The individual was staying at the Royale Inn Motel. Due to prior arrests and contacts, the individual is known to currently be on probation. A probation compliance check was conducted. A sawed-off shotgun was recovered from the individual and furthermore, he had outstanding felony warrant for his arrest. SAO Deputies charged the individual for several felony charges. OPERATIONS 6-7-2023 / RD 0530-0536 SAO Deputies assisted the narcotics team with serving a search warrant in the city of Rosemead. Several individuals were arrested for narcotic related charges. OTHER 6-07-2023 / RD 0530 SAO Deputies assisted the School Resource Deputy with providing security for the Rosemead High School graduation. 6-08-2023 - 6-14-2023 / RD 0533 SAO Deputies dedicated several hours a day in distributing flyers in the reporting district of 0533. During the distribution, SAO Deputies met with residents and engaged conversations where residents voiced out any concerns. 6-09-2023 / RD 0534 SAO Deputies attended a town hall meeting in the Garvey Community Center. 6-10-2023 / RD 0531 SAO Deputies attended a candlelight vigil at Rosemead city hall. 6-13-2023 / RD 0533 SAO Deputies attended a business watch meeting at the Rosemead Substation. 6-12-2023 – 6-14-2023 SAO Deputies participated in the “Police and Fire games” in San Diego representing the Los Angeles County Sheriff’s Department Men’s soccer team. ROSEMEAD SAO WEEK IN REVIEW June 15, 2023 – June 21, 2023 STATISTICAL highlights THIS WEEK ARRESTS FELONY 3 MISDEMEANOR 5 TOTALS 7 LAST WEEK ARRESTS FELONY 2 MISDEMEANOR 8 TOTALS 10 NOTEWORTHY ARRESTS 6-20-2023 /RD 0534 Utilizing departmental resources, SAO Deputies observed a stolen vehicle driving in the city of Rosemead. SAO Deputies conducted a felony traffic stop and detained the suspect. After the investigation, SAO Deputies arrested the suspect for driving a stolen vehicle. 6-21-2023 /RD 0533 While conducting a patrol check of the motels in the city of Rosemead, SAO Deputies recognized an individual to be a local gang member from the city of Rosemead. The individual was staying at the Royale Inn Motel. Due to prior arrests and contacts, the individual is known to currently be on probation. A probation compliance check was conducted. Several live ammunition rounds were recovered. The suspect was arrested for violating the terms of his probation and for possessing live ammunition rounds as a convicted felon. 6-21-2023 /RD 0531 SAO Deputies followed up on an incident report of a vandalism (Graffiti). Utilizing departmental resources, SAO Deputies were able to locate and identify the vehicle used during the crime. Furthermore, SAO Deputies identified the suspect who committed the crime to be a local gang member. SAO Deputies located the vehicle and arrested the suspect for felony vandalism and graffiti tools. The victim (resident of the city of Rosemead) of the vandalism was pleased and very excited to know the suspect was apprehended. OTHER ARREST 6-19-2023 /RD 0533 During a patrol check of Pine Street, between Garvey and Graves, SAO Deputies noticed several transients congregating in a picnic area of “Jay Park.” Due to recent resident complaints, SAO Deputies contacted 7 transients. After contacting the transients, SAO Deputies noticed several open bottles of alcoholic beverages. After a brief investigation, it was determined two transients were drinking in public and were arrested (23-06470-0532-198). 6-21-2023 /RD 0536 SAO Deputies conducted a patrol check of the local business of 3600 Rosemead. SAO Deputies noticed a suspicious transient standing by “T-Mobile.” After contacting the transient, they discovered he was on probation for assault with a deadly weapon. In addition, the transient was WANTED and had an outstanding “NO-Bail” felony warrant for his arrest. The suspect was taken into custody for his outstanding warrant. OPERATIONS 6-14-2023 / RD 0530-0536 SAO Deputies assisted Code Enforcement conducting a homeless outreach operation, where services and information were provided for the homeless residents in the city of Rosemead. BUSINESS OUTREACH 6-21-2023 / RD 0536 While patrolling 3600 Rosemead