TC - Item 3A - All Way Stop Request at Marshall Street and Ivar AvenueROSEMEAD TRAFFIC COMMISSION STAFF REPORT TO: TRAFFIC COMMISSION FROM: DIRECTOR OF PUBLIC WORKS DATE: APRIL 4, 2024 SUBJECT: ALL WAY STOP REQUEST AT MARSHALL STREET AND IVAR AVENUE SUMMARY On behalf of the City of Rosemead, engineering staff has completed an all-way stop and line-of- sight review, as well as recommended appropriate improvements at the location of Marshall Street and Ivar Avenue. The City of Rosemead has received a resident request to evaluate the intersection of Marshall Street and Ivar Avenue, and determine if the intersection qualifies for the installation of an all-way stop. The resident expressed concern for vehicles speeding through the area along Marshall Street, and has requested that an all-way stop or other traffic calming measures be installed at this location. In response to this request and on behalf of the City, engineering staff completed a traffic review to determine if an all-way stop was warranted to be installed at the intersection of Marshall Street and Ivar Avenue, and recommended appropriate measures. ANALYSIS The traffic review included an analysis of the existing roadway conditions, a field review, and a review of approximately 3-years of available collision data. Existing Conditions: Marshall Street runs east/west and is considered a major collector road. Marshall Street has a posted speed limit of 30 MPH and is approximately 40-feet wide. Marshall Street has one lane in each direction and is marked with a double yellow centerline. Parking is available on the north and south side of Marshall Street, except where the curb is marked red. This segment of Marshall Street is adjacent to single-family residential homes located on both sides of the street. Ivar Avenue has one lane in each direction and is marked with a double yellow centerline. Parking is available on the east and west side of Ivar Avenue, except where the curb is marked red. This segment of Ivar Avenue north of the intersection with Marshall Street is adjacent to single-family residential homes located on both sides of the street. STAFF RECOMMENDATION After a thorough review of existing field and traffic conditions and per the guidelines in the California Manual on Uniform Traffic Control Devices (CAMUTCD), California Vehicle Code (CVC), and based on engineering judgement, it was determined that the intersection of Marshall Street and Ivar Avenue does not meet the requirements for the installation of an all-way stop. However, it was determined that this area along Marshall Street and Ivar Avenue would benefit from the installation of other traffic calming measures. Please refer to the Installation Exhibit in Attachment A for a conceptual exhibit representation of the proposed recommendations. These improvements include: 1.INSTALL “CROSS TRAFFIC DOES NOT STOP” (W4-4P) PLAQUE & RED REFLECTIVE STRIP: Install “Cross Traffic Does Not Stop” (W4-4P) Plaque & Red Reflective Strip below the existing stop sign at the northwest corner of the intersection on Ivar Avenue at Marshall Street. 2.INSTALL “30” PAVEMENT LEGEND FOR EASTBOUND TRAFFIC: Install “30” Pavement Legend adjacent to the existing 30 mph speed limit sign along Marshall Street for eastbound traffic, approximately 175-feet east of the intersection with Muscatel Avenue. 3.INSTALL “30” PAVEMENT LEGEND FOR WESTBOUND TRAFFIC: Install “30” Pavement Legend adjacent to the existing 30 mph speed limit sign along Marshall Street for westbound traffic, approximately 170-feet west of the intersection with Rosemead Boulevard. The request reported vehicles will often travel on Marshall Street at a high rate of speed and is concerned for vehicles and pedestrians traveling through this area. The resident expressed concern about multiple collisions occurring in the area and requested that an all-way stop be installed at the intersection. As part of this traffic review, an investigation of collision history over a 3-year period, an Average Daily Traffic (ADT) Count, a 24-hour Speed Survey, a Peak Hour Turning Movement Count with Peak Hour Pedestrian Movement Count, All-Way Stop Warrants as well as an examination of existing roadway conditions were completed. A review of all collisions that occurred at Marshall Street and Ivar Avenue was conducted over