Addendum 1 revises the bid due date/time as follows: The City will receive electronic bids through PlanetBids at: https://pbsystem.planetbids.com/portal/54150/portal-home OR sealed bids at the City Clerk’s office, City Hall, 8838 Valley Blvd, Rosemead, CA 91770 up to 10:30 AM on Thursday, October 27, 2022. Addendum 1 reissues a Revised Bid Schedule. Please see Attachment A – Revised Bid Schedule per Addendum 1. All contractors are required to submit this Revised Bid Schedule as part of their bid to be considered responsive. Addendum 1 revises certain Project Plans Sheets. Please see Attachment B – Revised Project Plans per Addendum 1. The revisions per Addendum 1 are shown as revision clouds on these revised plans Sheets. The original plans sheets that were not revised will remain valid. Addendum 1 replaced Section 09860 of the Technical Provisions section. Please see Attachment C – Section 09860 ANTI-GRAFFITI COATING. Addendum 1 provides the Asbestos & Lead Survey Reports for this Project. See Attachment D – Asbestos & Lead Survey Reports. The City held a mandatory pre-bid meeting on Tuesday, October 4, at 10 am. All prime contractors were required to attend this meeting to be considered responsive. See Attachment E – Mandatory Pre-Bid Meeting Sign-in Sheet. Addendum 1 provides responses to the following questions received: Question 1: Appendix B, para.6 stated that Section 3 forms must submit in the bid proposal; however, there was no Section 3 requirement form(S) in the provided bid forms. Please confirm if the section 3 form should be attached in the bid document. Response 1: The Section 3 forms MUST be submitted with the Bid Proposal. The Section 3 forms can be found under Appendix A, page 342 (List) along with other required forms: Addendum 2, Page 1 of 5 Addendum 2, Page 2 of 5 Section 3 Clause (Exhibit 5)Page 362 Notice of Section 3 Commitment Page 371 Section 3 Economic Opportunity plan Page 372 Section 3 Business Certification Form Page 375 Question 2: Since it is a CDBG funded project, the project assigned to be bidding by the section 3 contractors only (Set aside)? Or, is it a mandatory requirement to hire section 3 complied subcontractors; or good faith effort will be acceptable? Response 2: This project is a CDBG Project. Preferences may be given by the City to Section 3 businesses, however, any business otherwise qualifying to do the work may submit a bid. The requirement is that the contractor at least make a good‐faith effort to comply with Section 3 rules and regulations. Question 3: Scope of Work on Title Plan (T‐1) stated, “1. REPLACEMENT OF WASTE LINES OUT OF THE BUILDING, VERIFY AND CONFIRM WITH OWNER FOR THE EXTENT OF WASTE LINE REPLACEMENT.” Should the cost of Replacement of Waste Lines out of the building be included in the bid amount? Or it will be additional scope for the awarding contractor after commencing the project? Response 3: Yes, the cost of waste lines should be included. Sewer cleanout located during site walk. Extent of concrete slab removal should allow access to cleanout from below. Replace all underground utilities under the area of work. Question 4: Please Confirm if the (E) Gyp Board Ceiling should be demo’d and replaced with (N) Gyp Board at the entire ceiling. Demo Plan did not indicate it, but the Finish Schedule called for (N) Gyp board on Ceiling. Please Confirm. Response 4: Drawings amended. Mechanically fasten 5/8" gyp ceiling to existing plywood. Question 5: Per (E) Site Plan SP‐1, it stated, “(E) or New Sign of Accessibility. See Detail 17/A3.0.” Is this (N)sign post a part of this project? Please confirm. Response 5: New sign and pole required. No sign currently installed at parking lot. Include in scope. Question 6: Please provide an Asbestos Test Report for (E) Wall & Floor Tiles (Demo Materials.) Response 6: Asbestos & Lead Survey Report is provided as attachment D. Question 7: Per cost breakdown, contractor is to furnish and install masonry header at new opening and masonry wall at existing window openings per plan; however, this scope is not specified in the plan. Please verify. Response 7: There is no new masonry header. Question 8: There is a P.O.T. field note on Plan SP1 for (E) Path of Travel 5% max. slope, 2% max. cross slope and no vertical offset greater than ¼” along the entire path of travel. Is this (E) Path of Travel verification and modification a part of this project? Please Advise. Addendum 2, Page 3 of 5 Response 8: Any accessible upgrades to the existing P.O.T. will need to have a supplemental permit and will not be part of this agreement. Question 9: Plan A1.0 shows different floor tile patterns between ADA