BY THE .�i:OSEMVMEAD REHABILITATION APPEALS BOARD MINUTES OF THE REGULAR MEETING ROSEMEAD BUILDING REHABILITATION APPEALS BOARD MARCH 25, 1997 The regular meeting of the Rosemead Building Rehabilitation Appeals Board was called to order by Chairman Imperial at 7:05 p.m. in the Conference Room of City Hall, 8838 E. Valley Boulevard,Rosemead, California. The Pledge to the Flag was led by Boardmember Taylor. The Invocation was led by Boardmember Bruesch ROLL CALL OF OFFICERS: Present: Boardmembers Clark, Taylor,Vasquez, Vice-Chairman Bruesch, and Chairman Imperial Absent: None APPROVAL OF MINUTES: None L ADMINISTRATION OF OATH The.Board Secretary administered the oath to all persons wishing to address the Board. HEARINGS A. 2442 CHARLOTTE C. 8749-51 MISSION DRIVE D. 3955-59 1/2 ROSEMEAD BOULEVARD James Guerra, Building Official reported that the Building Inspector met with the aforementioned property owners and they have agreed to the list of conditions and will obtain required permits. MOTION BY BOARDMEMBER BRUESCH, SECOND BY BOARDMEMBER CLARK that the Board accept the Building Official's recommendation on aforementioned items. Vote resulted: Aye: Bruesch, Vasquez,'Imperial, Clark, Taylor No: None Absent: None Abstain: None The Chairman declared said motion duly carried and so ordered. B. 3144-46 ISABEL The subject property consists of an owner-occupied single family residence and a tenant- occupied second unit, The property is zoned R-2. A"Please Letter" was mailed to the property owner on August 20, 1996. Inspection on September 3, 1996 revealed no progress. The Building Official declared the property substandard and filed a Declaration of Substandard with the Los Angeles County Recorder's office. A"Thirty Day" certified letter was mailed and posted on the property on September 18, 1996, requesting abatement of the substandard conditions. A REHAB 3-25-97 Page#1 "bulky item"trash notice was sent to both the owners and tenants on October 2, 1996. On October 10, 1996, Mr. Lee, the property owner, came to the public counter and indicated to staff that he intended to remove the unpermitted patio at 3144 Isabel Avenue. Inspection on October 21, 1996 revealed that the patio had been partially dismantled, but no progress had been made on. the remaining list of defects. Another inspection was requested for October 29, 1996, however no one was home when the building inspector arrived at the site. Follow-up inspections on December 3, 1996 and January 6, 1997 revealed the substandard conditions remained unchanged. Another "bulky item" trash notice was mailed to the owners and tenants on January 8, 1997. Inspections on February 4 and March 4, 1997 revealed only minor progress. A Notice of Hearing was mailed and posted on the property on March 11, 1997. All interested parties have been notified. The City Building Official recommends that the Board find the property substandard and order all substandard conditions removed and/or corrected by May 1, 1997. However,if permits and approvals are obtained, and sufficient progress is achieved by May 1, 1997, the abatement date may be extended to June 2, 1997. James Guerra stated that there as of today no corrections have been done to the list conditions and the Building Department has not had any contact with the owners since October 10, 1996. MOTION BY BOARDMEMBER CLARK, SECOND BY BOARDMEMBER TAYLOR that the Board find the property substandard and order all substandard conditions removed and/or corrected by May 1, 1997. However, if permits and approvals are obtained, and sufficient progress is achieved by May 1, 1997, the abatement date may be extended to June 2, 1997. No action required on this item. IV. MATTERS FROM OFFICIALS A. BOARDMEMBER TAYLOR Requested that new pictures be taken tomorrow morning of 9554 Ralph Street as trash in piled from the garage to the back of the sidewalk. REHAB 3-25-97 Page#2 V.