Bl, SAO Deputies noticed several suspicious persons enter “ULTA.” SAO Deputies contacted the manager via cellular phone and alerted the employees that suspicious people had just entered the store. The SAO deputy on scene requested additional units to her location. SAO Deputies immediately entered the store. The suspicious persons saw the presence of deputies and all three left the store. No crimes were committed. Stephanie (ULTA shift manager on duty) expressed her gratitude. OTHER 6-15-2023 / RD 0533 SAO Deputies participated in the monthly “Area Watch Meeting” for the reporting district of 0533. During the meeting, SAO Deputies went over current crime trends happening in the reporting district of 0533. The residents and business owners of the reporting district voiced their concerns as SAO Deputies provided helpful tips and advice to deter crimes. 6-21-2023 SAO Deputy had court for a stolen vehicle incident that occurred in the city of Rosemead. The suspect is facing two strikes and possibly twenty plus years in prison for the incident that occurred. The case was trailed to a later date. 6-21-2023 SAO Deputy had court for a assault with a firearm incident that occurred in the city of Rosemead. The court was postponed for a later date. ROSEMEAD SAO WEEK IN REVIEW June 22, 2023 – June 28, 2023 STATISTICAL highlights THIS WEEK ARRESTS FELONY 3 MISDEMEANOR 4 TOTALS 7 LAST WEEK ARRESTS FELONY 3 MISDEMEANOR 5 TOTALS 8 NOTEWORTHY ARRESTS 6-27-2023 /RD 0534 SAO Deputies assisted Homicide Bureau on arresting a murder suspect who was residing in the city of Rosemead. 6-28-2023/RD 0536 While conducting a patrol check at the Target business parking lot in the city of Rosemead, SAO Deputies observed an embezzled parked vehicle. The vehicle was reported stolen by a local business owner. SAO Deputies contacted and detained the individual inside the vehicle. The suspect was arrested for embezzlement. OPERATIONS 6-22-2023 / RD 0530-0536 SAO Deputies assisted TRAP in an operation by citing 15 vehicles for CVC traffic violations and arresting 1 for a vehicle misdemeanor offense in the city of Rosemead. 6-26-2023 / RD 0533 SAO Deputies assisted Homicide Bureau with serving a search warrant in the city of Rosemead. The warrant was served at a suspected murder’s residence. The purpose of the warrant was to discover further physical evidence to assist with the prosecution of the case. Rosemead SAO Deputies located and recovered two high caliber assault weapons (AK-47 & AR-15) with high- capacity magazines. Homicide detectives additionally charged the murder suspect with being in possession of illegal weapons. 6-27-2023 / RD 0533 Rosemead SAO Deputies met with code enforcement officers in order to partner for the Homeless Outreach Operation on 6-28-2023. Rosemead Code Enforcement discussed some of the most frequent resident complaints (business and transients) and provided a list. This list was in cooperated into the planning of the homeless outreach operation. 6-28-2023 / RD 0530-0536 With the assistance of the South El Monte SAO team, the Homeless Outreach Services Team, the Rosemead Code Enforcement, and The Los Angeles Centers for Alcohol and Drug Abuse (LACADA), The Rosemead SAO Deputies conducted a homeless outreach operation in the city of Rosemead. The outreach focused on providing services and resources to homeless residents in the city Rosemead. Twelve individuals experiencing homelessness were contacted with each encounter thoroughly documented. Every person contacted was offered Los Angeles County Services such as: mental health and medical assistance, housing, drug abuse, DMV services and children services. As a result of the operation, the following actions were taken: Person #1 accepted LACADA services and was relocated and provided food services through a food bank. Four suspects were arrested (four open charges). Suspect #1 was arrested for trespassing. (923-06818-0534-185) Suspect #2 was wanted for trespassing and additionally charged with being in possession of cocaine. (923-06818-0534-185) Suspect #4 was wanted for possession of drug paraphernalia and unauthorized possession of a shopping