MurakamiROSEMEAD CITY COUNCIL STAFF REPORT TO: THE HONORABLE MAYOR AND CITY COUNCIL FROM: BEN KIM, CITY MANAGER DATE: DECEMBER 13, 2022 SUBJECT: REQUEST FOR COMMEMORATIVE NAMING OF THE ROSEMEAD PUBLIC SAFETY CENTER IN HONOR OF UNDERSHERIFF TIM K. MURAKAMI SUMMARY At the October 25, 2022, City Council Meeting, Mayor Pro Tem Ly proposed to the City Council that the Rosemead Public Safety Center be renamed as the Tim K. Murakami Public Safety Center. After discussion, the City Council requested that this item be continued to the November 8, 2022, City Council Meeting for a report on Mr. Murakami's legacy and impact on the Rosemead community. This item was continued again to the December 13, 2022, City Council Meeting. Therefore, it is recommended that the City Council receive this report and provide direction on renaming the Rosemead Public Safety Center in honor of Los Angeles County Undersheriff Tim K. Murakami. Undersheriff Murakami began his law enforcement career in 1979 as a deputy at Men's Central Jail. He worked patrol at East Los Angeles station and was a member of the Gang Suppression Team. He also served at the Recruit Training Bureau in both pre-employment investigations and the Recruitment Unit. Upon promoting to Patrol Sergeant at Industry Station ("IDT") he helped implement the Asian Crime Taskforce, handling operations, intelligence, special investigations, and organized crime. Upon his promotion to Lieutenant, he remained at IDT, serving in various roles before transferring to Cerritos and then Temple Station. In July 2009, Murakami was appointed as Rosemead's first Chief of Police and oversaw the City's Public Safety Department. While as Chief of Police from 2009 through 2013, Murakami was responsible for all City public safety services, including code enforcement, community service officers, animal control, as well as administrative and crime support staff. During his tenure as Chief, the City saw significant reductions in crime, including violent crimes. He is also recognized for advancing the City's public safety programs by including law enforcement deputies assigned to the Rosemead Special Assignment Team to actively participate in community events and programs such as community AGENDA ITEM 7.A City Council Meeting December 13, 2022 Page 2 of 2 public safety meetings, the Neighborhood Watch program, and emergency preparedness activities. He also worked with LA County probation officers to provide outreach and resources for at -risk -youth. Murakami promoted to the rank of Captain in 2013 and returned to IDT, where he served as unit commander until his promotion to Assistant Sheriff of Patrol Operations in 2018. Undersheriff Murakami was promoted to his current rank in 2019, overseeing the Executive Division. STAFF RECOMMENDATION It is recommended that the City Council provide direction on renaming the Rosemead Public Safety Center in honor of Los Angeles County Undersheriff Tim K. Murakami. STRATEGIC PLAN IMPACT None. FISCAL IMPACT There is no impact to the General Fund to rename this facility. The Public Safety Center is scheduled for remodeling in the summer of 2023, and any associated costs of signage to rename the facility is included in the Fiscal Year 2022-23 Capital Improvement Program budget for this project.
