After discussion and presentation of the item, the Traffic Commission approved the staff recommendations for the area. Public Works Field Services staff will complete all recommended items. If necessary, additional materials and supplies may be purchased at a minimal expense to complete the recommended work, and staff would utilize the approved Fiscal Year 2021-2022 Traffic Signs and Markers available funds. BACKGROUND Staff completed a traffic review and recommended appropriate traffic calming measures on Hershey Street between Del Mar Avenue and Kelburn Avenue. The City of Rosemead received a resident request to evaluate the installation of speedhumps along Hershey Street between Del Mar Avenue and Kelburn Avenue. The City of Rosemead does not have a speed hump policy, and therefore, as part of this review, other traffic calming measures were evaluated in the traffic analysis and recommendations. After a thorough review of existing field and traffic conditions and per the California Manual on Uniform Traffic Control Devices (CAMUTCD), California Vehicle Code (CVC), based on the traffic review and engineering judgment, staff determined that the segment along Hershey Street between Del Mar Avenue and Kelburn Avenue would benefit from a combination of installation of speed limit signs and upgrades to the existing stop sign locations. The traffic review included an analysis of the existing roadway conditions, a review of approximately 5.5 years of available collision data, an average daily traffic count (ADT), a 24-hour speed survey, and an examination of the field conditions. Hershey Street: Within the City of Rosemead, Hershey Street runs east and west and is considered a local road with a prima facie speed limit of 25 mph. Hershey Street runs between Del Mar Avenue and Kelburn Avenue. Hershey Street is stop -controlled at Brighton Street. Hershey Street is approximately 35 feet wide with one lane in each direction and no marked centerline. Parking is available on the north and south side of the street except during street sweeping. The street is posted with "No Trucks" signs. This segment of Hershey Street travels through medium -density residential zoning, per the Rosemead General Plan. Del Mar Avenue: Within the City of Rosemead, Del Mar Avenue runs north and south and is considered a minor arterial road by the California Road Functional Classification Maps with a posted speed limit of 35 mph. Del Mar Avenue is approximately 64 feet wide, with two travel lanes in each direction and a double yellow centerline. Parking along the east and west side of Del Mar Avenue is permitted where the curbs are not marked red. Additionally, Del Mar Avenue is posted with no parking on City streets for private tour buses (R.M.0 10.24.060). This segment of Del Mar Avenue runs through a mixed-use of commercial and industrial zoning per the Rosemead General Plan. Brighton Street: Within the City of Rosemead, Brighton Street runs north and south and is considered a local road by the California Road Functional Classification Map, with a prima facie speed limit of 25 mph. Brighton Street is approximately 35 feet wide with one lane of travel in each direction and no marked centerline. Parking is available on Brighton Street's east and west sides except during street sweeping. Brighton Street is stop -controlled on Hershey Street. This segment of Brighton Street travels through medium -density residential zoning, per the Rosemead General Plan. Kelburn Avenue: Within the City of Rosemead, Kelburn Avenue runs north and south and is considered a local road by the California Road Functional Classification Map, with a prima facie speed limit of 25 mph. Kelburn Avenue is approximately 35 feet wide with one travel lane in each direction and no marked centerline. This segment of Kelburn Avenue travels through medium density residential zoning and towards open space zoning per the Rosemead General Plan. Staff obtained collision data from the computerized collision records system maintained by California called the Statewide Integrated Traffic Records Systems (SWITRS). A review of available collisions that were reported to SWITRS along the segment of Hershey Street between Del Mar Avenue and Kelburn Avenue was conducted over approximately a 5.5 years period between January 2016 through October 2021 (available data at the time of traffic review). According to the review of the collision history per the SWITRS analysis, it can be seen that there was a total of 10 collisions reported within the 5.5 years period, with four of those collisions appearing to have occurred on Hershey Street or at the intersections, where all other collisions occurred on the intersecting streets as the primary road of Del Mar Avenue and Brighton Boulevard. Average Daily Traffic (ADT) data was obtained from counts taken on September 9, 2021, for Hershey Street between Brighton Street and Kelburn Avenue. All counts were taken when schools were open and back in session. The ADT was determined to be 319 vehicles per day (vpd). To assess the speed at which vehicles were traveling along Hershey Street, speed samples were taken over a 24-hour period on September 9, 2021. Based on the Radar Speed Survey, the 85th percentile speed of vehicles along Hershey Street between Brighton Street and Kelburn Avenue was determined to be 31 mph. This means that 85 percent of the vehicles sampled were traveling at 31 mph or below, which is slightly above the speed limit of 25 mph. The City of Rosemead does not have a speed hump policy. In