SUBJECT: SUMMER AQUATICS PROGRAMS UPDATE
SUMMARY
The Parks and Recreation Department would like to provide the City Council with an update on
the aquatic programs that will be offered this summer. Aquatic programs will be offered at the
Rosemead Aquatic Center at Rosemead Park and the Splash Zone at Garvey Park on a limited
basis due to a shortage in personnel. Staff recommends that the City Council receive and file this
information.
DISCUSSION
Parks and Recreation staff have been preparing for our summer aquatic programs that will be
held at the Rosemead Aquatic Center at Rosemead Park and the Splash Zone at Garvey Park.
Staff was hopeful that the Department would be able to offer a full program, which would
consist of swim lessons and recreation swim at both aquatic facilities. Due to an inadequate
level of aquatics personnel, staff is forced to offer a limited schedule of programs this summer.
There have been many efforts made by the Department to recruit the level of personnel needed
for aquatic programming. At the March 22, 2022 City Council meeting, in the effort to attract
potential candidates, the City Council approved an incentive pay program and an increase to
part-time hourly wages. The Hiring/Referral Incentive Pay provides $500 for any new hires in
the aquatic job classifications and a $100 referral incentive, to current employees, when a
referred candidate is hired into an eligible incentive job classification. Supervisory staff along
with Human Resources staff have attended several career fairs at local high schools. Department
staff also visited local high school and college swim teams to recruit potential staff. Available
positions have been and are currently posted on the City's website and social media channels.
Local colleges have also been notified of the available positions in the hopes of drawing more
applicants for Lifeguards, Lifeguard Instructors, and Assistant Pool Manager classifications. The
shortage of qualified aquatic personnel is not necessarily a City of Rosemead issue, but a
Regional, State, and National problem.

Based on the current level of staffing shown in the table below staff has no choice but to scale
down the programs. Staff is hopeful to hire the projected personnel that is listed below by the
start of summer programs on June 18, 2022.

The proposed schedule for aquatic classes and activities is listed below. The proposed schedule
is based on the projected personnel list in the above table. Most of the programs and classes are
scheduled to take place at the Rosemead Aquatic Center which includes aqua fit, lap swim, youth
and adult swim lessons, the Rapids Swim Team and recreational swim. Swim lessons will only
be offered at the Rosemead Aquatic Center due to the size of the lesson pool which can
accommodate the most students per class.
The Splash Zone will be open for recreation swim which will include use of the slides and water
play features on Fridays and Saturdays. Staff is optimistic that we will be able to extend this
program to Sundays with the recruitment of more personnel.

recreation swim opportunities at both the Rosemead Aquatic Center and Splash Zone.

Staff recommends that the City Council receive and file this information.
FISCAL IMPACT
The proposed programs and classes will reduce expenditures on part-time personnel, as well as
the revenue for classes, programs, and recreation swim. The fiscal impact is unknown as staff is
optimistic that additional programs will be added before the start of the summer session.
STRATEGIC PLAN IMPACT
These programs are consistent with the Strategic Plan's guiding principle to provide parks,
facilities, green space, and recreational and cultural resources to meet the needs of the residents
across the City.