Stalls and other floors without any explanation. Is it different Tiles, Patterns, or any other reason? Please Clarify. Response 9: Plans are revised to clarify that same floor tiles throughout. Question 10: Demolition‐General‐Notes D on Plan A1.0 called a Temp. Sound and/or Plastic Drop Cloth Partitions. Please Confirm if we shall install Sound Blanket per ASTM‐C‐665, or the 6 mil Plastic Barrier is acceptable for Sound and Dust Control purpose in general practice. Response 10: Plans are revised to show this “Note” has being removed from the plans Question 11: Detail 15/A2.0 called, “5/8” Cement Board Ceiling; however, the Room Finishes Schedule (16/A2.0) called, “5/8” Type “X” Gyp. BD. Please Clarify the Material Type. Also, confirm if the (E) Ceiling should be replaced by new. Response 11: Plans are revised to show 5/8" Type X Gyp Bd to be used. Question 12: Detail 4A/A4.0 shows an Electric Hand Dryer (M). It is different from Floor Plan (A1.0). Please Verify and correct it. Response 12: Architect review drawings and unable to identify any discrepancy. Please locate per A1.0 Floor Plan Question 13: KN 9 on B/A5.0 called, “New Door Signage per CBC Requirements – See 15/A3.0 & 12/A4.0.” Please Clarify the Sign Type. Is a Gender Sign on the Door required per 12/A4.0 which is not showing on the elevation plan? Response 13: Replace existing gender signs and install in existing location. Provide accessible sign on same CMU wall between the gender sign and opening. Mounting to be 60" at bottom of tactile & 48" min at bottom of braille. No room ID signage. Question 14: (N) Electric Hand Dryers’ locations were different between Electrical Plan (E‐3.0) and Architectural Plan (B/A1.0). Please Clarify and Correct it. Response 14: Refer to Architectural drawings for location and placement. See note 2 on Sheet E‐1.0 Question 15: There is (E) Utility Panel (Access Door) detail on 10/A2.0. Please indicate all (E) Utility Panels on Floor Plan (A1.0) & Elevation Plan (A4.0) to clarify the Size, QTY & Locations. Response 15: All utility covers and cleanouts are to be replaced per current building codes. Contractor is to locate the best locations for them with City Engineer’s approval. Question 16: (N) Floor Tile Installation is required per Plan B/A1.0 on (E) Concrete Finished Floor; however, Demo Plan A/A1.0 did not indicate to remove (E) entire concrete floors for “Recessed” to receive (N) tile floor. Please revise Demo Plan accordingly. Addendum 2, Page 4 of 5 Response 16: The drawings have been revised and details for the new concrete slab have been added. Please refer to the demo plan for the extent to be removed of the existing concrete floor. Question 17: Plan A/A1.0 called “(E) Floor Drain Replace Lines” on both restrooms; however, KN10/P‐2.0 listed, “Existing Floor Drain to Remain.” Please provide detail instruction for “Replace Lines.” Response 17: Floor drains to be new. Plumbing drawings have been amended. Cut sheet for new floor drain provided. Question 18: Note 11 on Plan A1.0 called “Electric Hand Dryer” in both restrooms; however, E‐3.0 was not indicated (N) power sources. Also, (N) Conduits and Conductors can be installed on surface‐ mounted? Please revise it accordingly. Response 18: Conduits shall not be visible to the public eye to prevent vandalism. Run conduit under the new slab to the new subpanel in custodian closet. New subpanel in custodian closet to provide direct access to surface mounted hand dryers from the back of hand dryer. Question 19: (N) Metal Gate and Fence system on A5.0 was requested the Paint Finish. Is the Metal Gate and Fence required to be Galvanized per Spec 05500? Please confirm. Response 19: Yes, the steel is to have a wall no less than 1/8” thick and have a galvanized coating per specification section 05500. The gate will have a painted gloss finish. The paint color will be selected by the City. Question 20: Project Plan and Architect’s instruction in Job‐walk, the “Anti‐Graffiti Coating” is not required on the (E) Exterior Building Wall; however, Project Spec. Section 09860 para 2.3.D required it to all exteriors as listed. Please Clarify and Confirm the Scopes. Response 20: The entire Specification Section 09860 has been replaced. Please see Attachment B – Section 09860 ANTI‐GRAFFITI COATING. The revisions per Addendum 1 are shown as revision clouds on these revised Specification. Question 21: Reflected Ceiling Plan (A/A‐2.0) did not call out to install (N) 5/8” Gyp Board on the (E) Ceiling Finish entirely; however, the Room Finish Schedule and the Owner’s instruction in job‐walk is to install (N) Gyp Board on entire Ceilings. Please Clarify and revise