I I 1 I I I ' INCORPORATED L I I I I d I 1 I Project Understanding Overview The State Water Resources Control Board (State Water Board) adopted Water Quality Order 2006-0003, on May 2, 2006, requiring all public agencies that own sanitary sewer collection systems greater than one mile in length to comply with the Statewide General Waste Discharge Requirements (WDR) for Sanitary Sewer Systems. All public agencies must apply, for coverage by November 2, 2006, by completing the notice of intent (NOI) and legally responsible official (LRO) forms that the State Water Board will be distributing by July 2, 2006. City of Rosemead provides wastewater collection service to a population of approximately 60,000. The sanitary sewer system consists of approximately 81 miles of gravity sewer main ranging in size from 6- inch to 12-inch diameter and assisted by one pump station. The City's collection system discharges to the Los Angeles County Sanitation District's trunk sewers at various locations along the southerly border of the City limits. The City of Rosemead is entirely within the Consolidated Sewer Maintenance District (CSMD). The local sewage system is under the jurisdiction of the city of Rosemead and is operated and maintained by the Los Angeles County Department of Public Works Maintenance forces. The management and maintenance of sewer collection systems is critical to the safety of public health. AIMS team has been helping municipalities such as City of Rosemead manage assets, comply with regulatory requirements, plan and design capital improvement projects, and coordinate funding for capital outlay projects. In order to achieve compliance, the City must ultimately prepare and implement a sewer system management plan (SSMP) in accordance with WDR requirements. Effective development and implementation of this plan will provide a cost effective means to managing the City's sanitary sewer system. The AAE team recommends establishing the following overall project goals that will ultimately lead to SSMP development, implementation, and regulatory compliance: Develop an SSMP Compliant with the WDR; Ensure Implementable and Sustainable SSMP, Building Upon Current Activities; Identify and Establish Needed Programs, Policies, Procedures, and Ordinances; Work with City to Identify and Implement High Priority SSMP Elements for Early Gains; Identify Needed Resources to Support and Sustain SSMP programs; Investigate Potential Funding Solutions to Ensure SSMP Program Implementation; and Communicate with Stakeholders on SSMP Program Development. In order to accomplish these goals, our team proposes a comprehensive approach that will examine, identify and address all the requirements of the WDR program. This approach will allow our team to develop an SSMP that incorporates current City policies, procedures, programs, and ordinances, while identifying additional elements needed to achieve the goals stated above. Examining your current program will also allow our team to become intimately familiar with your current management system and agency culture, so that we can customize an SSMP specific to your needs. Step One activities will allow the City to fully understand the current level of compliance with the new WDRs and also provide the first deliverable required by the new WDR (SSMP Development Plan and Schedule). Completion of Step One activities will provide a detailed road map and itinerary for timely completion of all SSMP elements needed to ensure regulatory compliance: The following details all Step One tasks and deliverables: Our process addresses the development or enhancement of any policy, procedure, program, or ordinance necessary to achieve regulatory compliance. Outcomes from this task will include a rate analysis and recommendations detailing an approach to ensure adequate funding for new SSMP programs. Our team is also very familiar with funding programs that are available to help City's like your leverage resources in order to implement affordable capital improvement projects. Our financial evaluation will also identify money saving programs that the City may wish to utilize in order to reduce costs. The following is a summary outline of our approach including the previously mentioned two steps as well as specific tasks for each of the three phases identified by the City in the RFP. Topics of development may include: ➢ Organization of Key Personnel and Departments ➢ Duties and responsibilities of all key personnel ➢ Communications ➢ Service Area and Major, System Elements ➢ Contact information for Jointly-Owned Facilities 3) Legal Authority - The City must demonstrate, through duly adopted ordinances, service agreement, or other legally binding procedures that it posses the necessary authority to apply and enforce measures needed to properly manage its sanitary sewer system. Key elements that must be considered include: ➢ Current rate structure ➢ Ingress and egress for operation, maintenance, rehabilitation, and emergency response; ➢ Legal authority to prohibit illicit discharges to the system ➢ Design and construction standards ➢ Authority to inspect grease producing facilities and enforce the FOG ordinance ➢ Industrial pretreatment program and FOG program ➢ Review and improvement of any needed intergovernmental memorandum of agreements or contracts for publicly owned satellite sanitary sewer systems ➢ Pretreatment agreements All activities described in the section will be coordinated with appropriate City officials. -W INCORPORATED 7 i I I I i 4) Operation and Maintenance Activities - The WDR identifies general standards that must be included in an O&M Program. The AAE team will collaborate with the City to: ➢ Develop standard operating procedures (SOPS) for routine sanitary sewer system operation and maintenance, equipment, and identification and