Attached are the current Fee Schedules for CAV Consulting and Mark Thomas and Company.As stated in the Proposal,
CAV Consulting has teamed with Mark Thomas and Company to provide Project Management support services, Program
Management support services, and additional expertise and services as needed for the projects as defined in the RFP
No. 2020-11, issued by the City of Rosemead on December 3, 2020.
We understand that the work on these projects will be on an"as-needed"basis.The level of effort and staffing to be
assigned to each project will vary based on many factors including but not limited to final funding agreements with
METRO,the availability of funds, project schedules and phasing, approval process and duration by jurisdictional and
regulatory agencies,approval of environmental reports, right-of-way acquisitions,and many other factors. depending on
the timing of the funding and other circumstances.The work on this contract will be at the direction of the Public Works
Director,"as-needed"on a time and material basis.
The project fees will be billed on a time and material basis. Invoices will include detailed staff identification indicating
actual time spent by function, rate of position performing the task, and a description of tasks performed as backup.

Mileage reimbursement will be charged at the current Federal guideline rate at the time of billing. Consultation in connection with litigation and court
appearances will be quoted separately. Overtime will be billed at 1.5 times, and Sundays and holidays 2.0 times the standard rate. A sub consultant
management fee of fifteen percent(15%)will be added to the direct cost of all sub consultant services to provide for the cost of administration,consultation
and coordination.Valid thru June 30,2021,thereafter,the rates may be raised once per year to the value of change of the Consumer Price Index for the Los
Angeles/Orange County/Riverside County.
