CC - Item 5E - Approval of the Traffic Commission Recommendations for a Red Curb Near the Business Entrances Adjacent to 2239 San Gabriel BoulevardROSEMEAD CITY COUNCIL STAFF REPORT TO: THE HONORABLE MAYOR AND CITY COUNCIL FROM: GLORIA MOLLEDA, CITY MANAGER VA DATE: JANUARY 11, 2022 SUBJECT: APPROVAL OF THE TRAFFIC COMMISSION RECOMMENDATIONS FOR RED CURB NEAR THE BUSINESS ENTRANCES ADJACENT TO 2239 SAN GABRIEL BOULEVARD SUMMARY On June 3, 2021, a traffic study with several recommendations was presented to the Traffic Commission to improve the existing parking conditions near the business entrances adjacent to 2239 San Gabriel Boulevard. After discussion and presentation of the item, the Traffic Commission approved the staff recommendations for the area. Public Works Field Services staff will complete all the recommended items. If necessary, additional materials and supplies may be purchased at a minimal expense to complete the recommended work, and staff may utilize the approved Fiscal Year 2021-2022 Traffic Signs & Markers available funds. BACKGROUND On behalf of the City of Rosemead, engineering staff completed a traffic review and recommended appropriate measures to improve and evaluate the existing parking conditions near the business entrances adjacent to 2239 San Gabriel Boulevard. These recommendations will address resident visibility concerns when exiting or entering the business. Currently, vehicles are parking right up to the driveway approach, making it difficult to see oncoming traffic and maneuver in and out of the driveway. A representative for the business requested that the City install a red or green curb to address the issue and limit the time that vehicles can park in this area. After a thorough review of existing conditions, it was recommended that the curb located between the business driveways and the existing green curb near 8130 Constance Street be painted red to deter vehicles from blocking access to the business driveways and improve the line of sight. The placement of all traffic control devices is dictated by engineering judgment and based on guidelines found in the CAMUTCD (California Manual on Uniform Traffic Control Devices) and the CVC (California Vehicle Code). The installation of all official traffic control devices is also based on an engineering review with justification. AGENDA ITEM 5.E City Council Meeting January 11, 2022 Page 2 of 4 DISCUSSION During the June 3, 2021, Traffic Commission Meeting, Jana Robbins, Traffic Engineer for Transtech Engineers, gave a presentation regarding the existing parking conditions near the business entrances adjacent to 2239 San Gabriel Boulevard. The traffic review included an analysis of the existing roadway conditions near the business at 2239 San Gabriel Boulevard. Ms. Robbins recommended the following improvements: 1. Install approximately 17 feet of red curb along the northside of Constance Street, between driveway 1 and driveway 2 at 2239 San Gabriel Boulevard, per CAMUTCD Section 3B.19. a. The installation of a red curb to the east of this business driveway 1 will help prevent vehicles from blocking access to both of the driveways. 17 feet is less than the recommended space of 19' to 20' for a parked car. There will still be 46 feet of available curb space west of the business driveway for vehicles to park. 2. Install approximately 10 feet of red curb along the northside of Constance Street, just east of the business driveway 2 at the NW comer of Constance Street and San Gabriel Boulevard, per CAMUTCD Section 3B.19. a. The 10 feet of red curb is essentially in the curve of the corner, and any parked vehicles should not be parked there. The installation of a red curb in this location will prevent vehicles from blocking access to the business driveway as well as being an obstacle to vehicles making a right turn into the street. The existing field review found that there is an existing green curb painted on the opposite side of Constance Street between the curb return and stop sign (approximately 14 feet). It is suggested that this curb should be red and not green, per CVC Section 22500; CAMUTCD Section 3B.19. The Public Works Inspector contacted the Tire Shop located at 8130 Constance Street to inform the business of the change in the colored curb. a. Change the curb to red and repaint the 14 feet of curb red, just east of the tire shop driveway located at 8130 Constance Street. The red curb is recommended to be installed along the southside of Constance Street between the corner of Constance Street at San Gabriel Boulevard and the existing Stop Sign. The Traffic Commission voted 4-0 to approve staff's recommended measures near the business entrances adjacent to 2239 San Gabriel Boulevard. RECOMMENDATION The Traffic Commission recommends the City Council authorize approval for the following measures near the business entrances adjacent to 2239 San Gabriel Boulevard: City Council Meeting January 1,1, 2022 Page 3 of 4 Install approximately 17 feet of red curb along the northside of Constance Street, between driveway 1 and driveway 2 at 2239 San Gabriel Boulevard, per CAMUTCD Section 3B.19. a. FINANCIAL IMPACT The City of Rosemead Public Works Field Services Division can complete the recommended items utilizing the approved Fiscal Year 2021-2022 Traffic Signs & Markers available funds in account 202-3010-5660. All recommended items will be carried out by in-house staff. If necessary, additional materials and supplies may be purchased at a minimal expense to complete the tasks. STRATEGIC PLAN IMPACT The project is consistent with the City of Rosemead's Strategic Plan Goal C - Infrastructure and Facilities, which is to enhance streets, sidewalks, and public infrastructure; coordinate with relevant utility agencies regarding safety and enhancements; and modernize facilities by expanding the use of wireless network technology and renewable energy. Existing Roadway Conditions: San Gabriel Boulevard is a north/south principal arterial roadway and is approximately 83 -feet wide, with two lanes in each direction with a posted speed limit of 40 MPH. The roadway has a two-way left turn lane separating opposing traffic along San Gabriel Boulevard. Parking along both sides (east and west sides) of San Gabriel Boulevard is restricted to 2 -hour parking from 7:00am — 6:00pm, except on Sunday. Land use through this segment of San Gabriel Boulevard is Rosemead Traffic Commission Meeting June 3, 2021 Page 2 of 3 a mix of Industrial/Commercial and Medium Density Residential. Constance