CC - Item 3M - Aerial TruckROSEMEAD CITY COUNCIL STAFF REPORT TO: THE HONORABLE MAYOR AND CITY COUNCIL FROM: OLIVER CHI, CITY MANAGER - DATE: FEBRUARY 10, 2009 SUBJECT: LEASE PURCHASE AGREEMENT - 37 FOOT AERIAL TRUCK SUMMARY As part of the City's Vehicle Replacement Budget, staff included the purchase of a 37 foot aerial truck. The aerial truck will be used by the Public Works Services Business Unit for the maintenance of light fixtures, banner installation, minor tree trimming, and emergency response. After researching truck vendors and types, the City learned that the City of Santa Fe Springs recently conducted a competitive bid for the aforementioned vehicle. Staff has obtained information related to the Santa Fe Springs bid and requests the City Council's approval to use this bid to purchase an aerial truck. Staff Recommendation Staff recommends that the City Council authorize the lease-purchase of a 37 foot aerial truck from Altec Industries, Inc. using the City of Santa Fe Springs competitive bid process conducted on September 25, 2008. DISCUSSION Background During the preparation of the City's Fiscal Year 2009 budget, the Public Works Services Business Unit included funds for the lease-purchase of an aerial truck to help perform both routine and special work requests. Some requests include the maintenance of light fixtures in parks, parking lots, and City facilities; banner installations, tree trimming; and emergency response activities (tree branch removal, damaged buildings, etc.). Staff researched several aerial truck options and learned that the City of Santa Fe Springs conducted a competitive bid process for an aerial truck in August 2008 (Attachment 1). After reviewing the bid specification, staff determined that the vehicle will meet the City's needs. In accordance with the City's Purchasing Policy, the City Council may use a competitive bid conducted by another public agency to purchase goods and services. Known as APPROVED FOR CITY COUNCIL AGENDA: 6. ITEM NO. _30 _ City Council Meeting February 10, 2009. Page 2 of 2 "Piggybacking" on another contract, this process allows the City to receive the same competitively bid price without having to spend a significant amount of staff time to formally bid and purchase the same goods or services. If approved by your City Council, staff estimates that the City will take delivery of the vehicle in 8 months (October 2008). Due to specialized nature of this equipment, a significant amount of lead time is needed to build the vehicle. FINANCIAL REVIEW Funds are included in the City's Vehicle Replacement Budget for the purchase of this vehicle. The total purchase price of the aerial truck is $95,190.72, plus tax and miscellaneous fees. If approved, the vehicle will be purchased through a lease- purchase program where the City pays an annual lease payment of $35,318 for three years with a $1 residual due at the end of the lease term. After this residual payment is made the City will retain outright ownership of the vehicle. Public Notice This agenda item has been noticed through the regular agenda notification process.