October of 2010, a Draft Neighborhood Traffic Management Plan (NTMP) was brought before the Traffic Commission for discussion and review. Upon analysis by the City, Speed Humps were not a recommended measure for the City to consider at that time. Therefore, other traffic calming measures were evaluated in the traffic analysis and recommendations as part of this review. A detailed traffic report and proposed figure diagram are included as a Technical Report within Attachment A to this staff report; please refer to the proposed diagram (Figure 4) in the attachment. STAFF RECOMMENDATION The Traffic Commission voted 5-0 to approve the staff recommended measures on Hershey Street between Del Mar Avenue and Kelburn Avenue. It is recommended that the City Council authorize approval for the following measures on Hershey Street between Del Mar Avenue and Kelburn Avenue: City Council Meeting March 8, 2022 Page 4 of 5 1. NEW SPEED LIMIT SIGNAGE: Install two (2) 25 mph speed limit (R2-1) signs (30"06") for both directions of travel (east/west) along Hershey Street as vehicles enter the segment from Del Mar Avenue and Kelburn Avenue as shown in Figure 4 and as follows: a. Speed Limit sign should be installed on the southside of Hershey Street (for EB) approximately 220 -feet east of Del Mar Avenue, on the existing streetlight post. b. Speed Limit sign should be installed on the northside of Hershey Street (for WB), approximately 170 -feet west of Kelburn Avenue before the power pole on its own post. 2. EXISTING STOP LOCATION UPGRADE: Install the following items at each existing stop sign location (4 locations) along Hershey Street at Del Mar Avenue, Brighton Street, and Kelburn Avenue a. Red Reflective Strip: Install red reflective strips on the stop signpost. b. Stop Sign: Remove and replace the existing faded stop signs with new stops signs (RI -1) (36"06"). c. Plaque: Install "Cross Traffic Does Not Stop" plaques (W44P) underneath each new stop sign. d. "STOP" Bar and Pavement Legend: Refresh the STOP" bar and pavement legend at each of the existing top sign locations. FINANCIAL IMPACT The City of Rosemead Public Works Field Services Division can complete the recommended items utilizing the approved Fiscal Year 2021-2022 Traffic Signs & Markers available funds in account 202-3010-5660. All recommended items will be carried out by in-house staff. If necessary, additional materials and supplies may be purchased at a minimal expense to complete the tasks. STRATEGIC PLAN IMPACT The project is consistent with the City of Rosemead's Strategic Plan Goal C - Infrastructure and Facilities, which is to enhance streets, sidewalks, and public infrastructure; coordinate with relevant utility agencies regarding safety and enhancements; and modernize facilities by expanding the use of wireless network technology and renewable energy. All counts were taken when schools were open and back in session. A summary of ADT data is shown below in Table 2: Average Daily Traffic (ADT). The ADT summary is attached (Attachment 1) at the end of the report. Table 2: 2021 Average Daily Traffic (ADT) Location Vehicles per Day (vpd) Hershey Street between Brighton Street and Kelburn Avenue 319 RADAR SPEED SURVEY To assess the speed at which vehicles were traveling along Hershey Street, speed samples were taken over a 24-hour period on September 9th, 2021. Based on the Radar Speed Survey, the 85th percentile speed of vehicles along Hershey Street between Brighton Street and Kelburn Avenue was determined to be 31 mph. This translates to mean that 85 percent of the vehicles sampled were traveling at 31 mph or below, which is slightly above the speed limit of 25 mph. A further review of the speed data showed that of the 319 vehicles surveyed, 41 vehicles traveled between 35 mph to 45 mph, the speed survey determined that no vehicles surveyed were traveling in excess of 45 mph on this street segment. The speed summary is attached (Attachment 2) at the end of the report. As part of this study, traffic speeds, collisions and traffic volumes were used to assess existing conditions along this segment. The type, design and placement of traffic calming devices depend upon the road classification, desired traffic speed and types of traffic issues along Hershey Street between Del Mar Avenue and Kelburn Avenue. A single traffic calming device placed along a long stretch of road will be marginally effective at slowing down speed at that isolated location. Implementation of a series of traffic calming devices that work together have been shown to reduce traffic speeds along the length of the corridor. There are various traffic calming measures that can reduce the flow and speed of traffic on a street. The following is a list of common traffic calming measures that can be installed to aid in slowing traffic: 1) Traffic Education Campaign: This consists of flyers, neighborhood meetings, banners and other notices to assist in making the public aware of the traffic conditions in a certain area. 2) Signage and Pavement Legends: Modifying the signage along the road or change the striping to narrow travel lanes to effectively slows speeds by changing the travel environment. Signs alert the Driver to their speed, such as larger speed limit signs or a speed feedback sign. Too many signs can have an opposite effect on traffic. Therefore, usage of signs should be subject to careful consideration and compliance with local and regional standards. 