Street is an east/west local roadway and is approximately 34 -feet wide, with one lane in each direction and no marked centerline to separate opposing traffic along Constance Street. Constance Street has a prima facie speed limit of 25 MPH. Parking along both the north side and the south side of Constance Street is allowed, except on Fridays from 10:00am to 2:OOpm due to street sweeping. Constance Street does not allow Trucks over 3 Tons as specified by the modified No Trucks (Symbol) Sign (R5-2). Land use through this segment of Constance is a mix of Medium Density Residential and Industrial/Commercial. There is also an existing green curb painted on the opposite side of Constance Street between the curb return and stop sign in front of the Tire Shop business at 8130 Constance Street. After a thorough review of existing conditions, it is recommended that the curb located between the business driveways and the existing green curb be painted red to deter vehicles from blocking access to the business driveways. Before repainting the existing green curb to red curb, it is recommended that the City contact the Tire Shop located at 8130 Constance Street and inform them of the recommendations. The installation of red curb will help prevent vehicles from blocking access to both driveways and still allow for 46 -feet of available curb space west of the business driveway for vehicles to park. STAFF RECOMMENDATION After a thorough review of existing conditions, it is recommended that the curb located between the business driveways and the existing green curb be painted red to deter vehicles from blocking access to the business driveways pending contact with the Tire Shop located at 8130 Constance Street. The placement of all traffic control devices is dictated by engineering judgment and based on guidelines found in the CAMUTCD (California Manual on Uniform Traffic Control Devices) and the CVC (California Vehicle Code). The business owner is concerned with the problematic blocking of his driveways and entrance ways located west of San Gabriel Boulevard along Constance Street. The owner stated that his business has experienced numerous occasions where vehicles belonging to neighboring businesses and residents have blocked the entrance and exit from his establishment. The owner is requesting that the City of Rosemead install Green or Red Curb in order to limit the time that vehicles can legally park along Constance Street adjacent to the entrance/exits of his business. On behalf of the City of Rosemead, engineering staff has completed a traffic review to evaluate the parking concerns when attempting to exit the business driveway. The review is done to recommend appropriate measures that would improve the line of sight when exiting from the driveway. Vice Chair Quintanilla asked if there are normally time limit markings that go along with the green curb paint. Traffic Engineer Jana Robbins responded that you can just have the green curb alone. Chair Masuda asked if the green curb would remain if the Tire Shop wanted to keep it. Traffic Engineer Jana Robbins explained that the green curb would not remain in the same location and would be moved to the other side of the driveway. Chair Masuda asked if the green curb is replaced with a red curb, but the Tire Shop is requesting a green curb, would the request come, back to Traffic Commission. LINE OF SIGHT TRAFFIC REVIEW AT 8834 GARVEY AVENUE Traffic Engineer Jana Robbins provided a brief description of the item. The City of Rosemead received a request from a resident to review and evaluate the line of sight when exiting the driveway entrance/exit of the mobile homes located at 8834 Garvey Avenue. The resident reported that there is limited sight visibility for vehicles attempting to exit due to vehicles parking too close to the driveway. On behalf of the City of Rosemead, engineering staff has completed a traffic analysis to evaluate the line of sight when exiting the mobile home neighborhood's driveway and recommended the following improvement in response to this request: 1) Install approximately 24 -feet of red curb along the southside of Garvey Avenue, just west of the mobile home neighborhood's driveway located at 8834 Garvey Avenue, per CAMUTCD Section 36.19. This will remove approximately 1 parking space and will leave 36 -feet of available curb space for vehicles to park along the southside of Garvey Avenue, just west of the mobile home neighborhood's driveway. Vice Chair Quintanilla asked if the request was sent in by a resident. Traffic Engineer Jana Robbins confirmed the request was received through Public Works by a resident who resided in the mobile home community. COMMISSIONER REPORTS Commissioner Lim commented if Staff could look into red curbing at the intersection of Evelyn Avenue and Garvey Avenue, as well as Evelyn Avenue and Hellman Avenue, Commissioner Ly commented if the City could update any parking ordinance to mitigate the number of requests received regarding line of sight review items. Commissioner Ly commented about a motion that was made to install a centerline on Burton Avenue between Garvey Avenue and Ramona Boulevard during the November 5, 2020, Traffic Commission meeting. Commissioner Ly explained that the City painted a double yellow line and has received questions from residents about making U-turns on the solid double yellow lines. Commissioner Ly commented that the recommendation made to paint a white strip along both sides of the street did not help reduce the flow and speed of traffic. Commissioner Ly asked if vehicles such as delivery carriers are allowed to park in the middle of the street when making deliveries. Traffic Engineer Jana Robbins responded that would be an enforcement issue as they should not be parking in the middle of the street. Chair Masuda asked if all the staff recommendations were approved for the Traffic Calming Measures on Burton Avenue Between Garvey Avenue and Ramona Boulevard, Traffic Engineer Jana Robbins responded that she recalls all Staff recommendations were approved, however, will check the City Council meeting minutes to confirm. Vice Chair Quintanilla asked for a status update on the Olney Street and Temple City Boulevard on-ramp street closure. Traffic Engineer Jana Robbins responded that City Council was waiting for the next in-person meeting to discuss those matters because they wanted to have the residents be able to voice their opinions. Administrative Analyst Silvia Llamas replied to reconfirm the statement. 6.
