SUBJECT: CREATION OF A HOMELESSNESS SUBCOMMITTEE AND
APPOINTMENTS
SUMMARY
At the February 14, 2023, City Council Meeting, the City Council directed staff to bring back an
agenda item to form a Homelessness Subcommittee consisting of two City Council Members, a
member of the Public Safety Commission, Planning Commission, and a member of the Rosemead
community.
Staff contacted members from the Public Safety Commission and Planning Commission. Public
Safety Commissioners Fonseca and Garcia expressed interest in joining the Homelessness
Subcommittee. Planning Commissioners Ung, Escobar, Berry, and Tang also expressed interest in
participating.
Additionally, at the February 14, 2023, City Council Meeting, the City Council discussed
appointing Teresa Eilers, Rosemead resident, who has experience in homelessness issues and had
previously expressed interest in joining the City's Planning Commission. Staff contacted Ms.
Eilers and she stated that she is interested in serving on the Homelessness Subcommittee.
STAFF RECOMMENDATION
It is recommended that the City Council:
1. Create a Homelessness Subcommittee; and
2. Appoint two City Council Members, a member of the Public Safety Commission, a
member of the Planning Commission, and a member of the Rosemead community.

Hi Mike,
Thank you for the phone call earlier today about Rosemead's new Homelessness Subcommittee - I am honored to be
considered to join this very important subcommittee.
Below find information to include at next week's council meeting about my appointment. I'd be happy to turn this
into an attachment if that makes it easier for you to place into the agenda packet:
Dear Council,
It's an honor to be considered to join Rosemead's Homelessness Subcommittee. Thank you Councilmember Armenta
for the recommendation. Unfortunately I am unable to join this council meeting. But, I wanted to share some
information about myself as you form this Subcommittee.
I have over ten years of public policy and political experience throughout LA County. For two years, I worked as a
public affairs consultant for the United Way of Greater Los Angeles and for two years I also worked as a public affairs
consultant for Union Station Homeless Services (SPA 3's lead homeless service provider). As a result of this work, I
am well -versed in the homeless service infrastructure that exists within the SGV and LA County and am familiar with
what other cities throughout the region are doing to address homelessness.
For the past 7 years I have also worked on political campaigns throughout the region and most recently served as
Sheriff Robert Luna's campaign manager. As a result of my political experience, I am familiar with the different
interests and positions that come up while working together to tackle complicated issues and am a proponent of
building working relationships.
I am aware that the Council is debating whether to include affordable housing within the Homelessness
Subcommittee. I encourage the Council to not create a separate Affordable Housing Subcommittee, but rather to
incorporate it into the Homelessness Subcommittee. Affordable housing and homelessness are intrinsically
connected. At the end of the day, jobs, mental health care, or substance abuse treatment help, but do not solve
homelessness. In order to get someone off of the street, you need a home. There are many federal, state, county,
and private opportunities to utilize to build affordable housing. And I look forward to working with you all and the
city to help created these solutions.
