Red Curb Review at 7430 Garvalia Avenue
The City of Rosemead received a red curb request from the homeowner of 7430 Garvalia Avenue. The
resident is requesting for red curb to be installed directly east of their driveway. The resident reported
that parked vehicles along the curb encroach into their driveway path and result in the parked vehicle
hanging over and blocking their driveway access. In response to this request and on behalf of the City,
engineering staff has completed a traffic review to evaluate the existing conditions at the road segment
included in the initial request and recommended appropriate measures for the segment. The traffic
review included an analysis of existing roadway conditions as well as an examination of the field
conditions.

Garvalia Avenue: Within the City of Rosemead, Garvalia Avenue runs east and west and is considered a
Local Road per the California Road Systems Map by Caltrans. Garvalia Avenue has a prima facie speed
limit of 25 MPH. Garvalia Avenue is approximately 39.5 feet wide with one lane of travel in each direction
and a yellow dashed center line. Parking is allowed on both sides of Garvalia Avenue where the curbs are
not marked red and except during street sweeping from 8AM to 12PM on Mondays. 7430 Garvalia Avenue
resides within a Light Multiple Residential Zoning (R-2), per the City of Rosemead Zoning Map.
The requested red curb location is approximately 10' in length with approximately 4' for the driveway
apron on each side.

RECOMMENDATIONS
After a thorough review of existing field and traffic conditions and per the California Manual on Uniform
Traffic Control Devices (CAMUTCD), California Vehicle Code (CVC), City of Rosemead Curb Marking Policy
and engineering judgement, it is recommended to install red curb on the south side of Garvalia Avenue,
east of the driveway at the address of 7430 Garvalia Avenue. The curb located east of the 7430 Garvalia
Avenue driveway is short in length, as it measures at approximately 10 feet with 4' 10" of driveway apron
on one side and 4' of driveway apron the other side as shown in the proposed recommendation exhibit.
The installation of red curb east of this driveway will ensure increased visibility for the resident residing
at this location. The installation of Red Curb can be backed up by California Vehicle Code (CVC) 22507,

SIDE OF THE REQUESTED CURB LOCATION RED: Install red curb on either side of the
requested curb location east of the 7430 Garvalia Avenue driveway, along the south side of
Garvalia Avenue (approximately 4' 10" and 4' of red curb on either side) as shown in Figure
3.
