SUBJECT: NATIONAL LEAGUE OF CITIES 2019 CONGRESSIONAL CITY
CONFERENCE — MARCH 10TH —1.3TH — WASHINGTON, DC
SUMMARY
The City Council will consider authorizing the attendance of any Council Member and City Staff
who wishes to attend the National League of Cities 2019 Congressional City Conference in
Washington, on March 10 — March 13.
If the majority of the City Council wishes to attend the Conference the regular City Council
Meeting scheduled on March 12, 2019, will need to be cancelled due to a lack of quorum.
In addition, if a majority of the City Council wishes to have a meeting with a legislator to discuss
issues within the subject matter jurisdiction of the City, a special meeting agenda must be posted
at least 24 hours prior to that meeting.
STAFF RECOMMENDATION
1. Staff recommends that the City Council authorize the attendance and finance of any Council
Member or City Staff that wishes to attend the National League of Cities Congressional City
Conference in Washington, DC on March 10 --- March 13, 2019; and
2. If the majority of the City Council attends the conference, authorize the cancellation of the
March 12, 2019 City Council meeting due to a lack of quorum.
ANALYSIS
The Expense and Use of Public Resources Policy, adopted by City Council Resolution No. 2005-
47, requires prior City Council approval for out-of-state travel beyond an adjacent state. Funding
for this purpose is contained in the City's annual budget.
