AGREEMENT WITH TRANSTECH ENGINEERS FOR PUBLIC WORKS
OVERSIGHT
SUMMARY
On May 4, 2023, the City entered into a six-month agreement with Transtech Engineers for
public works in-house support due to staff vacancies in the Public Works Department. Staff is
requesting an increase in the compensation authority from $30,000 to $65,000 (additional
$35,000) to assist the Public Works Department during the staff recruitment period.
DISCUSSION
In May 2023, the Public Works Department lost two staff positions: Mr. Michael Chung
accepted the Senior Director position with Metro, and Mr. Eddie Chan accepted the Director of
Engineering position with the City of Irwindale. To ensure continued Public Works operational
functions, the City entered into a six-month agreement with a $30,000 compensation authority
with Transtech Engineers to provide public works in-house support services during the
recruitment period. Based on an average of 24 service hours per week, it is anticipated that the
original $30,000 compensation authority will be exhausted in the latter part of June.
The City's new Director of Public Works is scheduled to start (as of writing this report) on June
26, 2023. The City Engineer position remains unfilled. In order to aid the new Director of
Public Works and ensure ongoing Department operations, Staff is requesting Council approval to
increase the compensation authority from $30,000 to $65,000 (an additional $35,000).
STAFF RECOMMENDATION
It is recommended that the City Council:
Authorize First Amendment with Transtech Engineers, Inc. increasing the compensation
authority from $30,000 to $65,000.

2. Find that the Project is exempt from CEQA review pursuant to Section 15061(b)(3) of the
California Environmental Quality Act (CEQA) Guidelines.
FISCAL IMPACT
The additional cost of the agreement will be absorbed by the Public Works budget for fiscal year
2023-24 as a result of salary and benefits savings from vacancies.
STRATEGIC PLAN IMPACT
This item is consistent with the City's 2030 Strategic Plan Goal A — Safety, which focuses on
enhancing public safety by providing safe access to public facilities, expanding neighborhood
safety programs, and improving quality of life.
PUBLIC NOTICE PROCESS
This item has been noticed through the regular agenda notification process.

FIRST AMENDMENT
TO PROFESSIONAL SERVICES AGREEMENT
BY AND BETWEEN
CITY OF ROSEMEAD
AND
TRANSTECH ENGINEERS, INC.
This FIRST AMENDMENT ("Amendment") is made and entered into this 27th day of
June, 2023 ("Effective Date"), by and between the City of Rosemead, a municipal
organization, organized under the laws of the State of California with its principal place of
business at 8838 East Valley Blvd., Rosemead, California 91770 ("City") and Transtech
Engineers, Inc. with its principal place of business at 13367 Benson Avenue, Chino CA 91710
("Contractor"). City and Contractor are sometimes individually referred to herein as "Party'
and collectively as "Parties."
WHEREAS, City and Consultant entered into an agreement on May 4, 2023, to provide
Public Works oversight services to the City ("Project").
WHEREAS, City and Consultant desire to increase the compensation by Thirty Five
Thousand Dollars ($35,000) to a not exceed amount of Sixty Five Thousand Dollars ($65,000);
NOW, THEREFORE, the Parties agree as follows:
SECTION 1. Section 3.3.1, "Compensation" shall be revised as follows:
3.3.1 Compensation: Consultant shall receive compensation, including
authorized reimbursement, for all Services rendered under this Agreement
and shall not exceed Sixty Five Thousand Dollars ($65,000) and in
accordance with consultant's proposal dated May 3, 2023. Consultant's
proposal is hereby incorporated and found in Exhibit A. Extra Work may be
authorized in writing, as described below, and will be compensated at the
rates and manner set forth in this Agreement.
SECTION 2. All other terms, condition, and provisions of the Original Agreement not in
conflict with this Addendum, shall remain in full force and effect.
SECTION 3. The City Clerk shall certify to the adoption of this First Amendment and
hereafter the same shall be in full force and effect.
IN WITNESS WHEREOF, City and Contractor have caused this Agreement to be executed
by their duly authorized representatives as of the day and year first above written.
