CC - Item 4N - Appointment of the Youth Advisory CommitteeROSEMEAD CITY COUNCIL STAFF REPORT TO: THE HONORABLE MAYOR AND CITY COUNCIL FROM: BEN KIM, CITY MANAGER DATE: JUNE 13, 2023 SUBJECT: APPOINTMENT OF THE YOUTH ADVISORY COMMITTEE SUMMARY The City has continued to solicit applications for the Youth Advisory Committee, which will advise the City Council on matters pertaining to youth. The Youth Advisory Committee is overseen by the Parks and Recreation Department and will submit an annual update to the City Council. Staff recommends that the City Council appoint the candidates that are listed in this report. At the September 27, 2022 meeting, the City Council approved that the reestablished Youth Advisory Committee would be responsible for the following: • Advising City Council on matters pertaining to youth, • Promoting efforts that improve the welfare of Rosemead youth, • Educating the community regarding youth -related issues, and • Educating Rosemead youth and their families about available services, resources, and programs. At the February 28, 2023 meeting, the City Council appointed four applicants to the Youth Advisory Committee. These appointees represent Rosemead High School and San Gabriel High School. All exemplified great qualities that will benefit the Youth Advisory Committee and the City of Rosemead. Unfortunately, one of the members notified staff that he had moved out of the City of Rosemead and would no longer be able to serve on the Committee. The Department continues to recruit for the vacant positions on the Committee and has successfully identified two additional applicants for your consideration. Katelynn Kim Katelynn is currently a junior at Rosemead High School. Katelynn believes that one area the Advisory Committee could address is teen mental health. She has witnessed her friends and peers becoming overwhelmed by deadlines, extracurricular activities, and even personal matters. AGENDA ITEM 4.N City Council Meeting June 13, 2023 Page 2 of 2 She believes that improving mental health at adolescence is crucial for creating a thriving future. She would also like to advocate for youth to use their voices and be confident in speaking up on matters that pertain to them. She would like to host a public speaking lecture to encourage youth to speak their minds and take action to bring about necessary changes. Ryan Cheung Ryan is currently a senior at Rosemead High School. He is interested in helping the youth in the community be aware of their mental health by providing educational opportunities. He also wants to address issues such as youth crime, gang violence and bullying in our schools. STAFF RECOMMENDATION Staff recommends that the City Council approve the appointments of Katelynn Kim and Ryan Cheung to the Youth Advisory Committee. FISCAL IMPACT Only staff costs are anticipated in association with Youth Advisory Committee activities. These will be absorbed within the current Parks and Recreation Department Budget. STRATEGIC PLAN IMPACT The project is consistent with the Strategic Plan's Goal B of Responsive and Inclusive City, included under step 2 Actions, as a guiding principle for continuing to provide quality services that are inclusive and responsive to meet the challenging needs of the diverse community.