inventory for critical spare parts ➢ Ensure mapping and data management activities are in place facilitating accurate and up to date products ➢ Develop schedule and tracking process for routine operations & preventive maintenance activities for all gravity sewers, manholes, pumping facilities, and force mains ➢ Develop training programs for City staff ➢ Identify equipment and replacement part inventories, and help identify procedures for identifying critical replacement parts that should remain on hand ➢ Implement an outreach program to educate commercial entities involved in sewer construction 1 about proper practices for preventing blockages in private laterals. ' 5) Design Standards - Collaborate with City Engineering Department and other appropriate City offices (if applicable) to coordinate sanitary sewer system design and construction standards. Elements that will be addressed include: ➢ Review and provide suggested improvements to design and construction standards and specifications ➢ Establish procedures and standards for inspecting and testing new facilities ' ➢ Recommend procedures to ensure adequate down stream capacity for future approval of new upstream dischargers (if applicable). ' 6) Overflow Emergency Response Program - In the unfortunate event of an SSO, it is imperative that emergency responders understand all mitigation and reporting procedures. In order to develop these procedures, the AAE team will work with the City to develop: ➢ Notification, response, and mitigation procedures ➢ Reporting and monitoring procedures ➢ Emergency operations contingency planning, including overflow containment and recovery procedures. ➢ Response training programs ' 7) Fats, Oils and Grease (FOG) Control Program - The AAE team proposes to review existing FOG programs to ensure WDR compliance. Potential areas of investigation and further program development include: 8 II~RPOt RATED I [1 1 I I 1 I I I ➢ FOG analysis through spill reports to determine if additional program development and formal study is needed ➢ Public education program that promotes proper disposal of FOG ➢ Legal authority to prohibit discharges to the system ➢ Maintenance cleaning schedule for pipe segments subject to FOG blockages (if SSO reports indicate potential issues) ➢ FOG disposal plan including a list of disposal facilities ➢ BMP, grease removal devices, record keeping and reporting requirements ➢ Authority to inspect grease producing facilities and enforce the FOG ordinance ➢ Establish source control measures for FOG discharged to the sewer system 8) System Evaluation and Capacity Assurance Program (SECAP) This is one of the key elements of the SSMP and as such the outcome includes: ➢ Develop a comprehensive GIS based sanitary sewer system, the result which can be utilized in the hydraulic modeling of the system ➢ Develop program and analysis for study of capacity evaluation and assessment. This will include a workplan for integrating the results of the hydraulic modeling study and flow monitoring for all of the collection system except for dead end reaches; ➢ Develop a capacity enhancement program, that will incorporate recommendations from a hydraulic study or other source of data, to identify areas of need, and ➢ In concert with the City's general plan and capital improvement program development, identify a process needed to create a rehabilitation program to prioritize and address future rehabilitation projects. Specific sub-tasks for the SECAP are described below: GIS Based Sewer System Development 8A - GIS DATABASE DESIGN Database design and development is one of the most significant phases of any GIS based project. Users appreciate the idea of having readily available data, but may resist the requirement to supply data for the database. In other words, a proper balance must be achieved between having too much data and not having enough data. Our strategic planning and programming services ensures that your database project gets off to the right start. Our project team has extensive experience providing database design services for a variety of needs including municipal utilities. An essential element to providing data conversion services is an understanding of the structure of the data repository and the uses of that data. The project team will utilize the latest entity relationship diagram (ERD) tools to streamline the visualization and modification of the database design. These tools integrate seamlessly with major database management systems such as Microsoft Access and all ODBC compliant databases. The database design task will ensure that the data conversion process captures the correct information in the correct format. 9 ' INCORPORATED I I I I I Metadata Standards One of the most important parts of a GIS implementation is that of creating a data dictionary composed of metadata. Metadata is essentially data that describes data. Spatial metadata describes the content, quality, condition, use limitations, and other characteristics of a spatial data set. Designing a well- developed database and its associated applications will need developing a well-defined Schema or Metadata. It also documents bibliographic information about a geo-data set, such as who collected the data, when it was collected, how it was collected, preprocessed and converted, and its resolution, who holds the data now, and so on. Metadata is also referred to as additional information that is needed for a spatial data set to be useful. Such information facilitates understanding of the data and its content between the provider and the user. It helps users to ensure that a data set meets their needs and that they use the data set appropriately. Quality Assurance/Quality Control (QA/QC) A key component of any successful data conversion project is having detailed and comprehensive quality checks and routines in place to guarantee the desired accuracy. Our experienced project team will develop a guide to address the following QA/QC elements in detail: • Data quality specifications • Selection/Design of data conversion procedures • Checking processes • Determination of performance metrics • Developing audit routines I Annotation Guidelines Developing a guide that will produce a consistent look and feel for map production is very important. Our ' experienced staff will work with the City staff to develop such a guide that will ensure clutter free and consistent maps. Maps that are produced using Annotation Guidelines are also easier to maintain by eliminating individual preferences in favor of organization-wide standards. 