TC - Item 4A - Rosemead Park Swimming PoolROSEMEAD TRAFFIC COMMISSION STAFF REPORT TO: THE HONORABLE CHAIRMAN AND COMMISSIONERS FROM: JOANNE ITAGAKI, TRAFFIC ENGINEERING DEPUTY DATE: FEBRUARY 12, 2009 SUBJECT: REQUEST FOR LEFT TURN RESTRICTION AT ROSEMEAD PARK SWIMMING POOL PARKING LOT ON MISSION DRIVE SUMMARY Commissioner Lewin requested staff review the driveway access of the Rosemead Park swimming pool. Commissioner Lewin was concerned with exiting vehicles turning left from the parking lot onto Mission Drive. He was concerned that the movement was difficult and the existing striping on Mission Drive did not allow for the movement. Staff Recommendation It is staffs recommendation that the Traffic Commission recommends the following to the City Council: 1. Install two "No Left Turn" (R3-2) signs for vehicles entering and exiting the easterly driveway of the Rosemead Park swimming pool parking lot on Mission Drive. 2. Install one "No Left Turn" (R3-2) sign for vehicles exiting the westerly driveway of the Rosemead Park swimming pool parking lot on Mission Drive. 3. Install the "School Crosswalk Warning Assembly B (CA)" (S1-1 and W16-7p) signs on the north side of Mission Drive at the crosswalk at Newby Avenue facing westbound (northbound) traffic. 4. Install one "No Stopping Any Time" (R26(S) (CA)] sign on the north side of Mission Drive between the driveways of the Rosemead Park swimming pool. These recommendations are identified in Exhibit A. ANALYSIS Mission Drive is approximately 60 feet wide in the vicinity of the Rosemead Park swimming pool. This roadway provides for 2 lanes of travel in each direction generally separated by a double yellow centerline. Parking in the immediate vicinity of the subject area is generally restricted by posted "No Parking Any Time" signs. The posted speed limit on Mission Drive is 40 mph. Traffic Commission Meeting February 12, 2009 Page 2 of 3 Newby Avenue is approximately 36 feet wide. Newby Avenue is stop controlled at its intersection with Mission Drive. This T-intersection has a marked yellow crosswalk on the east leg of the intersection. There are advanced pavement markings (SLOW SCHOOL CROSSING) on the approaches to this crosswalk. Exhibit "A" depicts existing conditions on Mission -Drive in the vicinity of Rosemead Park swimming pool. Discussion Commissioner Lewin indicated he was concerned that left turns out of the Rosemead Park swimming pool parking lot was unsafe. He indicated that the speeds on Mission Drive, the location of the driveways as well as the striping on Mission Drive do not allow for vehicles to easily turn left from the driveways. During our field observations, few vehicles were observed entering or exiting the subject parking lot. The parking lot was approximately 25% occupied. The existing striping on Mission Drive legally prohibits left turns in or out of the easterly driveway of the Rosemead Park swimming pool parking lot. The double-double yellow lines create a median island that cannot be crossed. Therefore, the installation of "No Left Turn" signs for entering and exiting vehicles are.recommended. The location of the easterly driveway of the parking lot creates an unusual intersection situation with Newby Avenue. When turning left from this driveway, the vehicle almost expands the intersection of Mission Drive/Newby Avenue. This makes it difficult for vehicles on Newby Avenue to account for the left turns from the parking lot as conflicting traffic. Therefore, the installation of the "No Left Turn' sign for exiting vehicles at the westerly driveway of the Rosemead Park swimming pool .parking lot is recommended. During our field observations, we identified some missing signs along the north side of Mission Drive. The school crosswalk sign at the yellow crosswalk was missing. Also, there appeared to be a "No Parking Any Time" sign missing right in front of the swimming pool parking lot. Therefore, the installation of the school crosswalk and the "No Parking Any Time" signs are recommended.