the Plan accordingly. Response 21: Plans have been revised and reflected ceiling plan updated to provide new Gyp Bd ceiling mechanically fastened to existing plywood sheathing. No conduits shall be visible in the space to protect from vandalism. City will be open to suggestions on how to achieve this for the light fixtures and mechanical fan after the contract has been awarded. Question 22: Please Provide As‐Built plan for (E) Plumbing, Electrical, & Mechanical Fixtures and Lines. Response 22: As‐Built plans are not available. Question 23: There is no Plumbing Chase. Please advise how we can work on Plumbing Fixtures and Drain Lines. Addendum 2, Page 5 of 5 Response 23: Plans has been revised. Please refer to amended plumbing plans. Question 24: How does Section 3 relate to Union Workers? Response 24: A Section 3 worker is any worker who currently fits, or when hired within the past five years fit, at least one of the following categories, as documented: 1. The worker’s income for the previous or annualized calendar year is below the income limit established by HUD 2. The worker is employed by a Section 3 business concern 3. The worker is a YouthBuild participant. The fact alone that a worker is a union member is immaterial. Question 25: Can an “Apprentice” be a Section 3 worker? Response 25: All public works contracts valued at $30,000 or more carry an obligation to hire apprentices, unless the craft or trade does not require the use of apprentices, as indicated in the corresponding prevailing wage determination. This duty applies to all contractors and subcontractors on a project, even if their part of the project is less than $30,000. Warranty: Comply with provisions of the GENERAL CONDITIONS of these Specifications which shall include a 12- month warranty period which covers parts and labor; effective date of the warranty being the date of acceptance by the Owner. B. Guarantee: The Contractor shall also furnish the Owner with a written guarantee, which guaranties that during a period of two (2) years from the date of acceptance by the Owner the coating will not turn white, peel, chip or crack. The Contractor will without additional cost to the Owner, promptly make any repairs required as a result of ordinary wear and tear of the elements, and further guaranties that any defective material or Work shall be properly repaired or replaced without additional cost to the Owner. C. Extra Stock of Materials: Upon completion of anti-graffiti coating application at the job-site provide the Owner with manufacturer’s or retailers credit for 5 gallons of the anti-graffiti coating and 5 gallons of remover used on the project. Credit to be locally redeemable for a period of five years. PART 2 PRODUCTS 2.1 ACCEPTABLE MATERIALS A. Completed graffiti protection shall include the following performance criteria: 1. Shall have a flat non-glossy appearance. 2. Shall be non-yellowing and contain no waxes, urethane or other yellowing resins. 3. Shall cause little or no change in the appearance of the treated surface. 4. Shall allow moisture vapor transmission. 5. Can be cleaned a minimum of five times. 6. Shall be renewable and repairable. 7. Be 98% effective in removing all graffiti on masonry surfaces. 8. Dirt pickup shall not be increased by coating. 9. Manufacturer will warrant product performance. 10. Product shall be VOC compliant. 11. Conform to all State waste disposal regulations including but not limited to those involving proposition 65. 12. Product shall be capable by manufacturer's literature of withstanding 5 years exterior exposure without significant loss of protection, other than spot restoration of areas attacked by graffiti, cleaned, and re-coated per written instructions of manufacturer. 13. Anti-graffiti treatment must be resistant to rain, weather, abrasion, peel, ultra-violet, and be clear and non- yellowing. 14. Anti-graffiti treatment should be able to withstand repeated removal of all types of paint and other graffiti materials with little or no defacement of or change to the original surface. B. After application of materials, a field demonstration or test will be performed to the satisfaction of Architect which will include: 1 Spray paint applied to material to simulate graffiti attack. 2 Attack allowed to stand 14 days before removal. 3 Removal by manufacturer's recommended process shall determine that at least 98% of the graffiti has been removed. D. Anti-Graffiti Locations: 1 Full height of all exterior exposed ground level exterior walls and CMU walls. Include monument signs, seating benches, trash containers, ash urns, etc. 2 On all exterior steel doors and frames. 