WORKS PERMIT INSPECTION SERVICES
SUMMARY
On September 7, 2021, the City Council approved a one-year extension to the professional services
agreement (Agreement) with Transtech Engineers, Inc. ("Transtech") in the amount of
$342,420.00 to provide City Engineering, Traffic Engineering and General Engineering services.
Transtech's Agreement expires on February 18, 2023. Staff has requested Transtech to submit a
proposal to amend their Agreement for approximately 16 months to align with the start/end of the
City's fiscal year (June 30, 2024). Transtech's proposal includes an hourly rate fee schedule
increase of 2.76% compared to their 2021/22 fee schedule. This fee increase is reasonable and well
below the annual Consumer Price Index (CPI) increase of approximately 7%. Furthermore, due to
the City's recent addition of a full-time City Engineer, the scope of services is proposed to be
amended to reduce and reclassify City Engineering services to Engineering Support services and
increase Traffic Engineering services to address the City's backlog of traffic analyses related to
Traffic Commission items and community requests.
The Engineering Division of the Public Works Department is responsible for the Capital
Improvement Program (CIP) management, contract administration, public works
permits/inspections, various Commission support including Planning Commission and Traffic
Commission tasks, plan check, map review, NPDES permit compliance support, and other day-to-
day engineering related tasks.
Since 2020, Transtech has provided three key engineering services to the Public Works
Department including Public Works Inspections, Traffic Engineering, and City Engineer/CIP
Program Oversight. Due to the addition of a full-time City Engineer, hired in 2022, the City
Engineer/CIP Program Oversight services is proposed to be reclassified to Engineering Support
Services and the total task budget reduced from 25 hours per week to 14 hours per week.

that requires a licensed professional land surveyor, grant funding administration, and tasked based
CIP project delivery support. In addition, Transtech has been providing Public Works inspections
for external stakeholder projects and staff proposes to maintain inspection services with no change
to hours (20 hours per week) or scope. Furthermore, the Traffic Engineering services include traffic
analysis support and preparation of traffic studies and reports to facilitate Traffic Commission
meetings. The hours for Traffic Engineering services is proposed to be increased from
approximately 8 hours per week to 12 hours per week to address the City's backlog of traffic
studies related to Traffic Commission items and community traffic requests. Transtech's proposal
including fee schedule and hours is included in Attachment A.
Currently Transtech is providing support on key projects and engineering tasks, amending
Transtech's contract will provide continuity for these projects and ensure the City continues to
deliver high quality engineering services and CIP projects in a timely manner. In addition,
Transtech has extensive experience and knowledge with local and regional agencies. Transtech
provides similar services to over 60 agencies throughout Southern California including
Rosemead's neighboring cities. Based on this experience, Transtech has in-depth knowledge of
regional initiatives that impact the City and can effectively collaborate with regional agencies
including LA Metro, Caltrans, SGVCOG and SCAG. Their hands-on experience with these
agencies will support the City's compliance with applicable funding program requirements and
regional initiatives.
As requested by Public Works staff, Transtech submitted a proposal to amend their current
Agreement to extend the term from February 18, 2023, to June 30, 2024, to align with the City's
fiscal year in a not -to -exceed amount of $431,200. Staff conducted a thorough analysis of the fee
and the fee reflects an hourly rate fee schedule increase of 2.76% compared to their 2021/22 fee
schedule. This fee increase is reasonable and well below the annual CPI increase of approximately
7%.
STAFF RECOMMENDATION
It is recommended that the City Council authorize the City Manager to execute the First
Amendment to the professional services agreement with Transtech Engineers, Inc. for engineering
services to extend the agreement term from February 18, 2023, to June 30, 2024, in a not -to -exceed
amount of $431,200.
FINANCIAL IMPACT
The costs associated with the First Amendment through June 30, 2023, has been approved in the
FY 2022-23 budget. The remaining cost of the contract through the end of the proposed term will
be included in the proposed FY 23-24 budget.
ENVIRONMENTAL REVIEW
The proposed plan is not defined as a project under the California Environmental Quality Act
(CEQA)• therefore the proposed plan is not subject to CEQA.