cart (923-06820-0534-399). Suspect #4 was arrested for being in possession of an embezzled vehicle (923-03823-0536-330). The person who accepted services from LACADA was a known transient who often created disturbances at businesses north of Valley Boulevard, in the city of Rosemead. BUSINESS OUTREACH 6-22-2023 / RD 0536 Rosemead SAO Deputies responded to 9143 Valley Boulevard in order to contact the business owner (Dr. Son Le) and property manager (David Doan). The meeting was to address Dr. Le’s and Mr. David Doan’s transient issues. During the meeting, SAO Deputies inspected the property in order address security issues understand the layout of the property. Rosemead SAO Deputies further informed Dr. Le of SAO responsibilities and provided him with direct contact to the SAO team. Rosemead SAO Deputies assisted with “Letter of Agency.” Dr. Le and David Doan provided information of a transient who consistently trespasses on his property. SAO Deputy immediately identified the person (Kris Lattinville) as a local transient. ➢ NOTEWORTHY: On 06-28-2023, during a Homeless Outreach Operation, Rosemead SAO Deputies located and provided “Kris Lattinville” with LACADA services and was relocated to another city. 6-28-2023 / RD 0530-0536 Prior to conducting a Homeless Outreach on 6-28-2023, contacted the following local businesses in the city of Rosemead to inform them of our core mission and encourage them to report any suspicious activity or people. The communication with our community and local business ensures we maintain transparency and further displays our commitment to the safety of our city. CALLS FOR SERVICE 6-22-2023 / RD 0532 SAO Deputies responded to a robbery in progress call for service at “7-11” (7400 Garvey Ave). Due to a quick response, the SAO Deputies observed the suspect running on the street and was immediately detained pending further investigation. 6-27-2023 / RD 0533 While patrolling Rosemead, SAO Deputies responded to house fire on Walnut Grove. SAO Deputies were first to arrive and assisted resident. SAO Deputies ensure the fire was maintained and assisted patrol with hosing down the fire until the fire department was able to distinguish the fire. Fire Captain stated that the fire would have spread and cause serious damage if it was not for the action of the SAO Deputies. 6-27-2023 / RD 0533 Rosemead SAO Deputies were first to respond and arrived to a “Gun Shot Victim Call.” The Rosemead SAO Deputies created a canvass team to attempt to locate additional victims and physical evidence such as casings. After the investigation and consultation with Rosemead SAO Deputies, the investigator determined the person was not shot. The investigator discovered the victim sustained a self-inflicted wound and was placed on a 5150 hold due to being a danger to himself. OTHER 6-29-2023 SAO Deputy had court for a assault with a firearm incident that occurred in the city of Rosemead. ROSEMEAD SAO WEEK IN REVIEW June 29, 2023 – July 5th, 2023 STATISTICAL highlights THIS WEEK ARRESTS FELONY 1 MISDEMEANOR 0 TOTALS 1 LAST WEEK ARRESTS FELONY 3 MISDEMEANOR 4 TOTALS 7 NOTEWORTHY ARRESTS 6-29-2023 /RD 0533 SAO Deputies conducted a patrol check at the “Friendly Inn” motel located at 2618 San Gabriel Boulevard. SAO Deputies observed a male Hispanic adult startled upon eye contact with the deputies and immediately began to run away from deputy personnel. SAO Deputies communicated with other SAO Deputies via radio and gave a description and location of travel of the fleeing individual. SAO Deputies apprehended the individual. After further investigation, the individual had an outstanding “no bail” warrant. The individual was also identified as a local gang member who is on probation for burglary. The suspect was ultimately arrested. OPERATIONS 7-04-2023 / RD 0530 SAO Deputies provided security and ensured the safety to all residents attending the Fourth of July Parade and Carnival events. During the events, SAO Deputies communicated with the residents of Rosemead, took several pictures and participated in sports activities throughout the day. During the Carnival, several minors got lost, however SAO Deputies were quick in finding the minors and reuniting them with their guardians. BUSINESS OUTREACH 6-29-2023 / RD 0532 Rosemead SAO Deputies contacted the shift manager (Ms. Fang Su) of “GW Supermarket” and informed her of Rosemead SAO Deputies services. Rosemead SAO Deputy provided direct contact of information. 