CC - Item 4C - 2018 General Plan And Housing Element Annual Progress ReportAttachment A 2018 General Plan Annual Progress Report CITY OF ROSEMEAD GENERAL PLAN ANNUAL PROGRESS REPORT 2018 PREPARED BY COMMUNITY DEVELOPMENT DEPARTMENT PLANNING DIVISION MARCH 26, 2019 2018 General Plan Annual Progress Report 1 General Plan Status and Implementation Compliance with State General Plan Guidelines Each element of the City of Rosemead General Plan is in compliance with the guidelines for the content of local general plans that were issued by the Governor’s Office of Planning and Research. Land Use Element The Land Use Element was adopted in 2010. The Land Use Element focuses on the built environment and pulls together issues and goals from the other elements, laying out the framework for balancing development with broader community aims. General Plan Amendments: General Plan Amendment 14-01, Approved February 13, 2018 o The adoption of the Garvey Avenue Specific Plan required an amendment to the Rosemead General Plan. The amendments included: Land Use Plan (Figure 2-1), Land Use Categories/Buildout Table (Table 2-1), land use definitions, General Plan and Zoning Ordinance Consistency (Table 2-5), Land Use and Population Estimates (Table 2-6), Development and Population (Table 2-7), Future Area Intersection Levels (Table 3-3) and subsequent text, Future Area Roadway Segment LOS (Table 3-4), Level of Service Values – Intersections (Figure 3-2), Level of Service Values – Segment (Figure 3-3), and Identified Intersection Approach Improvements (Figure 3-5). In addition, the General Plan was amended to reflect the Specific Plan densities and floor area ratio (FAR) for all mixed-use categories. Implementation: Ordinance 978, Approved February 27, 2018 o Approving Zone Change 14-01 amending the official zoning map, approving Municipal Code Amendment 14-02 amending various sections of Title 17, and adding Chapter 17.21 – Garvey Avenue Specific Plan, adopting Specific Plan 14-01. Ordinance 979, Approved June 12, 2018 o Amending Title 17 (Zoning) of the Municipal Code to adopt new regulations for Accessory Dwelling Units. 2018 General Plan Annual Progress Report 2 Ordinance 980, Approved July 10, 2018 o Amending Title 17 (Zoning) of the Municipal Code regarding Short Term Rental of residential homes and boarding houses. Ordinance 982, Approved September 25, 2018 o Amending various sections of Chapter 17.68 (Fences, Walls, and Landscape Screening) of Title 17 (Zoning), and adding Chapter 8.48 (Vacant Lots) of Title 8 (Health and Safety) of the Municipal Code regulation vacant lots. Ordinance 983, Approved November 13, 2018 o Amending Sections 1.04.030, 2.44.060, and 12.44.050; and restating Chapter 17.40 of the Municipal Code, related to cannabis facilities, cultivation, and deliveries Circulation Element: The Circulation Element was adopted in 2010. The Circulation Element addresses issues related to vehicular circulation, parking management, public transit, walking, biking, and trails. No amendments were made in 2018. Implementation: Ordinance 985, Approved December 11, 2018 o Urgency Ordinance – Adding Chapter 10.28 to the Municipal Code to prohibit shared on-demand personal mobility devices and businesses. Safe Routes to School Program, Completed June 6, 2018 o The project included traffic safety elements and traffic calming enhancements at Savannah Elementary as well as the installation of an in-pavement flashing cross walk at the intersection of Fern Avenue and Del Mar Avenue and the installation of sidewalk. Resources Management Element: The Resources Management Element was adopted in 2010. The Resources Management Element examines both the natural and human-made environments, and establishes policies to protect those resources that distinguish and define Rosemead. Topics addressed in this element include parks, recreation, open space, community facilities, air quality, water resources and conservation, and energy conservation. 2018 General Plan Annual Progress Report 3 No amendments were made in 2018. Implementation: Development of Jay Imperial Park o Jay Imperial Park consists of 4.91 acres of land and includes elements such as a walking path, interpretive gardens, turf areas, picnic benches, and dog park amenities. Development of a Community Garden, Construction Began in 2018 Provided recreation programs for all ages including contract classes, special events, and activities. Public Safety: The Public Safety Element was adopted in 2010. The Public Safety Element identifies hazards present in the community and defines ways for proper planning and emergency response services to mitigate the hazards including flooding. No amendments were made in 2018. Implementation: Parent Involvement Academy – Earthquake Preparedness, March 16, 2018 o A workshop that provides information on a parent’s role in ensuring their family’s own safety and survival during and after an emergency. National Night Out Event, August 7, 2018 o National Night Out is an annual event that is designed to heighten crime and drug prevention awareness, generate support for and participation in local anti-crime programs, strengthen neighborhood spirit and police-community partnerships Local Hazard Mitigation Plan, Approved on October 29, 2018 o The Plan contains an extensive analysis of natural hazards as well as a list of mitigation action items that will be used to reduce the impacts from hazards. Noise Element: The Noise Element was adopted in 2010. The Noise Element identifies community noise concerns and includes policies and programs to minimize noise impacts in Rosemead. 2018 General Plan Annual Progress Report 4 No amendments were made in 2018 Implementation: No activity took place in 2018 pertaining to this General Plan Element. There are two options for submitting APRs: 1. Online Annual Progress Reporting System (Preferred) - This enters your information directly into HCD’s database limiting the risk of errors. If you would like to use the online system, email APR@hcd.ca.gov and HCD will send you the login information for your jurisdiction.
