CC - Item 5J - Consolidated Disposal Services (Republic Services) Good Corporate Citizenship Programs Evaluation ResultsROSEMEAD CITY COUNCIL STAFF REPORT TO: THE HONORABLE MAYOR AND CITY COUNCIL FROM: BEN KIM, CITY MANAGER DATE: DECEMBER 13, 2022 SUBJECT: CONSOLIDATED DISPOSAL SERVICES (REPUBLIC SERVICES) GOOD CORPORATE CITIZENSHIP PROGRAMS EVALUATION RESULTS SUMMARY At the November 8, 2022, City Council, Meeting Mayor Pro Tem Steven Ly requested that staff conduct an evaluation of the Good Corporate Citizenship programs that are currently provided by Consolidated Disposal Services (Republic Services). Good Corporate Citizenship Programs are commitments that aim to support local organizations and strengthen the community. An overview of Republic Services' Good Corporate Citizenship Programs provided and their benefit to the community is detailed in this report for Calendar Years 2019 through 2022. BACKGROUND Republic Services' 10 -year agreement to provide waste hauling services to the City began on August 1, 2013 and is set expire on July 31, 2023. Republic Services has been a supporting partner in the community, participating in, volunteering for, and sponsoring many City events. Beginning in 2013, Republic Services has provided Good Corporate Citizenship Programs to the community. Summarized below is a list of programs and program benefits provided by Republic Services between the Calendar Years of 2019 through 2022. 1. Free Service for Community Events: At the request of City staff, Republic Services will provide collection containers and supplies to event locations. Unlimited and High Diversion Bulky Item and Abandoned Waste Collections: Abandoned bulky items that are reported by City staff and the public to Consolidated are collected on a continual basis. The collection of abandoned items within the public right of way is essential to public safety and efforts to maintain cleanliness. Semi -Annual Community Shred Days: Consolidated services hosts document shredding events where residents are also able to drop off e -waste and receive compost. Attendance for the events is unable to be measured as residents are not required to sign -in and Consolidated does not check for residency at the events. Compost Giveaway: Consolidated provides a compost giveaway at their semi-annual community shred days. Compost giveaways supports reduction of waste and organics collection programs. There were no other requests for compost by the community or schools. Residential Recycling Rewards Program: Gift cards are raffled on a quarterly basis to residents who participate in a recycling survey available through the City's website. The rewards program is advertised on the website, at community events, and at their local office. Disaster Response: At the direction of the city, a targeted cleanup response is provided to minimize impacts to public health and safety. Scholarship Program: Annual scholarships of $1,000 each are awarded to five Rosemead resident college bound Seniors. The judged competition requires students to write essays on an environmental theme.
