PURCHASE ORDER WITH NEXTECH SYSTEM, INC. FOR TRAFFIC
SIGNAL BATTERY BACK-UP SYSTEMS AND REPLACEMENT
BATTERIES
SUMMARY
As part of the City's Fiscal Year 2022-23 Capital Improvement Program, the City Council
approved the funding allocation to acquire and install new Traffic Signal Battery Back-up System
(BBS) and replacement of existing traffic signal back-up batteries. The purchase and installation
will be funded with the Community Power Resiliency grant received from CalOES. Staff
conducted a thorough assessment of forty-three (43) signalized intersections and discovered that
five (5) locations are without a traffic signal BBS, and thirty-three (33) locations are in need of
traffic signal battery replacements. It is recommended that the City Council approve a purchase
order with NexTech Systems, Inc. as a Sole Source Vendor for the purchase of five traffic signal
BBS and traffic signal batteries in the amount of $105,838.80.
DISCUSSION
On October 30, 2020, staff submitted a grant application to receive the Community Power
Resiliency Allocation Grant funds from the California Governor's Office of Emergency Services
(CalOES) to support City's emergency preparedness measures in response to power outages.
On March 12, 2021, the City received the Community Power Resiliency grant from CalOES in the
amount of $300,000. The grant will in part fund the installation of traffic signal BBS, replacement
of existing traffic signal back-up batteries, and would also fund the procurement of Changeable
Message Signs (CMS) which will be presented under a separate agenda item for City Council's
consideration.
Staff conducted a thorough assessment of the city's forty-three (43) signalized intersections and
discovered that five (5) locations are without a traffic signal BBS, and thirty-three (33) locations
are in need of traffic signal back-up batteries replacements. Currently, City is utilizing Clary
Corporation's (Clary) traffic signal BBS and batteries. Staff recommends to purchase and install
the Clary Traffic Signal BBS to ensure consistency in city-wide traffic signal equipment,
streamlined traffic signal operations, and reduction of future maintenance training and costs for

equipment replacement. Staff evaluated the traffic signal power back-up suppliers, and determined
that NexTech Systems, Inc. is the exclusive, contracted, representative dealer for Clary products
in the State of California. A copy of the Sole Source Vendor Letter for NexTech System, Inc. is
included in Attachment B.
STAFF RECOMMENDATION
It is recommended that the City Council authorize the City Manager to approve a Sole Source
Purchase Order with NexTech System, Inc. for the purchase of five (5) traffic signal battery back-
up systems and traffic signal batteries in amount of $105,838.80.
FINANCIAL IMPACT
The Project's approved budget consists of $300,000 in CalOES grant funds. Following the
expenditure of this purchase, the remaining budget will be used to purchase changeable message
signs. The procurement of the changeable message signs will be presented under a separate
purchase order for City Council consideration.
ENVIRONMENTAL REVIEW
The proposed action does not constitute a project under the California Environmental Quality Act
("CEQA"), and it can be seen with certainty that it will have no impact on the environment. Thus,
this matter is exempt under CEQA.
STRATEGIC PLAN IMPACT
The Project is consistent with the City of Rosemead's Strategic Plan Goal C - Infrastructure and
Facilities, which is to enhance streets, sidewalks, and public infrastructure; coordinate with
relevant utility agencies regarding safety and enhancements; and modernize facilities by expanding
the use of wireless network technology and renewable energy.
