Responses to Q&A for RFP 2022-25 Questions & Answers (September 20, 2022) Question # 1: Are building/floor plan drawings available? Do they show existing security devices? Answer # 1: The City does have building drawings available; however, they do not show the location of existing security devices. At the mandatory walkthrough, a vendor requested plans for City Hall. Those plans are included in this summary. Question # 2: Attachment A: Scope of Work, page 12 states “Contractor, as well as any Subcontractor associated with Contractor, shall possess and maintain a current City of Rosemead Business License.” Will a California statewide Contractors license and County of Los Angeles Business license be acceptable? Answer # 2: No, the selected contractor must obtain a City of Rosemead business license. Question # 3: For the bid bond: if we plan to submit proposals for multiple options, would we just submit a bid bond to cover the largest proposal dollar amount? Answer # 3: The bid bond must cover the entire amount of the project proposed. A single bid bond for the largest proposal amount is sufficient. Question # 4: If we submit the proposal electronically, do we need to mail an original copy of the bid bond by/before the bid due date, or will a digital copy submitted with the bid suffice? Answer # 4: If you are submitting a proposal electronically, a digital copy of the bid bond is sufficient. Question # 5: In PlanetBids, I didn't have the option to select that our company attended the mandatory pre-bid walk. We had members from our organization who attended the walk. Question # 8: At each site can we be given inventory of available switch PoE Ports so we can bid an appropriate amount of switches? Answer # 8: Yes, please below: Question # 9: Can the City disclose its budget for this project? Answer # 9: Yes, the current budget for this project is $325,000. Question # 10: Do the cameras need to be NDAA compliant? Answer # 10: Yes, all cameras should be NDAA complaint. Question # 11: Regarding the city’s network. Is there a VPN or MPLS which ties all sites together? Answer # 11: Yes, the City has a layer 3 network utilizing MPLS. Question # 12: Regarding the term ‘cloud based’ for the access control and camera systems, is the city looking for a solution which does not require a server(s)? Or is the city open to a solution which has on- premise servers? Answer # 12: The City prefers a hosted solution. We need to see if it meets are bid bond limit. Answer # 13: The City does not have a complete estimate for the work to be performed. Proposers will need to speak with their surety company about business activities and financial status related to bonding. Question # 14: What is the total number of users that would be using the door access solution? Answer #14: The City has approximately 68 full-time employees and approximately 75 part-time employees. It is safe to use 150 for the total amount of users. Question # 15: How are the sites / locations currently being networked? Palo Alto VPN, virtual WAN, etc. For example, Garvey Park currently has three NVR’s can we recommend a network solution to point two locations back to the main area of the park? Is your current NVMS9000 currently integrated? Answer # 15: Ten of the City’s locations are currently networked. The only facilities that are not networked are Rosemead Park Yard and the remote facilities at Garvey Park (e.g., storage shed, snack shack, etc.). The City is requesting that the vendor provide a networked solution for those locations. The NVMS9000 solution is not integrated. Question # 16: Can you please confirm that each site will require new CAT6 cabling for each camera? Answer # 16: Yes, confirmed. Question # 17: Will the City provide trenching and backfill for necessary wiring and conduit at the Skate Park? Answer # 17: No, vendor to provide costing for that requirement or to propose alternative solutions for networking other than trenching. Question # 18: Can you confirm which sites do not have internet access? Answer # 18: The Rosemead Park Yard and the internal facilities at Garvey Park (e.g., snack shack, storage building, etc.) do not have internet access. All other facilities have network access.