6-30-2023 / RD 0533 Rosemead SAO Deputies were contacted directly from “Kids Klub San Gabriel/ Rosemead” staff regarding transient concerns in front of their school. Rosemead SAO Deputies responded and contacted staff to address their concerns. Rosemead SAO Deputies also partnered with the Kids Klub Coordinator/ Supervisor (Ms. Alexandra Rodriguez) for future Law Enforcement presentation to staff and kids. 6-30-2023 / RD 0531 Rosemead SAO Deputies responded to 9143 Valley Boulevard per property Manager (Mr. David Doan). The meeting was to thank Rosemead SAO Deputies and their constant communication and quick response. CALLS FOR SERVICE 6-29-2023 / RD 0532 Rosemead SAO Deputies responded to numerous patrol calls and took the lead on many of the investigations. Such a: ➢ Petty theft of a stolen packages, person trespassing into property after eviction and traffic collisions. 6-29-2023 / RD 0532 Rosemead SAO Deputies assisted with a medical emergency regarding a “baby not breathing” call. Subsequently, the child was able to breath and taken to a local hospital. OTHER 6-30-2023 / RD 0532 While conducting a patrol check, Rosemead SAO Deputies questioned three individuals asking for donation on the intersection of Garvey Avenue and San Gabriel Avenue. There is an increase of fraudulent crimes that include theft by false pretenses and panhandling. Rosemead SAO Deputies will partner with Code Enforcement to issue an administrative citation. ROSEMEAD SAO WEEK IN REVIEW July 6th, 2023 – July 12th, 2023 STATISTICAL highlights THIS WEEK ARRESTS FELONY 3 MISDEMEANOR 6 TOTALS 9 LAST WEEK ARRESTS FELONY 1 MISDEMEANOR 0 TOTALS 1 NOTEWORTHY ARRESTS 7-06-2023 /RD 0531 SAO Deputies conducted a patrol check at the “Best Inn” motel located at 8714 Valley Boulevard. SAO Deputies observed a vehicle from a wanted bulletin. The vehicle was used in a kidnapping incident that occurred in a nearby city. SAO Deputies contacted and detained the driver of the vehicle. After investigation, the driver of the vehicle was a named suspect for a kidnapping incident. Furthermore, the driver of the vehicle possessed an illegal firearm on his waistband and the vehicle was reported stolen. The suspect was identified as a local gang member. The suspect was ultimately arrested for several felony charges. 7-12-2023/ RD 0532 SAO Deputies conducted a patrol check at the local businesses on Garvey Avenue that have a Letter of Agency (LOA) on file with Temple Sheriff Station. SAO Deputies contacted several individuals who were trespassing/loitering/drinking in public. Several individuals were arrested and cited with the authority of the LOA. 7-12-2023 /RD 0532 SAO Deputies observed a vehicle driving erratically on Garvey Avenue and Del Mar Avenue in the city of Rosemead. SAO Deputies conducted traffic stop for CVC violations. Upon investigation, SAO Deputies observed an open alcoholic beverage in the center console of the vehicle. All occupants of the vehicle were arrested, and the vehicle was towed. Furthermore, the driver of the vehicle had an outstanding felony warrant for his arrest. OPERATIONS 7-12-2023 / RD 0530-0536 SAO Deputies assisted Code Enforcement with a homeless outreach operation. Over ten homeless residents in the city of Rosemead were contacted and given resources by LA CADA. During a routine check of the parking lot, a Rosemead SAO deputy contacted a male White Adult known to be a known narcotics user with a long history of burglaries and grand theft vehicles in addition to multiple arrests for narcotics. SAO deputy arrested the individual for possession of a controlled substance, possession of drug paraphernalia and an outstanding warrant for trespassing. OPERATIONS 7-17-2023 SAO deputies assisted Los Angeles County Sheriff’s Department Human Trafficking Unit with a compliance check of a massage