Rosemead City Council & Successor Agency Board Special & RegWar Joint Meeting Agenda December 12, 2023 6:00 P.M. CALL TO ORDER ROLL CALL 1. WORKSHOP A. Purchasing Policy Workshop to Review the Proposed Purchasing Policy Update Recommendations The City engaged NIGP Consulting ("Consultant") in January 2023 to conduct a procurement policy and procedure assessment and to provide revision recommendations. The purpose of the engagement was to conduct a comprehensive assessment of the City's purchasing policies and procedures. The aim was to determine whether the City was adhering to industry best practices and to ascertain whether greater delegated authority for procurement activities was necessary to streamline operations, increase work efficiencies, and mitigate risk. The objective of this workshop is to communicate the Consultant's findings and recommendations, as well as seek further guidance from the Council. Recommendation: That the City Council take the following actions: 1. Receive and file "Procurement Policy and Procedure Assessment" report. 2. Discuss the report recommendations, including the updates to procurement dollar thresholds, and provide direction to staff. 3. Authorize the City Manager to submit for City Council consideration an amendment to the Purchasing Ordinance that would increase dollar thresholds for procurement, including future CPI adjustments, with respect to RMC Title 3, Chapter 3.24.015 Purchasing Methods. 4. Authorize the City Manager to submit for City Council consideration a resolution to become subject to the California Uniform Public Contracting Cost Accounting Act and to file a copy of the approved resolution with the State Controller's Office. 5. Authorize the City Manager to bring forward to the City Council for consideration an agreement with NIGP Consulting to incorporate and implement the report recommendations, which includes creating a separate procurement policy and procedure manual in line with industry best practice. 2 Rosemead City Council & Successor Agency Board Special & Regular Joint Meeting Agenda December 12, 2023 B. Continued Discussion, Report, and Direction Regarding the 2030 Imagine Rosemead Strategic Plan The City Council will continue the discussion of the Strategic Plan review from November 14, 2023, meeting. The Strategic Plan has acted as a roadmap for implementing Rosemead's vision for the City as well as ongoing improvements. This update outlines the first two years of the plan and provides a progress report on the goals and items that were identified in the 2030 Strategic Plan. Recommendation: That the City Council discuss and provide direction on the Strategic Plan. The regular meeting will convene at 7: 00 p.m. 7:00 P.M. PUBLIC HEARING CEQA: The following items are not subject to the California Environmental Quality Act, unless noted on the item. A. Public Hearing to Consider Proposed Substantial Amendments to PY 2022-2023 and PY 2023-2024 Annual Action Plans The purpose of this public hearing is to provide the public with an opportunity to comment on the proposed Substantial Amendments to the City's PY 2022-2023 and PY 2023-2024 Annual Action Plans. In accordance with the HUD 24 CFR Part 91.505, and Rosemead's Citizen Participation Plan, the City shall amend 3 Rosemead City Council & Successor Agency Board Special & Regular Joint Meeting Agenda December 12, 2023 the approved Annual Action Plan if a "substantial change" is proposed by City staff or the City Council. Recommendation: That the City Council take the following actions: 1. Conduct a public hearing to receive community feedback on the proposed PY 2022-2023 and PY 2023-2024 Substantial Amendments; and 2. Approve its submission to HUD. B. Continued Public Hearing on Modification 21-01 Friendly Inn Motel at 2146 San Gabriel Boulevard On July 27, 2021, the City Council approved Modification 21-01 and adopted Resolution No. 2021-37, which revised the conditions of approval to thereby amend Conditional Use Permit 88-447 for the Friendly Inn, located at 2146 San Gabriel Boulevard. Since the approval of Modification 21-01, the City Council has conducted a five-month review, a six-month review, and a four-month review of the conditions of approval. At the last review (four-month review) on April 25, 2023, the City Council determined that due to both the reduction in the number of calls for service/response and the severity of the crimes, the security conditions should be revised to remove the armed security guard requirement and required a six-month review be conducted on Modification 21-01. Recommendation: That the City Council take the following actions: 1. Conduct the public hearing and hear all public testimonies. 