On July 18, 2022, the Code Enforcement Division issued a citation to the property owner for renovating the existing single-family dwelling unit without permits, which included new stucco and windows throughout the dwelling unit, remodeling of the kitchen and bathroom, new air conditioning units, and the demolition of the detached one -car garage. The property owner is proposing to convert the existing single-family dwelling unit into an accessory dwelling unit (ADU) under a separate submittal and would be approved administratively by Planning Division staff. Planning and Building and Safety Division staff will also work with the applicant to correct the code violations on the property. Front Elevation (Existing) Site and Surrounding Land Uses The project site is designated in the General Plan as Low Density Residential and on the Zoning Map as R-1 zone. Under a separate submittal, the existing single-family dwelling unit will be converted into an ADU. Proposed Site Plan Development Standards Staff has verified that the proposed single-family dwelling unit would be in compliance with the applicable development standards of the Rosemead Zoning Code, as demonstrated in the following table: Planning Commission Meeting October 3, 2022 Page 5 of 20 Elevations The applicant has proposed a Mediterranean Revival design for the new single-family dwelling unit and will utilize a warm, earth -tone color scheme. The primary exterior wall color would consist of off-white smooth stucco. To contrast the exterior walls, the applicant has proposed light brown -colored window moldings and sills, muted green window shutters, dark brown fascia boards and gutters, black railings, and a mix of brown - toned concrete roof tiles.