parlor in Unincorporated Pasadena. The purpose of this detail was to conduct an undercover operation of the above business. The above business has unconfirmed commercial ties to other massage parlors in the city of Rosemead. The location is suspected to be an internet-based commercial sex review/board website that provides massage services including commercial sex services. At the conclusion of the operation no violations were observed at this time. 7-19-2023 /RD 0530-0536 Rosemead SAO deputies in conjunction with Rosemead Code Enforcement and Human Trafficking Unit conducted an operation to check 5 Massage Parlor locations for signs of illegal sex trafficking activities. CALLS FOR SERVICE 7-14-2023 /RD 0530-0535 Due to a large volume of “priority” calls, SAO Deputies assisted the Rosemead field units and responded to calls for service that included; assault with a deadly weapon, a person in public in possession of a firearm, thefts and other crimes in progress. OTHER 7-13-2023 /RD 0532 SAO deputies conducted a patrol check of Garvey Park (7933 Emerson Place, Rosemead) regarding homeless camping within the project fencing at the Garvey Park snack shack. SAO deputies located and contacted homeless residents at the park. Both declined homeless assistance for housing. While at the park, SAO deputies interacted with Rosemead residents and took pictures at their request. 7-14-2023 /RD 0534 SAO Deputies provided high visibility and security at the “Concerts in the Park” at Jess Gonzalez Sports Complex, furthering the community oriented policing approach. 7-18-2023 SAO Deputy was subpoenaed to El Monte Court regarding a case where a suspect was driving a vehicle without the owner's consent. The suspect was held to answer and was sentenced to two years in state prison. The call stated a male Hispanic adult was seen breaking into an Amazon vehicle and took several items. SAO deputies were first to respond and detained two individuals near the location of the crime. Upon further investigation, SAO deputies obtained video surveillance footage of the incident and positively identified the suspect. The suspect was arrested for burglary and the stolen items were recovered. The suspect is a local gang member in the city of Rosemead. 7-20-2023 /RD 0530 An SAO Deputy assisted Temple Station Traffic Detectives in locating and arresting an individual that was involved in a hit and run which resulted in the death of a pedestrian. The Rosemead SAO Deputy located the vehicle and suspect (resident of Rosemead) in the 4400 block of Rosemead Boulevard. The suspect was arrested for felony hit and run: causing serious bodily injury or death. 7-21-2023 /RD 0531 A Rosemead SAO Deputy received a call for service of a neighbor disturbance. Through the initial part of the investigation, it was determined a crime of criminal threats occurred (422(a) PC) and the night prior, the neighbor (the suspect) was seen on video surveillance with a sledgehammer and a rifle. The Rosemead SAO Deputy along with assisting Deputy personnel took the suspect into custody, without incident, and arrested him for 422(a) PC. The suspect also had an outstanding felony warrant out of Orange County for possession of an unregistered firearm. Temple Station Detectives were called out the same day and served a search warrant of the suspect's residence to locate the rifle. The Rosemead SAO Deputy assisted Temple Station Detectives with the search warrant and recovered an un-serialized rifle with multiple magazines and ammunition 7-21-2023 /RD 0532 A Rosemead SAO Deputy was conducting a patrol check of the 8400 block of Garvey Avenue when his Advanced Surveillance and Protection (A.S.A.P.) license plate readers affixed to his patrol vehicle, alerted him of the vehicle in front of him being stolen. A check of the vehicle's license plate revealed the vehicle was a confirmed stolen vehicle. A felony traffic stop was conducted, and the female suspect was taken into custody without incident. The suspect was arrested for driving a vehicle without the owner's consent and for giving false identification to a peace officer. 