a 3-year period between January 2021 through December 2023. All counts were taken when schools were back in session. A summary of ADT data is shown in Table 2: Average Daily Traffic (ADT). The Average Daily Traffic reports are attached (Attachment 1) at the end of the report. SPEED SURVEY In order to assess the speed at which vehicles are traveling along Marshall Street and Ivar Avenue, speed samples were taken. A 24-hour speed sample was taken on Tuesday, March 19, 2024, along Marshall Street west of Ivar Avenue. The 85th percentile speed of eastbound and westbound vehicles along Marshall Street is 32 MPH. This translates to mean that 85 percent of the vehicles sampled, the eastbound and westbound vehicles are traveling at 32 MPH or below, which is slightly above the speed limit of 30 MPH. Table 3 below shows the Tuesday, March 19, 2024, speed survey results. The speed summary is attached (Attachment 2) at the end of the report. PEAK HOUR INTERSECTION TURNING MOVEMENT COUNTS To determine what type of turning movements are encountered at the intersection of Marshall Street and Ivar Avenue, a peak hour intersection turning movement count and pedestrian count was taken at this intersection during the hours of 7-9 AM and 4-6 PM on Thursday, March 14, 2024. The counts were taken while school was in session. Figures 4 and 5 represent the highest peak 1 hour of vehicles at the intersection during each count time. Please refer to Attachment 3 at the end of the report. The peak hour volume for the AM Peak was 7:45- 8:45 AM at the intersection of Marshall Street and Ivar Avenue. Figure 5 shows the highest one-hour traffic volume during the PM peak hours of 16:00-18:00 PM. The peak one hour was between the PM Peak of 17:00-18:00 (5:00-6:00 PM) at the intersection of Marshall Street and Ivar Avenue. PEDESTRIAN COUNTS To determine how many pedestrians are crossing at Marshall Street and Ivar Avenue, peak hour pedestrian counts were taken during the same count periods as the intersection turning movement counts on Thursday, March 14, 2024. The pedestrian counts tally the number of adult and school age pedestrians in each leg of the intersection during the count times of 7-9AM and 4-6PM. Each hour is shown in Table 4. The east and west leg counts reflect pedestrians crossing Marshall Street at Ivar Avenue. Refer to Attachment 4 at the end of the report for the count sheet. It is important to note that there are no existing crosswalks at the intersection, and that the north leg of the intersection along Ivar Avenue is stop controlled at Marshall Street. The review consisted of reviewing the conditions of existing signage, roadway conditions, existing red curb, and review of vehicle movements in the area. At the intersection with Marshall Street, there is a portion of Ivar Avenue that has white side striping. The white side striping creates an 8-foot wide buffer on both sides of the street for approximately 50-feet, which leaves a travel lane of approximately 10-feet wide for northbound and southbound vehicles. The existing red curb was reviewed at the intersection to help determine if there is enough line of sight for vehicles traveling along Ivar Avenue approaching Marshall Street. 0.0 Marshall St North-east corner on Marshall Street at Ivar Avenue: Existing Red Curb on Marshall Street at the NE corner is 20-feet. The driver of a vehicle approaching or departing from an intersection or driveway should have an unobstructed view of the intersection, including any traffic control devices, and sufficient lengths along the intersecting highway to permit the driver to anticipate and avoid potential obstructions. Any object within the sight triangle that would obstruct the driver’s view of an approaching vehicle should be removed or modified per the Manual on Uniform Traffic Control Devices. Obstructions within sight triangles could be buildings, vehicles, hedges, trees, bushes, tall crops, walls, fences, or parked cars. A parked vehicle extends approximately 7-feet from the curb, so it’s necessary to consider the width of a vehicle when determining the amount of red curb needed to obtain a clear line of sight. On intersections in urban areas where street parking is allowed, the common practice by motorists after stopping at the curb and watching and yielding for any potential