The City of Rosemead received a request to review the traffic conditions along the curve located at Klingerman Street and Angelus Avenue west of the Alhambra Wash to evaluate reports of drivers running the stop signs, speeding, and entering into the opposing lane on Klingerman Street and Angelus Avenue. This location has been previously studied, with traffic recommendations presented to the Traffic Commission and at City Council Meetings ANALYSIS In response to this new request, and on behalf of the City, engineering staff completed a traffic review and recommended appropriate measures as well as reviewed the existing field conditions and previously prepared traffic reports and recommendations. Klingerman Street: Within the City of Rosemead, Klingerman Street (West of the Alhambra Wash) runs East/West and is considered a residential roadway as classified by the California Road Functional Classification. Klingerman Street has a prima facie speed limit of 25 mph. Klingerman Street is approximately 38 feet wide, with one lane in each direction and with approximately 50 feet of double yellow centerline at the Stop controlled intersection with Angelus Avenue. Parking is allowed on either side of Klingerman Street, except in areas marked by red curb and on street sweeping days. Klingerman Street merges with Angelus Avenue through a sharp curve currently lined with dome-shaped Botts’ Dots. This segment of Klingerman Street travels through a mix use of Single Family Residential, Light Manufacturing, and Medium Commercial land use. The City Traffic Commission Meeting February 3, 2022 Page 2 of 4 existing signage located at the stop-controlled intersection of Klingerman Street at Angelus Avenue is faded and contains graffiti that limits the visibility of the signage. The pavement legend along Klingerman Street appears to have been ground off and previously read “Curve Ahead”. Angelus Avenue: Within the City of Rosemead, Angelus Avenue (West of the Alhambra Wash) runs North/South and is considered to be a residential roadway as classified by the California Road Functional Classification. Angelus Avenue has a prima facie speed limit of 25 mph. Angelus Avenue is approximately 40 feet wide, with one travel lane in each direction and with approximately 50 feet of double yellow centerline at the Stop controlled intersection with Klingerman Street. Angelus Avenue is the primary point of access for Rice Elementary School and merges with Klingerman Street through a sharp curve. This segment of Angelus Avenue travels through a mix use of Single Family Residential, Light Manufacturing, and Medium Commercial land use. The existing signage located at the stop- controlled intersection of Klingerman Street at Angelus Avenue is faded and contains graffiti that limits the visibility of the signage. The pavement legend along Angelus Avenue appears to have been ground off and previously read as “Curve Ahead”. This location has been studied and reviewed by previous City Engineers and presented at various Traffic Commission and City Council Meetings. Below is a summary list of the City Council approved recommended items as a result of the studies presented and a field verification of the recommended measures. STAFF RECOMMENDATION A fter a thorough review of existing field and traffic conditions and per the guidelines in the California Manual on Uniform Traffic Control Devices (CAMUTCD), California Vehicle Code (CVC), and based on engineering judgement, it was determined that the intersection of Klingerman Street and Angelus Avenue would benefit from updated and new traffic signage and refreshed and updated roadway striping. In addition to the below improvements, it is also recommended that the Police Department conduct spot enforcement and monitor this location to add awareness to drivers of their speed, especially during the week and commute times during school start and end times. Please refer to Figure 3 in Attachment A for a conceptual representation of the proposed recommendations. A detailed traffic report and proposed figure diagram is attached as Attachment A to this staff report, please refer to the proposed diagram (Figure 3) in the attachment. Below is a detailed list of the recommendations, these improvements are also shown on Figure 3 of Attachment A: 1.INSTALL CHEVRON ALIGNMENT SIGNS:Remove existing Type 1 Object Markers and the existing One Direction Large Arrows located northeast of the sharp curve at Klingerman Street and Angelus Avenue. Install 3 sets of Double-Sided Chevron Alignment (W1-8 R&L) Signs (18” x 24”) for eastbound and northbound travel along Klingerman Street and Angelus Avenue, northeast of the sharp curve, as shown on Figure 3.The Chevron Alignment signs shall be a vertical rectangle, without a border. Chevron Alignment signs shall be installed on the outside of a turn or curve, in line with and approximately a right angle to approaching traffic. Per CAMUTCD Section 2C.09, Figure 2C-2. and Table 2C-6. 2.INSTALL OVERSIZED STOP SIGNS: Remove existing STOP signs facing northbound traffic on Angelus Avenue and eastbound traffic on Klingerman Street. REFRESH STRIPING: Refresh all existing striping and curb markings in the segment to improve lane designation for opposing travel along segment. 4. INSTALL NEW “STOP AHEAD” SIGN: Remove existing graffitied “Stop Ahead” sign located on the southside of Klingerman Street, east of Charlotte Avenue and replace with a new “Stop Ahead” Sign (W3-1). 5. REMOVE BOTTS’ DOTS AND INSTALL DOUBLE YELLOW CENTERLINE: Remove existing Dome-shaped Botts’ Dots at the sharp curve located where Klingerman Street merges with Angelus Avenue.