7-26-2023 /RD 0532 A Rosemead SAO Deputy received a call for service of a grand theft suspect at "Walmart". The night prior, the suspect exited "Walmart" without making any attempt to pay for the merchandise in his possession. The loss was over $950. The same suspect, wearing the same exact clothing, entered the "Walmart" and canvassed different areas in an attempt to steal more merchandise. SAO Deputies responded and entered the "Walmart" and detained the suspect before he could steal more merchandise. The suspect was on active probation for burglary (459 PC) and grand theft vehicle (10851(a) CVC). The Rosemead SAO Deputy arrested the suspect for grand theft and had his probation was violated to remain in custody. The SAO deputy conducted a felony traffic stop and detained the suspect. The suspect was arrested for open felony charges. 08-02-2023 /RD 0533 SAO Deputies responded to Target at the request of AP Manger Cecilia Barragan. AP Manager Barragan stated a known thief is at their store stealing and needed assistance. SAO Deputies responded quickly and arrested the suspect. After the investigation, SAO Deputies located the stolen merchandise. The suspect was a named suspect on two other theft incidents at Target from three days prior. Additionally, SAO Deputies were able to apprehend the suspect that has stolen over $10,000 in merchandise from Target. OPERATIONS 7-27-2023 /RD 0530-0536 On July 27, 2023, the Rosemead Special Assignment Team (SAO), and the Los Angeles County Probation Department conducted a probation compliance check operation. Numerous defendants have been placed on formal probation / AB 109 supervision and reside in the city of Rosemead. They are currently being supervised by the Los Angeles County Probation department and all have search and seizure conditions as stipulations to their conditional release. Five probationers were selected for the operation. All probationers have extensive criminal histories. Compliance searches will be conducted to ensure all the probationers are complying with their probation conditions. As a result of the operation, the following actions were taken: 3 probationers who listed their addresses to the city of Rosemead no longer live at the residence. An arrest warrant was issued for all three for failure to provide a current address. 2 probationers were not found at the residence, however a probation compliance check was conducted and found both probationers to be in compliance with their prabation conditions. BUSINESS OUTREACH 7-27-2023 /RD 0535 SAO Deputies contacted “Motel 6” manager Christina Lona and spoke to her regarding any transient issues. SAO Deputies additionally provided “Motel 6” with an LASD call log at her request for the month of July. 08-02-2023 /RD 0535 SAO Deputies contacted the owners/managers of “Wynn Medical Center”, “Robert Pharmacy”, “Advance Medical”, “Son Hong M.D.”, “Asian Pacific Family Center”, “Target”, “Walmart” and “Garvey Wholesale Beverage.” The visit was to proactively communicate with the local Rosemead businesses in order to ensure all members of the community are aware of Rosemead services and Rosemead Special Assignment Team Responsibilities. OTHER 7-27-2023 /RD 0535 SAO Deputies conducted a patrol check of “Kami Buffett” and “Motel 6.” During the check, Deputies contacted a known transient inhabiting “Kami Buffett” property. The transient agreed to leave and not return. The transient was given a warning regarding any further attempt to return. 08-02-2023 /RD 0535 SAO Deputies, along with Rosemead Code Enforcement, conducted a Homeless Outreach throughout the city of Rosemead. Over 6 transients were contacted and identified as being homeless. The Transients were offered LACADA services. 7-28-2023 /RD 0531 SAO Deputies provided security at “Concerts in the Park” on Friday night as Rosemead residents enjoyed listening to the “Suave Band.” CALLS FOR SERVICE 08-02-2023 /RD 0533 SAO Deputies responded to a medical emergency at Muscatel. After assisting with the investigation, it was determined the cause of the death was due to a physical altercation. The suspect and vehicle were identified. Criminal charges and arrest are pending.
