RESIDENT REQUEST FOR SPEED HUMPS ALONG BURTON AVENUE BETWEEN GARVEY AVENUE AND RAMONA BOULEVARD SUMMARY Staff has received a request from a resident who lives on Burton Avenue about speeding vehiclesalong the corridor of Burton Avenue between Garvey Avenue and Romana Boulevard. The resident reported that there appears to be speeding and vehicles are narrowly missing other vehicles exiting their driveways. The resident requested for the City to review placement of speed humps at each and of the street and review traffic safety along the corridor. Burton Avenue is approximately 65 miles long and is considered a residential street approximately 35 feet wide with 1 travel lane in each direction and parking allowed on both sides of the street. There are posted 25 mph signs north of Garvey Avenue for northbound traffic and south of Ramona Boulevard for southbound traffic. In October of 2010, a Draft Neighborhood Traffic Management Plan (NTMP) was brought before the Traffic Commission for discussion and review. In this toolbox Speed Humps were not a recommended measure for the City to consider due to noise as vehicles go over the speed humps, drainage issues and delay to emergency response times. It was not found that this (NTMP) ever went before Council for approval. It is recommended that the Traffic Commission: 1. Deny the residents request 2. Provide further direction to staff as follows a. To conduct a traffic review of the corridor and potential traffic calming measures B. RESIDENT REQUEST FOR REVIEW OF CONDITIONS ON LOFTUS DRIVE BETWEEN TEMPLE CITY BOULEVARDAND BALDWIN AVENUE SUMMARY Staff has received a request from a resident who lives on Loftus Drive between Temple City Boulevard and Baldwin Avenue, indicating that large trucks as well as delivery vans are using Loftus Drive as a cutthrough route to the freeway_ It was reported by the resident that the trucks are ignoring the posted NO TRUCK signs and appear to be speeding along the corridor. The resident requested the City to add enforcement of trucks and review the speeding conditions speeding on Loftus Drive. ROSEMEAD TRAFFIC COMMISSION September 3, 2020 Loftus Drive is approximately 60' wide and carries 2 travel lanes in each direction. Loftus Drive has a posted speed of 35 mph with signs posted east of Temple City Boulevard for eastbound traffic and west of Baldwin Avenue for westbound traffic. Land use along Loftus Drive has a mix of single family and multi -family residents with parking allowed on both sides of the street with some time limitations. There is a NO TRUCK sign posted on the signal pole for NB traffic on Temple City Boulevard and a No Trucks over 3 tons sign on Loftus Drive for EB traffic. STAFF RECOMMENDATION It is recommended that the Traffic Commission: 1. Provide direction to staff a. To ask the Police Department for spot enforce of this location for trucks and speeding b. To conduct a traffic review of this location 4. STAFF REPORTS 5. COMMISSIONER REPORTS 6.