8B - SYSTEM INVENTORY & DATA CONVERSION In this task, we will proceed to perform the inventory and data conversion for the entire sewer GIS data sets. We would perform all the necessary activities related to a complete data conversion project: • Data conversion activities including digitization and edgematching, data entry, and QA/QC activities for all sewer data I • Delivery and installation of the GIS data Sewer Database Development Based on the database design completed previously, our team will proceed with populating the database with sewer attribute features. The database will include attributes such as the location, size, slope, age, and invert elevation. Some of this information will be input from the sewer as-builts. The remaining attributes will be added following the completion of the hydraulic modeling task. Linking of Scanned Sewer Maps with the Sewer GIS Map Additionally, we will connect each digitized line with its scanned sewer sheet. We will collect and scan all "As-Builts". All sewer lines will be "Hot-Linked" with their scanned image in this manner, increasing their usefulness and accessibility by all City staff. The estimated cost depends on the number of flow monitoring sites and duration of the flow monitoring. The "rule of thumb" for flow monitoring suggests selecting a flow meter to cover 30,000 - 50,000 linear feet of pipe. The City's sewer system is approximately 1.0 million linear feet. Therefore, that translates to about 20 flow meters. To obtain adequate dry weather information, it is recommended that the flow monitoring period be performed for a period of at least one week. This is also due to the fact that weekend flows vary from weekday flows. Therefore to get a realistic picture of the diurnal flows for all sites, we recommend performing the flow monitoring for at least one week. This also increases the chance of capturing one or more rainfall events, which will be a bonus in performing flow data analyses. Under ideal conditions, multiple rain events of varying intensities will be monitored in order to accurately assess the inflow response for each event. Final meter site selection will be accomplished after review of the collection system map and preliminary field inspection of sanitary sewer manhole locations. Meter Installation, Calibration and Data Collection Flow meters are installed at key points for a specific monitoring period. The flow meters establish the actual patterns produced in the basin for each rain event, (provided the monitoring period includes any rainfall events). The flow pattern can be illustrated by a flow hydrograph. Field reconnaissance models can be used to collect empirical data for the behavioral model. Flow tracing techniques are used to verify or establish actual transit time from any area to the outlet of a particular watershed or basin. The temporary flow meters proposed for this project utilize the latest in flow monitoring technology. Each Meter will be field calibrated prior to installation. The flow sensors will be secured to a steel mounting band that fits snugly in the pipeline. The data logger for each site will then be installed and secured in the top of each manhole and the meter will be activated at user defined sampling intervals, typically 5 to15 minutes. Routine maintenance and service will be undertaken to confirm normal operation. A tabular and graphical presentation of the data will be developed that provides specific information for detailed evaluation. Peak minimum, and average flow depths and rates can be generated to assist in data analysis. 8D - REVIEW OF CLOSED CIRCUIT TELEVISION INSPECTION (CCTV) TAPESiDVDS It is our understanding that the City has a series of CCTV inspection records of its sanitary sewer system, Since CCTV is a key element of and a requirement of the WDRs, we will work closely with the City to obtain and review any available tapes and or DVDs as part of our overall analysis for the project. Additionally, we will develop a GIS based layer that will identify structural problems or defects on a GIS map. Internal inspection of specific sewer lines determines the best repair options and, therefore, reduces overall project costs. The hydraulic modeling will also be further calibrated by the results of the CCTV tape/DVD reviews. INCORPORATED 12 I 1 I 8E - LAND USE ANALYSIS, SEWER SYSTEM ANALYSIS, & HYDRAULIC MODELING The City's General Plan will be utilized for developing the Sewer Master Plan. We will review the various 1 land use categories including residential, commercial, industrial, and other land uses. We will also study the population trends and projections for the City as part of this task. Once this is completed, we will establish water demand and initiate the development of the hydraulic model. A calibrated hydraulic model will be developed for the City's wastewater collection and conveyance system utilizing accepted modeling software. AAE has experience utilizing several popular modeling software. Depending on the City's preference, we can utilize a desired package or make a ' recommendation on the use of a particular