3) Larger Dimension Signs: Installation of larger dimensioned signage are recommended as treatments to increase the motorist's awareness and other Driver conditions by highlighting various areas of the roadway. All sign dimensions should comply with the dimensions specified in the California Manual of Uniform Traffic Control Devices (CAMUTCD) Table 213-1 Regulatory Sign and Plaque Sizes. The speed of each passing vehicle is taken and displayed next to the posted speed limit. 6) Targeted Police Enforcement: The police department deploys officers to perform enforcement on residential streets for at least an hour a day. SPEED HUMP POLICY The City of Rosemead does not have a speed hump policy. In October of 2010, a Draft Neighborhood Traffic Management Plan (NTMP) was brought before the Traffic Commission for discussion and review. Upon analysis by the City, Speed Humps were not a recommended measure for the City to consider at that time. Therefore, as part of this review, other traffic calming measures were evaluated in the traffic analysis and recommendations. The installation of speed humps is intended to reduce speeding vehicles in residential neighborhoods. Speed humps and other pavement undulations are not approved traffic - control devices as defined in the California Manual on Uniform Traffic Control Devices (CAMUTCD). I Page 7 of 11 Traffic Review on Hershey Street Between Del Mar Avenue and Kelburn Avenue RECOMMENDATIONS After a thorough review of existing field and traffic conditions and per the California Manual on Uniform Traffic Control Devices (CAMUTCD), California Vehicle Code (CVC), based on the traffic review and engineering judgement, it was determined that the segment along Hershey Street between Del Mar Avenue and Kelburn Avenue would benefit from a combination from installation of speed limit signs and upgrades to the existing stop sign locations. The improvements are listed below and shown on Figure 4. 1. NEW SPEED LIMIT SIGNAGE: Install two (2) 25 mph speed limit (132-1) signs (30"06") for both directions of travel (east/west) along Hershey Street as vehicles enter the segment from Del SPEED Mar Avenue and Kelburn Avenue as shown in Figure 4 and as follows: LIMIT a. Speed Limit sign should be installed on the Southside of Hershey Street (for EB) 2 5 approximately 220 -feet east of Del Mar Avenue, on the existing street light post. b. Speed Limit sign should be installed on the northside of Hershey Street (for WB) approximately 170 -feet west of Kelburn Avenue before the power pole on its own post. Speed Limit (112-1) Sign 2. EXISTING STOP LOCATION UPGRADE: Install the following items at each existing stop sign location (4 locations) along Hershey Street at Del Mar Avenue, Brighton Street, and Kelburn Avenue a. Red Reflective Strip: Install red reflective strips on the stop sign post. b. Stop Sign: Remove and replace the existing faded stop signs with new stops signs (111-1) (36"x36"). c. Plaque: Install "Cross Traffic Does Not Stop" plaques (W4 -4P) underneath each of the new Combination Stop Sign (RS -1), Cross stop Signs. Traffic Does Not Stop (W4 -4P), d. Chair Masuda recalled the street being downhill in which the speeding had occurred while he was driving in the area. Resident Michael commented that in his initial report, he proposed a speed hump before the decline of the hill as drivers would typically speed up. He also commented due to the incline of the slope, there was a higher likelihood of an accident to occur. Chair Masuda commented that when drivers go downhill, they tend to pick up speed, as well as accelerate when going up a hill. Chair Masuda closed the public comment period. Commissioner Nguyen asked what the process was to adopt a speed hump policy. Traffic Engineer Jana Robbins responded the process would start by going through the Traffic Commission and then to City Council for approval. When considering a speed hump policy, the City would need to set a criteria of where and which type of streets would be eligible. Chair Masuda commented the speed hump policy was brought to Traffic Commission before, however, it did not move forward. Instead, other traffic calming measures were considered to help reduce traffic speeding. Commissioner Nguyen asked when the last time the speed hump policy was brought to Traffic Commission. Chair Masuda responded that the speed hump policy was an item that residents have asked for, however, a decision on it has never been thoroughly discussed because it was not a part of the traffic calming plan. STAFF REPORTS - None 5. COMMISSIONER REPORTS Commissioner Drange asked how to agendize specific items received from residents for a future Traffic Commission meeting. Director of Public Works Chung responded to start the request on the citizen request management (CRM) system via the City's website. Commissioner Drange asked for a follow-up on the City's bicycle plan. Commission Liaison Nguyen commented he sent an email with information relating to the bicycle plan to the commissioners. Commission Liaison Nguyen mentioned that a general question was received via Zoom by Resident Michael P. Austin, asking "How would one be able to bring a matter before the traffic commission. Would it be done via form filled out at City Hall?" Director of Public Works Chung reiterated to start the request on the citizen request management (CRM) system on the City's website. 6. ADJOURNMENT The meeting adjourned at 8:18 p.m. The next Traffic Commission meeting is scheduled for December 2, 2021, at 7:00 p.m. and will take place at the Rosemead City Hall, City Council Chambers, 8838 East Valley Boulevard.
