SUBJECT: REPORT AND DISCUSSION REGARDING THE PARKS AND
RECREATION DEPARTMENT FISCAL YEAR 2023 WORK PLAN

The Parks and Recreation Department is responsible for the City's day-to-day recreational needs
of our residents, including direct oversight of the following areas: aquatics, senior programs,
youth programs, classes, youth and adult sports, facility and park rentals, and special events.
Parks and Recreation is committed to serving our residents by providing quality programs,
services, and events. This update is intended to serve as a summary of those efforts for the
current fiscal year. Therefore, it is recommended that the City Council receive and file this
report.
The Parks and Recreation Department is currently working on several programs, services, and
special events that will benefit the community and the residents of Rosemead.
Aquatics Division
The Aquatics Division offers a variety of classes and programs, such as aqua fit, lap swim, and
swim lessons for youth and adults. The Rosemead Aquatic Center is the home to the Rapids
Swim Team. The swim team has roughly 130 participants per month. Staff is currently working
on an employee recruitment and retention plan which will allow the department to offer more
swim lessons and recreation swim times this coming spring and summer. The division
introduced a new swim lesson class this fall that is geared towards youth ages 3 to 5 years. This
class helped bridge the gap between parent and tot classes, which is designed for children 6
months to 3 years old, and the level one class which is designed for children 6 years and older.
This class offers children ages 3 to 5 to become more confident and independent in the water and
better understand water safety.

Seniors Division
The senior division is comprised of the lunch program, bingo events, trips, clubs, and activities.
Currently, staff is utilizing self-help referral services for seniors seeking assistance with
immediate needs. Based on the updated strategic plan, staff is researching and developing a new
case management program that will offer various services to our seniors and special needs
participants. Staff is currently evaluating classes and looking to expand on current
programming.
Youth Programs
There are a variety of youth programs that are offered by the department such as afterschool
drop-in programs that are year-round, seasonal camps throughout the year, and a summer lunch
program. Staff has been working on expanding the programs and classes that are offered at the
Garvey Park Youth Center. New programs include a new playschool program and contract
classes. Staff is working on developing new special events such as a movie night, game night,
and an E -Sports tournament. The department is looking to expand programs with Garvey School
District by offering a new afterschool sports program.
Youth and Adult Sports
The Youth Sports programs currently offer a variety of leagues, clinics, and contract classes for
kids ages 3-14 years old. Sports include youth tennis and golf lessons, baseball, basketball,
volleyball, and indoor soccer.
The Adult Sports programs currently offer a 5 vs. 5 Adult Basketball League which is year-
round. Staff is currently researching the possibility of offering an adult volleyball league/clinic,
kickball league, tennis league, and pickleball league.
Special Events
The department currently offers over 15 special events throughout the year. These events range
from celebrating the 4a' of July to our Annual Christmas Tree Lighting. Staff is working to
expand our Summer Concerts series as well as adding a new spring event, "Egg-A-Pool-Looza".
Miscellaneous Programs
Anti -Hate Campaign — This campaign educates our community about the diversity of Rosemead
and denounces hate crimes. The campaign consists of lawn signs as well as an art and poetry
contest.
Youth Advisory Committee —Youth Advisory Committee will serve as ambassadors for youth and
be the liaisons between the community and City.

Youth Employment Program — This program gives opportunities for participants ages 14-17
years old to gain valuable work experience, receive hands on job training and help shape their
future towards a career. This program is funded by CDBG and applicants must meet
requirements. We currently have 3 Youth Workers in the program.
STAFF RECOMMENDATION
That the City Council receive and file this report.
FISCAL IMPACT
There is no impact to the General Fund to receive and file this report. The City Council will be
requested to make recommendations or award contracts as projects proceed through the normal
course of business.
STRATEGIC PLAN IMPACT
Several of the initiatives outlined will accomplish the policy goals and activities outlined in the
2030 Strategic Plan.
