities;
Second, approved Resolution. No. 2018-38 requesting the Board of Supervisors of the County of
Los Angeles to Consolidate the special municipal election with the Statewide General election to
be held on the same date for the purpose of electing one Member of the City Council, for the
term of office in which a vacancy was created and which ends April 2020; and third, approved
Resolution No. 2018-39 adopting regulations for candidates for elective office pertaining to
candidates statements submitted to the voters.

RESOLUTION NO. 2018-68
A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF ROSEMEAD, CALIFORNIA, RECITING
THE FACT OF THE CONSOLIDATED SPECIAL
MUNICIPAL ELECTION HELD ON NOVEMBER 6,
2018, DECLARING THE RESULT AND SUCH
OTHER MATTERS AS PROVIDED BY LAW
WHEREAS, a Consolidated Special Municipal Election was held and conducted in the
City of Rosemead, California, on Tuesday, November 6, 2018 as required by law; and
WHEREAS, notice of the election was given in time, form and manner as provided by
law; that voting precincts were properly established; that election officers were appointed and
that in all respects the election was held and conducted and the votes were cast, received and
canvassed and the returns made and declared in time, form and manner as required by the
provisions of the Elections Code of the State of California for the holding of elections in general
law cities; and
WHEREAS, the Los Angeles County Election Department canvassed the returns of the
election and has certified the results to this City Council, the results are received, attached and
made a part hereof as "Exhibit A".
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF ROSEMEAD,
CALIFORNIA, DOES RESOLVE, DECLARE, DETERMINE AND ORDER AS FOLLOWS:
SECTION 1. That the whole number of votes (ballots) cast in the precincts including
provisional vote ballots, except vote by mail voter ballots, was 5,268, and that the whole number
of vote by mail ballots cast in the City was 4,243, with a total of 9,511 votes (ballots) cast in the
City.
SECTION 2. That the names of persons voted for at the election for Member of the City
Council are as follows: Sean Dang, Nancy Hong Eng, and James E. Berry.
SECTION 3. That the number of votes given at each precinct and the number of votes
given in the City to each of the persons above named for the respective office for which the
persons were candidates were as listed in Exhibit "A".
SECTION 4. The City Council does declare and determine that; Sean Dang was elected
as Member of the City Council for the term of one year and five months.
SECTION 5. The City Clerk shall enter on the records of the City Council of the City, a
statement of the result of the election, showing: (1) The whole number of votes (ballots) cast in
the City; (2) The names of the persons voted for; (3) For what office each person was voted for;
(4) The number of votes given at each precinct to each person; (5) The total number of votes
given to each person.
SECTION 6. That the City Clerk shall immediately make and deliver to the person so
elected a Certificate of Election signed by the City Clerk and authenticated; that the City Clerk
shall also administer the person elected the Oath of Office prescribed in the Constitution of the
State of California and shall have him subscribe to it and file it in the office of the City Clerk.
The person so elected shall then be inducted into the respective office to which they have been
elected.
SECTION 7. That the City Cleric shall certify to the passage and adoption of this
resolution and enter it into the book of original resolutions.
PASSED, APPROVED AND ADOPTED ON THIS 11T" DAY OF DECEMBER 2018.