pedestrians crossing on the sidewalk, is to pull a sufficient distance forward in the parking lane to have a better view of oncoming traffic. Figure 6 presents an example of a clear sight triangle at an intersection. As part of this study, traffic speeds, accidents and traffic volumes were used to assess existing conditions along this segment. The type, design and placement of traffic calming devices depend upon the road classification, desired traffic speed and types of traffic issues along Marshall Street at Ivar Avenue. The following is a list of common traffic calming measures usually deployed to reduce speeding, increase visibility of signs, and decrease running of Stop signs. 1) Traffic Education Campaign 2) Signage and Pavement Legends 3) Larger Dimension Signs or Beacons on Signs 4) Traffic Striping 5) Radar Feedback Signs 6) Targeted Police Enforcement ALL-WAY STOP CONTROL CRITERIA FOR DETERMINING IF STOP CONTROL IS WARRANTED Traffic control devices work in concert with the basic “rules of the road” contained in traffic laws and ordinances. The California Manual of Uniform Traffic Devices (CAMUTCD) describes applications, warrants, and placement of STOP signs (R1-1). The STOP sign is a regulatory device that is used when traffic is required to stop. STOP signs are used to assign right-of-way at an intersection. Multi-way control is used where the volume of traffic on the intersecting roads is approximately equal. Stop signs are not used as a speed control device. Since a STOP sign causes inconvenience to motorists, it should be used only where warranted. There are several factors that an intersection needs to meet for the consideration of all-way stop control; criteria include minimum volumes on each of the street approaches, collision investigation, speed of traffic, number of pedestrians and potential sight obstructions. All-Way Stop Installation The following briefly outlines the Criteria for the installation of All-Way stop warrants. The placement of All-Way stop control is warranted when1 minimum volume thresholds are exceeded: A. Traffic control signals are justified B. A crash problem exists as indicated by 5 or more collisions in a 12-month period C. Minimum Volumes are met if: 1. Volume entering intersection from the major approach (total of both approaches) averages 300 vehicles per hour for any 8 hours of an average day. And 2. If the 85th percentile approach speed of the major street exceeds 40 mph the minimum volumes are 70 percent of the above values. Peak hours used in Table 5 are from ADT (Average Daily Traffic) counts taken on each approach for Marshall Street at Ivar Avenue to determine if the intersection met volume warrants for all-way stop installation. Only those pedestrians walking on the uncontrolled lanes are considered in the following table. As shown in the table the intersection did not meet volume warrants for all-way stop control. The following Table 5 summarizes traffic during the highest 8 peak hours on Marshall Street at Ivar Avenue. The criteria that were not met includes a low number of collisions in the last 12-month period, as well as a low number of traffic traveling along Ivar Avenue approaching Marshall Street, determined by the Average Daily Traffic (ADT) counts shown in Table 2. However, it was determined that additional traffic calming measures may be installed at the intersection of Marshall Street and Ivar Avenue to help improve existing conditions in the area. Please refer to the Recommendations below for a visual demonstration of the proposed conditions. 1. INSTALL “CROSS TRAFFIC DOES NOT STOP” (W4-4P) PLAQUE & RED REFLECTIVE STRIP below the existing stop sign on Ivar Avenue at Marshall Street, as shown in Figure A. Refer to the Recommendations below for a visual demonstration of the proposed condition. • A. Install “Cross Traffic Does Not Stop” Plaque at the northwest corner of the intersection, beneath the existing stop sign on Ivar Avenue at Marshall Street. • B. Install Red Reflective Strip on existing stop signpost on the northwest corner of the intersection of Ivar Avenue and Marshall Street. 2. INSTALL “30” PAVEMENT LEGEND adjacent to the existing 30 mph speed limit sign along Marshall Street for eastbound traffic, approximately 175-feet east of the intersection with Muscatel Avenue. 3.
