SPECIAL MEETING
MAY 9, 2023
The special meeting of the Rosemead City Council was called to order by Mayor Dang at 5:31 p.m.,
in the Rosemead City Council Chamber located at 8838 East Valley Boulevard, Rosemead,
California.
PRESENT: Mayor Dang, Council Members Armenta, Clark, and Low
ABSENT: Mayor Pro Tem Ly
STAFF PRESENT: City Manager Kim, City Attorney Richman, and City Clerk Hernandez
1. CLOSED SESSION
A. PUBLIC EMPLOYEE PERFORMANCE EVALUATION
Government Code Section: 54957
Title: City Manager
B. CONFERENCE WITH LABOR NEGOTIATORS — Pursuant to Government
Code Section 54957.6:
AGENCY DESIGNATED ORGANIZATION: City Manager Kim, Assistant City
Manager Bruckner, Finance Director Chua; and Katy Suttorp from Burke, Williams
and Sorensen, LLP
EMPLOYEE ORGANIZATION: Rosemead Employee Association
City Attorney? Richman stated the City Council would go into Closed Session to discuss two items
and report on any reportable action.
Mayor Dang recessed to Closed Session at 5:32 p.m. and reconvened back at 7:42 p.m.
City Attorney Richman reported the City Council took the following action in Closed Session for
the Public Employee Performance Evaluation:
ACTION: Moved by Council Member Low and seconded by Council Member Armenta to give a
5 rating that substantially exceeds expectations, for the City Manager's evaluation, which grants a
five percent salary increase. The motion was carried out by the following vote: AYES: Armenta,
Clark, Dang, and Low, NOES: None, ABSENT: LY.

2. ADJOURNMENT
Mayor Dang adjourned the special meeting at 7:42 p.m. The next regular meeting was held
on May 9, 2023 at 7:43 p.m. in the Rosemead City Hall Council Chamber.
