SUBJECT: MEMORIAL BENCH, TREE AND GARDEN NOMINATION
SUMMARY
On November 21, 2019 the Parks and Recreation Department received an application for the
Memorial Bench, Tree and Garden Program. The donor, Perry Poon, would like to recognize his
mother, Fenny Poon, by dedicating six garden locations around the clock just south of City Hall.
STAFF RECOMMENDATION
Staff recommends that the Parks Commission approve the memorial garden application to honor
Fenny Poon.
DISCUSSION
Fenny Poon was a longtime resident in the City of Rosemead. Fenny served her community by
volunteering many years to the youth of Rosemead.
The family would like to recognize Fenny by dedicating six garden locations around the clock in
the plaza area just south of City Hall.
FISCAL IMPACT
The total cost to the donor would be $1500, $250 per garden location. All costs associated with
the memorial gardens will be paid by the donor, Perry Poon.

Recipient Summary:
Fenny was a caring and dedicated influencer who lived in the City of Rosemead for over 20 years and for
those 20 years, she worked for the Garvey School District where her job brought her into the lives of
many people. Starting out as a Secretary at Willard Elementary School, Fenny interacted with students
and their parents on a day-to-day basis.
As the years progressed, she took on the role of a School Coordinator where she provided support to
the many different schools within the Rosemead area under the purview of the Garvey School District.
Her new role lead her to assist the school's students and their families, specifically the growing Chinese
community. She helped strengthen the relationships between the Chinese speaking families by
providing her skills as a translator and encouraging them to participate in school and community events.
On the weekends, she volunteered at the local Scout troop as a Troop Chairman where she furthered
her passion of interacting with the youths of our society. Fenny's role required her to oversee four scout
groups while ensuring a high quality program was being provided to the youths and that the leaders
leading the youths were properly trained. In addition to her work with the Scouts, she had assisted with
yearly city-related events such as the Easter Egg Hunts, Thanksgiving lunches, breakfasts with Santa, and
even Rosemead's 50th anniversary event.
From her role at the Garvey School District and her involvement with the Scout troops, Fenny's activism
has made an impact on the lives of hundreds of people in the city.
