CC - Item 6A - Personnel Handbook Distribution VerificationE M F S ~ O ~ S O 01 rp TEO ~e°e • ROSEMEAD CITY COUNCIL STAFF REPORT TO: THE HONORABLE MAYOR AND CITY COUNCIL FROM: OLIVER CHI, CITY MANAGER & .C-t%~ DATE: JANUARY 22. 2008 SUBJECT: PERSONNEL HANDBOOK DISTRIBUTION VERIFICATION SUMMARY At our January 8, 2008 meeting, the City Council discussed the distribution of the Personnel Handbook. After the meeting Councilmember Taylor requested copies of all the signed forms that employees fill out upon receiving the Personnel Handbook. Staff Recommendation Staff recommends that the City Council provide direction regarding the distribution and receipt verification of the Personnel Handbook. ANALYSIS When an employee is hired, they are provided with numerous forms and documents related to their employment with the City. The Personnel Handbook is one of the documents provided and each employee is required to sign a form acknowledging that they have received a copy of the Handbook. The signed form is kept in the employee's personnel file. The City's Human Resources staff is currently conducting a complete audit of the personnel files of all current employees to ensure that all of the required paperwork is included. The Personnel Handbook acknowledgement form is one of the items being verified. Staff estimates that it will take a couple months to complete the audit of all documents. LEGAL REVIEW The City Attorney has reviewed Councilmember Taylor's request and provided recommendation that these forms were considered part of the confidential personnel file and should not be copied and distributed.