package. For the purposes of this proposal we recommend utilizing DHI International's MIKE SWMM for this project. MIKE SWMM is a complete hydraulic modeling package that is integrated with ESRI's ArcGIS version 9.x software. Additionally, the cost for a single license of MIKE SWMM is not dependent on the number of pipes, but rather a lump sum cost which is cheaper than some of the other products on the market. The hydraulic model can assess the capacity of the wastewater collection system by simulating and identifying hydraulic restrictions within the system - surcharging pipes and overflowing manholes - under specified flow conditions. The model network will include the critical 8-inch pipes, all 10-inch and larger pipes, and any pump stations throughout The City's wastewater collection system. In addition to the existing physical pipe network, the model network can also include planned capital projects currently under construction or expected to be under way as part of future redevelopment. A system capacity/deficiency analysis will be conducted, using the calibrated hydraulic model. This will be done to simulate the system's response to dry and wet-weather flow conditions. Once completed and the results analyzed, the surcharging pipes and overflowing manholes will be identified. We will also identify and categorize all locations of major hydraulic restrictions. ' a) System Configuration As-built wastewater maps and any available field measurements should provide the information necessary to configure the model such that it accurately represents the City's wastewater collection system throughout the study area. The field verification of the City's wastewater maps ' will be extremely important to provide information about invert elevations, line lengths, pipe slope, and pipe diameter and pipe material. Our experience on other Sanitary Sewer System modeling projects has revealed to our team the importance of conducting field investigation. b) Water Consumption Data and Flow Estimation To achieve this goal, projection of water and sewer demands resulting from forecasted developments will be determined. The General Plan specifying planned land use zoning and conceptual building densities and uses,will be analyzed to determine ultimate sewer flows and 13 AARE INCORPORATED Il 'i 1 1 l r t 1 water demands. The average daily and peak flows will be determined for each type of user based upon historical data for familiar uses in the area. This will include studying water meter data and developing the related hydrographs. Additionally we will examine future trends in the City's land use to help forecast the water consumption in the City for a 20-year period. We will also use any water consumption data, where available, provided by the City to verify the quantity and input locations of theoretical baseflow for the hydraulic models as determined during dry weather monitoring. c) Dry Weather Model Calibration Dry weather monitoring data will be used to develop baseflow quantities and diurnal curves representing the average daily flow for each sub-basin or monitoring point. Once the computer model is configured to represent the City's actual wastewater collection system and the quantity of theoretical baseflow is determined, it will be possible to assign the diurnal curve shapes to the theoretical baseflow quantities at each flow input location. The computer model routes the wastewater flow downstream combining hydrographs at sub-basin intersection points. At the intersection points that have monitoring data, it will be possible to make any adjustments necessary to further calibrate the model. The main purpose for developing a calibrated dry weather model is to establish a calibrated baseflow hydrograph that can be used as a component of the wet weather and design storm models. d) Wet Weather Model Calibration (Optional) This task is identified as an optional task since its accomplishment depends heavily on the number and intensity of rainfall events experienced during the flow monitoring period. Wet weather hydrographs and flows can be determined at the same wastewater flow monitoring locations used to determine dry weather hydrographs and flows. Components of the observed wet weather hydrographs include baseflow and wet weather inflow and infiltration (wet weather 1/1). The wet weather component will be generated from the observed rainfall data during the wet weather period. The model will be calibrated to approximate the monitored hydrographs at the various monitoring points. e) Design Storm Development This task considers the impact of a 5-year, 60-minute rainfall event on the sanitary sewer system. This 5 year, 60 minute event will be based on Technical Paper No. 40 "Rainfall Frequency Atlas of the United States". The 5-years, 60-minute rainfall event will be applied to the model based on parameters determined during the observed wet weather calibration. The resulting hydrographs in the sanitary sewer system will be comprised of the calibrated base flow component and a design storm generated wet weather component. f) Design Storm Hydraulic Analysis The behavior of a wastewater collection system during storm events and the impact of extraneous water known as infiltration and inflow (1/1) during storm events on the wastewater collection system must be well understood to eliminate wet-weather overflows. Wastewater collections systems subject to 1/1 behave similarly to a modified storm sewer system. Collection system defects allow inflow (surface runoff) and infiltration (groundwater) to enter the collection system. Considering the importance of defect location on wastewater collection system behavior, i it is easy to see how GIS would enhance the wastewater collection system analysis. The behavior of a collection system can be illustrated by a hydrograph (Exhibit 4).
