'' s'.Y i H RDS`Q E'AD REDEVE.LOPVr NT AGENCY MINUTES OF THE REGULAR MEETING ROSEMEAD REDEVELOPMENT AGENCY FEBRUARY 11, 1997 The regular meeting of the Rosemead Agency was called to order by Chairman Clark at 7:02 p.m. in the conference room of City Hall, 8838 E. Valley Boulevard, Rosemead, California. The Pledge to the Flag was led by Agencymember Taylor. The Invocation was led by Vice-Chairman Imperial ROLL CALL OF OFFICERS: Present: Agencymembers Bruesch, Taylor, Vasquez, Vice Chairman Imperial and Chairman Clark Absent: None APPROVAL OF MINUTES: DECEMBER 10, 1996 -REGULAR MEETING MOTION BY AGENCYMEMBER BRUESCH, SECOND BY AGENCYMEMBER VASQUEZ that the Minutes of the Regular Meeting of December 10, 1996 be approved as submitted. Vote resulted: Aye: Bruesch, Vasquez, Clark, Imperial, Taylor No: None Absent: None Abstain: None The Chairman declared said motion duly carried and so ordered. 1. RRA RESOLUTION NO. 97 -03 CLAIMS AND DEMANDS The following Resolution was presented to the Agency for adoption: RESOLUTION NO. 97-03 - CLAIMS AND DEMANDS A RESOLUTION OF THE REDEVELOPMENT AGENCY OF THE CITY OF ROSEMEAD ALLOWING CERTAIN CLAIMS AND DEMANDS IN THE SUM OF $8,185.71 AND DEMANDS NO. 4583 THROUGH 4589. MOTION BY AGENCYMEMBER BRUESCH, SECOND BY VICE-CHAIRMAN IMPERIAL that the Agency adopt Resolution No. 97-03. Vote resulted: Aye: Bruesch, Vasquez, Clark, Imperial, Taylor No: None Absent: None Abstain: None The Chairman declared said motion duly carried and so ordered. 2. REJECTION OF BIDS FOR THE 1995-96 AND 1996-97 CONCRETE REPAIR PROJECT Agencymember Bruesch asked what the procedure is by rejecting the top three bidders, does the bidding process have to start all over again or can we go to the fourth bidder. Robert Kress, City Attorney, responded that the fourth bidder can be selected. RRA 2-11-97 • Page#1 .. Agencymember Taylor requested that the fourth bidder be selected as all of these contractors have expended time to analyze this bid and go through the bidding process. • Mr. Kress explained that should the Agency reject the top three bidders sequentially and then consider the next ones, those low bidders need to be given the opportunity to be heard, which means that this item will have to be continued. Mr. Kress stated that all the bidders will have to be noticed. There being no objection, this item will be deferred to the next meeting. 3. MATTERS FROM OFFICIALS -None 4. ORAL COMMUNICATIONS FROM THE AUDIENCE ON REDEVELOPMENT AGENCY MATTERS -None 5. CLOSED SESSION A. The Rosemead Redevelopment Agency met in a Closed Session at 7:10 p.m. pursuant to Government Code 54956.8 for the following purpose: • CONFERENCE WITH REAL PROPERTY NEGOTIATOR. Property: 7645 Highcliff. Negotiating Parties: Rosemead Redevelopment Agency and property owner. Under Negotiation: Price for acquisition of right-of-way. The Agency reconvened at 7:40 p.m. in a Open Session. Robert Kress, City Attorney, stated that the Agency met in a Closed Session for the purposes as stated on the Agenda and provided direction to staff regarding Item A. 6.