3 On all exterior wall mounted plaques and signs. On all interior walls and CMU. On interior wall tiles and grout, plumbing fixtures, and trashcontainers. Tip size .015 -.021 PART 3 EXECUTION 3.1 INSPECTION OF CONDITIONS A. Examine the areas and conditions on which materials of this Section will be applied. Correct conditions detrimental to timely and proper completion of the Work. Do not proceed with contracted Work of this Section until such detrimental conditions are corrected. . All detrimental conditions shall be corrected as directed and approved by the Architect, before proceeding with Work of this Section. Start of installation operations shall imply Contractor’s acceptance of job conditions. 3.2 ENVIRONMENTAL CONDITIONS A. Do not proceed with application of anti-graffiti materials when the ambient temperature is less than 45 degrees F., when low temperature of 40 degrees F. or less is predicted within a period of 24 hours, or if rain is expected in the next 24 hours. B. Do not apply materials in rainy conditions or within 5 days after surfaces have become wet from rainfall or other moisture. 3.3 MANUFACTURER’S INSPECTION A. Applicator shall notify manufacturer's representative a minimum of 72 hours prior to scheduled application for field inspection. 3.4 APPLICATION A. Preparation of Surface (As applicable): 1. Do not commence application until surface is structurally sound, clean, dry, and free from excess dust, loose paint, greasy stains and efflorescence. 2. Form oils should be completely removed. 3. All cracks, voids, beeholes or mortar shrinkage shall be properly repaired and primed if necessary to make the surface uniform. 4. Allow substrate to dry and age at least 3 weeks before applications of anti-graffiti coating. 5. Porous concrete block should be sealed with approved "Rainproof Acryseal WD" or approved equal a minimum of 48 hours before application of anti-graffiti coating material. 6. If using "Graffitibase" material over a previously paint coated surface apply a small amount in an inconspicuous place to check for lifting. 7. Remove existing graffiti with graffiti remover or approval equal. 8. Applicator/Contractor to use the application tools and methods as recommended by the coating manufacturer and approved by the Architect. 9. Applicator/Contractor is responsible for daily application of a small test area on surface to be coated before starting daily general application to assure desired results, especially if there have been temperature changes during application. Coverage: Apply materials at rate per square foot recommended by the material manufacturer. 2. Application Sequence: Apply two coats of the material base coat followed by one coat of top coat in compliance with manufacturer's specifications and recommendations. a. A minimum drying time of two hours should be allowed between the first and second coats of base coat. b. A minimum drying time of 4 hours should be allowed between the base coat and the top coat. 3. Anti-graffiti coating process should achieve a non-yellowing, durable, clear film completely protecting the substrate from penetration of paint, ink, crayons, dirt, air pollutants, grime and similar materials and help maintain and protect the original appearance of the surface. 4. Base coat material should be applied with a "crosshatch" method of several horizontal passes followed immediately by vertical passes to build up a heavy wet film to insure sufficient uniformity. This is considered one coat and the same method is repeated for the second coat to build a minimum dry film thickness of 3 mils. Spray large areas in sections so overlap occurs before previously coated areas have dried. a. Start application at top of wall and work down surface. Schedule Work so that the stopping point each day falls at an opening, column or corner. 5. Top coat should be applied with a "crosshatch" method of several horizontal passes followed immediately by vertical passes to build up a film to insure sufficient uniformity. This is considered one coat. C. Protection: Applicator shall be responsible for protection of this and all adjacent Work from damage during application with dropcloths or other suitable materials. 3.5 REPAIRS A. Repairs: Any soiling of the Work of this Section shall be repaired by the installer of the anti-graffiti material as approved by the Architect at no added cost to the Owner. 3.6 CLEAN-UP A. Contractor shall carefully remove all protection materials from adjacent surfaces and any residue resulting from this operation. Completely remove overspray and spills as soon as possible before curing and excess materials from the job-site. B.