2. Adopt City Council Resolution No. 2023-74, entitled: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ROSEMEAD, COUNTY OF LOS ANGELES, STATE OF CALIFORNIA, TO REVISE THE CONDITIONS OF APPROVAL OF MODIFICATION 21-01, FOR THE FRIENDLY INN MOTEL LOCATED AT 2146 SAN GABRIEL BOULEVARD; and 3. Modification 21-01 is classified as Class 1 and Class 9 Categorical Exemptions, pursuant to Sections 15301 and 15309 of the California Environmental Quality Act. 5. B. Minutes Recommendation: That the City Council approved the special and regular meeting minutes of December 14, 2021. C. ROPS Submittal from July 2024 through June 2025 The Department of Finance (DOE) requires the Recognized Obligation Payment Schedule (ROPS) for the period July 1, 2024, through June 30, 2025 be submitted to the DOE by February 1, 2024. Prior to that, the ROPS must be reviewed and approved by the Los Angeles County Consolidated Oversight Board. The deadline to submit the ROPS to the Oversight Board is December 18, 2023. Recommendation: That the Rosemead Successor Agency Board approve Resolution No. 2023-01 SA entitled: A RESOLUTION OF THE SUCCESSOR AGENCY TO THE ROSEMEAD COMMUNITY DEVELOPMENT COMMISSION APPROVING THE RECOGNIZED OBLIGATION PAYMENT SCHEDULES FOR THE PERIOD OF JULY 1, 2024, THROUGH JUNE 30, 2025 D. Adoption of Resolution No. 2023-73 to Receive and File the Annual Report on Development Impact Fees for Fiscal Year Ended June 30, 2023 In accordance with Section 66006 of California Government Code, the City is required to annually report on the status of Development Impact Fees, including the collection of revenue and expenditure of these funds, within 180 days after the end of the fiscal year. 5 Rosemead City Council & Successor Agency Board Special & Regular Joint Meeting Agenda December 12, 2023 Recommendation: That the City Council adopt Resolution No. 2023-73, entitled: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ROSEMEAD, CALIFORNIA, REGARDING THE ANNUAL REPORT ON DEVELOPMENT IMPACT FEES AS OF NNE 30, 2023 E. 2024 City Council Meeting Schedule City Council meetings are held every second and fourth Tuesday of each month at 7:00 p.m. Historically, the City Council has cancelled the second meetings in August (summer break), November (Thanksgiving), and December (Christmas). Adopting a meeting schedule will allow and provide the City Council, staff, and the community with an opportunity to plan their schedules accordingly. It is at the discretion of the City Council to add, adjust or cancel meetings as deemed necessary. Recommendation: That the City Council adopt the City Council meeting schedule for the 2024 calendar year. F. Approval of List of Proclamations for the 2024 Calendar Year At the end of the calendar year, a list of proclamations is approved for the following year. For the City Council's consideration is the proposed list for the 2024 Calendar Year Proclamations. Recommendation: That the City Council approve the 2024 Calendar Year List of Proclamations. G. Residential Street Resurfacing and Concrete Improvements, FY 2023-24 Project No. 21035 — Award of Construction Contract As part of the City's Fiscal Year 2023-2024 Capital Improvement Program, the City Council approved the Residential Street Resurfacing and Concrete Improvements, FY 2023-24. The project consists of asphalt concrete cold mill and overlay, localized full depth asphalt concrete replacement at various locations (pothole repairs), markings and striping within project limits of Zone 3 roadways as identified by the latest Pavement Management Program. Zone 3 roadways include roadways located east of New Avenue, west of Walnut Grove Avenue, and from Garvey Avenue to the 10 freeway. This project also consists of concrete improvements to remove and replace broken sidewalks, broken curb and gutter, curb ramps, and broken cross -gutters within project limits. After staff conducted a comprehensive bid analysis to determine the apparent lowest bid, the bid submitted by Onyx Paving Company, Inc. in the amount of $2,222,000 is determined to be the lowest responsive bid. Recommendation: That the City Council authorize the City Manager to execute a construction contract with Onyx Paving Company, Inc. in the amount of $2,222,000. In addition, authorize an amount of $222,200 (10%) as a contingency to cover the 6 Rosemead City Council & Successor Agency Board Special & Regular Joint Meeting Agenda December 12, 2023 cost of unforeseen construction expenses, for a total construction budget of $2,444,200. 6. MATTERS FROM CITY MANAGER & STAFF CEQA: The following item is not subject to the California Environmental Quality Act, unless noted on the item. A. Report, Discussion, and Direction Regarding Request for Proposals for Information Technology Services At the November 14, 2023, City Council Meeting, the City Council requested that an item be brought forward to discuss the timeline for a Request for Proposals ("RFP") related to Information Technology Services. The Draft RFP, current Professional Services Agreement for Information Technology Services, and second amendment to the Agreement are included in this report for City Council review and discussion. Recommendation: That the City Council provide direction on the Information Technology Services. 7. MATTERS FROM MAYOR & CITY COUNCIL A. Discussion and Presentation on Generative Al by C3 Al At the request of Mayor Steven Ly, he would like to discuss generative artificial intelligence also known as Generative Al. A technology to streamline the review and analysis of documents through an application. A brief presentation will be provided by C3 Al to provide an understanding of generative Al and its uses. Recommendation: That the City Council discuss and provide direction to City staff. B. Discussion and Direction on Potentially Subsidizing Rent Cost for the Rosemead Chamber of Commerce At the request of Mayor Steven Ly, he would like to discuss the potential in subsidizing cost for rental assistance for the Chamber of Commerce. Recommendation: That the City Council discuss and provide direction to City staff. C. Council Comments 8. ADJOURNMENT The regular meeting for December 26, 2023, will go dark.