G. REQUESTED SERVICES
The City is seeking a qualified firm to provide the following services:
Engineering Support Services
• Provide a public works inspector presence at City Hall and within the City as necessary
to adequately inspect ongoing work in the public right- of -way and address issues as
they arise.
• Provide review of projects submitted under the Subdivision Map Act and related
provisions of the City's Municipal Code. This includes but may not be limited to tentative
and final maps, lot mergers, lot line adjustments, certificates of compliance,
dedications, vacations and easements. Services will include but may not be limited to
the following:
o Reviewing applications, maps, legal descriptions, deeds, and related documents.
o Providing redline documents and writing corrections.
o Writing conditions of approval to be imposed on tentative maps.
• Provide design and project construction and contract management services for
public works projects and other select capital improvement projects to be determined.
Services will include but may not be limited to the following:
o Prepare project plans, bid specifications, and Notice Inviting Bids.
o Conduct pre-bid meetings.
o Respond to inquiries and prepare addendums to bid specifications as needed.
o Conduct bid opening and bid analysis.
o Prepare staff reports and other documents as may needed for contract approval.
o Direct and supervise contractor work.
o Monitor labor compliance.
o Prepare contract change orders.
o Review project invoices for accuracy and contract compliance.
o Prepare staff reports and other documents as maybe needed for project
acceptance.
o When applicable, work with City's grant administrator on grant -funded projects to
prepare additional paperwork as necessary for grant compliance.
• Advise City Staff as to grants or other funding available for public works projects and,
when so directed, initiate and prepare applications for such funding or grants.
• Coordinate, consult, and provide input to other departments and agencies as may be
required.
• Prepare, implement, and enforce policies and procedures.
• In the event of a local, regional, or national emergency or disaster, provide
engineering and public works plan review and inspection services as additional work
as required to appropriately respond to the emergency, including after regular
business hours.

Provide traffic engineering services, including but not limited to the following:
• Review and provide comments on proposed development projects pertaining to
traffic issues including but not limited to traffic impacts, site access and circulation, and

This FIRST AMENDMENT ("Amendment") is made and entered into this _day
of , 20_ ("Effective Date"), by and between the City of Rosemead, a
municipal organization, organized under the laws of the State of California with its
principal place of business at 8838 East Valley Blvd., Rosemead, California 91770 ("City")
and Transtech Engineers, Inc., a limited liability corporation with its principal place of
business at 13367 Benson Avenue, Chino, CA 91710 ("Contractor"). City and Contractor
are sometimes individually referred to herein as "Party" and collectively as "Parties."
WHEREAS, City and Contractor entered into an agreement on February 18, 2020,
for City Engineering, Traffic Engineering. and General Engineering Services (the
"Agreement"); and
WHEREAS, this Agreement is set to expire on February 18, 2023 ;
and
WHEREAS, the City and the Contractor may mutually agree to extend the term of
this Agreement for approximately Sixteen months.
NOW, THEREFORE, the Parties agree as follows:
SECTION 1. Section 3 " Terms " shall be amended to read:
3.1.2 Term. The term of this Agreement shall be extended for an additional
sixteen months term from February 18, 2023, to June 30, 2024, at the sole
and absolute discretion of the City, unless earlier terminated as provided
herein. Consultant shall complete the Services within the term of this
Agreement and shall meet any other established schedules and deadlines.
3.3.1 Compensation: Consultant shall receive compensation, including
authorized reimbursements, for all Services rendered under this Agreement
and shall not exceed Four Hundred Thirty -One Thousand and Two Hundred
Dollars ($431,200.00) from the Agreement date and in accordance with
consultant's proposal dated January 19, 2023. Consultant's proposal is
hereby incorporated and found in Exhibit "A". Extra Work may be authorized
in writing, as described below, and will be compensated at the rates and
manner set forth in this Agreement.
SECTION 2. All other terms, conditions, and provisions of the original agreement not in
conflict with this addendum, shall remain in full force and effect.
SECTION 3. The City Clerk shall certify to the adoption of this Addendum and hereafter
the same shall be in full force and effect.
IN WITNESS WHEREOF, City and Contractor have caused this Agreement to be executed
by their duly authorized representatives as of the day and year first above written.
