TC - Item 2A - Minutes of August 3, 2023Minutes of the Regular ROSEMEAD TRAFFIC COMMISSION MEETING August 3, 2023 The regular meeting of the Rosemead Traffic Commission was called to order by Chair Drange at 7:01 p.m. in the Council Chambers, 8838 E. Valley Boulevard, Rosemead, California. PUBLIC COMMENTS None 2. CONSENTCALENDAR Vice Chair Nguyen asked Traffic Commissioners if anyone would like to make revisions or additions to the minutes of June 6, 2023. Commissioner Hermosillo made a motion, seconded by Commissioner Lang, to accept consent calendar. Vote resulted in: Yes: Hermosillo, Lang, Nguyen No: None Abstain: Chang Absent: Drange 3. NEW BUSINESS A. CITY OF ROSEMEAD 202212023 ENGINEERING AND TRAFFIC SURVEY (SPEED SURVEY) Traffic Engineer Robbins provided a brief description of the item and presented a PowerPoint presentation of the studies that were conducted. Traffic Engineer Robbins explained that the City completed an Engineering and Traffic assessment for 42 street segments in the City of Rosemead. The purpose of an engineering and traffic survey is to establish updated speed limits that can be legally enforced using radar at pre -determined locations. Data was obtained regarding the prevailing speed of vehicles, traffic collisions, visibility restrictions, roadway conditions, pedestrian activities, on -street parking, and land use adjacent to the roadways. Radar speed measurements were conducted during October and November 2022. Average Daily Traffic (ADT) data at all (42) locations were obtained from counts taken in October 2022 and November 2022. These counts were taken while school was in session. Any unusual counts were checked and redone in order to verify the amount of traffic each segment carries. A resolution is required to be adopted by the City Council to set and Rosemead Traffic Commission Meeting Minutes ofAugust 3, 2023 Page I of 4 establish citywide speed limits to be upheld by the courts. It is recommended that the City Traffic Commission adopt the attached Draft City of Rosemead 2022/2023 Engineering and Traffic Survey, approving the Certification of the City of Rosemead 2022/2023 Engineering and Traffic Survey for (42) street segments Citywide for the establishment of speed limits. Contract City Engineer Janka commented that the city is in a fortunate situation that we are able to reduce speeds at some of the arterial streets rather than increase speeds. Commissioner Chang mentioned that there is a park and senior care facility for the street segment of Mission Drive from the west city limit to Walnut Grove Avenue, and asked if that would allow for further reduced speeds. Traffic Engineer Robbins replied the existing posted speed limit on that segment is 40 mph and the speed limit was able to be reduced to 35 mph per the California Vehicle Guidelines. Contract City Engineer Janka added that the presence of a park itself does not qualify for a street to be 25 mph and that other criteria would need to be met. Commissioner Lang asked why it is a benefit to lower the speed limits. Contract City Engineer Janka replied that it is a good situation that the speed limits on many of the arterial streets are not increasing, but rather maintained or reduced. Commissioner Hermosillo asked for clarification on the streets that were found to be classified as a residential district. Traffic Engineer Robbins replied those segments classified as a local street in the California Road System and are in a residential district will have a prima facie speed limit of 25 mph and are not typically included in engineering and traffic studies. Commissioner Hermosillo made a motion, seconded by Commissioner Chang, to approve staff recommendations. TRAFFIC REVIEW ALONG WILLARD AVENUE BETWEEN GARVEY AVENUE AND DOROTHY STREET Associate Traffic Engineer Richter provided a brief description of the item and presented a PowerPoint presentation of the studies that were conducted. Associate Traffic Engineer Richter explained that the City received a request to evaluate for an addition of an adult crossing guard within the segment location of Willard Avenue between Garvey Avenue and Dorothy Street. Additionally, the installation of a midblock crosswalk was asked to be reviewed. As part of this traffic review, an analysis of the existing roadway conditions, a review of approximately 3 -years of available collision data, an average daily traffic count (ADT), 24-hour speed survey and Field Observations during Rosemead Traffic Commission Meeting Minutes ofAugust 3, 2023 Page 2 of 4 school start and end times along Willard Avenue between Garvey Avenue and Dorothy Street were observed. After a thorough review of existing field and traffic conditions and per the California Manual on Uniform Traffic Control Devices (CAMUTCD), California Vehicle Code (CVC), based on the traffic review and engineering judgement, it was determined that the segment along Garvey Avenue between Garvey Avenue and Dorothy Avenue would benefit from an installation of 25 MPH speed limit sign (R2-1) and other improvements. At this time, it is also recommended that a yellow school crosswalk and a crossing guard be installed/assigned along Willard Avenue either north of Lumen Street, or further north in front of the school frontage at Willard Elementary School. Given the number of pedestrians, specifically student age, that cross midblock along Willard Avenue, it is recommended that the City consider this option to improve pedestrian visibility and safety in the area. In response to Commissioner Lang's question, Associate Traffic Engineer Richter confirmed there is an existing "Stop Ahead" pavement legend when driving northbound on Willard Avenue before the road curves and that it is still visible. Commissioner Chang asked if bulb -outs could be considered for the recommended crosswalk in front of the school. Contract City Engineer Janka replied it could be looked into. Commissioner Lang commented he agrees with staff recommendations. Commissioner Lang made a motion, seconded by Commissioner Chang, to approve staff recommendations, and have staff look into the feasibility of adding bulb -outs to the proposed crosswalk. Vote resulted in: Yes: Hermosillo, Lang, Quintanilla, Nguyen, Drange No: None Abstain: None Absent: None 4. MATTERS FROM STAFF None 5. COMMISSIONER REPORTS Commissioner Lang asked about updates on the Rosemead Blvd & 1-10 Freeway Ramp Improvements. Contract City Engineer Janka replied the project is still in the preliminary phase and requires coordination with Caltrans before preliminary designs can begin. Commissioner Lang asked about the right tum lane at the intersection of Rosemead Boulevard and Marshall Street, stating vehicles going northbound on Rosemead Boulevard would cut off into the right turn lane to get onto Marshall Street. He asked if bollards or bumps could be placed on the solid white line of the lane. Contract City Engineer Janka replied the intersection is within Caltrans jurisdiction and any changes would need to go through Caltrans. He added that Caltrans is stricter when it comes to installing objects on the road and does it see Caltrans approving such changes. Vice Chair Nguyen asked if a traffic camera could be placed at the intersection as a deterrent Rosemead Traffic Commission Meeting Minutes of August 3, 2023 Page 3 of 4 Contract City Engineer Janka replied traffic cameras are not enforceable and police would need to be present to issue a citation. Commissioner Chang asked about the traffic volume and counts at the intersection. Contract City Engineer replied he can look into it. Vice Chair Nguyen asked if we could revisit the question regarding if shared lane markings or sharrows could be implemented prior to roads being resurfaced. Contract City Engineer Janka replied he recalled Chair Drange was going to email him with more specific questions and suggestions, however, has not received an email. 6. ADJOURNMENT The meeting adjourned at 7:59 p.m. The next Traffic Commission meeting is scheduled for September 7, 2023, at 7:00 p.m. and will take place at the Rosemead City Hall, City Council Chambers, 8838 East Valley Boulevard.
