DATE: February 16, 2022 SUBJECT: TRAFFIC REVIEW OF LINE OF SIGHT FOR VEHICLES EXITING CUL-DE-SAC LOCATED ON THE WEST SIDE OF MUSCATEL AVENUE NORTH OF LAWRENCE AVENUE The City of Rosemead received a resident request to evaluate installation of red curb to improve line of sight for vehicles exiting from the cul-de-sac located on the West Side of Muscatel Avenue North of Lawrence Avenue near the address of 4301 Muscatel Avenue. The resident reported having difficulty exiting the cul-de-sac onto Muscatel Avenue during peak school hours due to cars being parked up to the curb return on Muscatel Avenue. The cul-de-sac is on the west side of Muscatel Avenue, approximately 53' north of Lawrence Avenue. There are a total of 5 houses which have driveway access from this cul- de-sac. In response to this request and on behalf of the City, engineering staff completed a traffic review which included an analysis of existing roadway conditions and a line -of -sight analysis for vehicles exiting onto Muscatel Avenue. I Page 1 of 5 Line of Sight Review for Vehicles Exiting Cul -De -Sac Near 4301 Muscatel Avenue EXISTING CONDITIONS Muscatel Avenue: Within the City of Rosemead, Muscatel Avenue runs north and south and is considered a Major Collector Road per the California Road Systems Map with a posted speed limit of 30 MPH and a 25 MPH school speed limit when children are present. Muscatel Avenue is approximately 40 feet wide with one lane of travel in each direction and a double yellow center line. The entrance to the cul-de-sac where the requesting residence of 4301 Muscatel Avenue is located is approximately 26 feet wide. Parking is allowed on both sides of Muscatel Avenue where the curbs are not marked red except during street sweeping which takes place on Tuesdays from 6 AM - 10 AM on the west side of Muscatel Avenue and 8 AM —12 Noon on the east side of Muscatel. There is no red curb on either side of the entrance to the cul- de-sac. Prior traffic calming measures on Muscatel Avenue included white side stripes to visually narrow the travel way from Mission Drive to Valley Boulevard. This segment of Muscatel Avenue runs through a mix of Single Family Residential (R-1), Multi -Family Residential (R-3) with some commercial at the north and south ends, with the back side of Muscatel Middle School. There are also uncontrolled crossings for the school to the south on Muscatel Avenue. I Page 3 of 5 Line of Sight Review for Vehicles Exiting Cul -De -Sac Near 4301 Muscatel Avenue After a thorough review of existing field and traffic conditions and per the California Manual on Uniform Traffic Control Devices (CAMUTCD) Section 313.19, California Vehicle Code (CVC) Section 22500, and based on engineering judgement, it was determined that 20' of red curb is recommended to be installed starting at the end of the curb returns on the west side of Muscatel Avenue on the north and south corners by the cul-de-sac in order to improve line of sight visibility. It was noted in the field that during school drop off and pick up cars were parking within the curb returns of the intersection which makes it difficult for exiting vehicles to see on -coming cars on Muscatel Avenue. This will remove one parking space on each side of the west side of Muscatel Avenue. Both parking spaces are in front of the houses which take access from the cul-de-sac. Please refer to Figure 3 and Figure 4 for a conceptual exhibit of the proposed recommendations. As Traffic Engineers we follow the guidelines in the CAMUTCD (California Manual on Uniform Traffic Control Devices), and the CVC (California Vehicle Code). Any placement or installation of traffic control measures are dictated by engineering judgment and based on guidelines found in the CAMUTCD and the CVC.
