SUBJECT: APPROPRIATION OF FUNDS FOR CONTRACTED PROJECT
MANAGEMENT SERVICES AND FOR FINANCIAL ASSISTANCE TO
THE ROSEMEAD YOUTH ASSOCIATION
SUMMARY
At the December 11, 2007 City Council meeting the City Council approved a master
agreement and project/construction management services agreement with the Del Terra
Group. Included in the agenda item was an increase in appropriations not to exceed
$149,820. Also, at the same meeting, the Rosemead Youth Association (RYA)
requested financial aid to assist with payment of an IRS levy and daily operating costs.
Councilmember Taylor recommended contributing $15,000 to restore normal operations
and the City Council approved the contribution. Since neither of the above items was
included in the FY 2007-08 budget an appropriation amendment is needed.
STAFF RECOMMENDATION
Staff recommends that the City Council approve an appropriation addition of $149,820
in the General Fund, Capital Improvement account (4760-4905-P74601) for contracted
project management services and an increase of $15,000 in the Community
Promotions, Community Contributions account (4200-6320-Fund01) for assistance to
the Rosemead Youth Association.
ANALYSIS
In accordance with sound budgeting practices an appropriation must be approved by
the City Council before spending can take place. Therefore, to fulfill Council's
commitment to contribute $15,000 to the RYA, and 149,820 for project management
services the budget must be amended by appropriating $15,000 to the Community
Contributions account and $149,820 to the Capital Improvement account and reducing
the General Fund's fund balance by $164,820.

THE COMMUNITY PROMOTIONS DIVISION, COMMUNITY CONTRIBUTIONS
OBJECT OF THE GENERAL FUND AND $149,820 IN THE CAPITAL
IMPROVEMENTS DIVISION, CONSTRUCTION OBJECT OF THE GENERAL FUND
WHEREAS, the Rosemead Youth Association (RYA) requested financial assistance,
and
WHEREAS, the City Council members approved a $15,000 Community Contribution
to be used for payment of an IRS tax levy as well as for daily operations, and
WHEREAS, the City Council approved an agreement with the Del Terra Group for
project/construction services at a cost not to exceed $149,820, and
WHEREAS, the budget does not include appropriations for financial assistance to
RYA or for project/construction services, and
WHEREAS, the City Council wishes to appropriate $15,000 in the Community
Contributions object of the Community Promotions Division in the General Fund (4200-
6320-01) as well as $149,820 in the Construction object of the Capital Improvement
Division in the General Fund (4760-4905-P74601) using unreserved, undesignated fund
balance as the source of funds
NOW THEREFORE, there is hereby appropriated to the Community Contributions
object in the Community Promotions Division of the General Fund (4200-6320-Fund01)
$15,000 and $149,820 to the Construction object in the Capital Improvement Division of
the General Fund (4760-4905-P74601). The additional appropriation is made a part of the
approved FY2007-08 budget as though it were a part of the initial approved budget fully set
forth and the City Manager is authorized and empowered to expend such sum for the
purpose of such account, but with no expenditure by any office or department for any item
within an account shall exceed the amount budgeted therefore without prior written
approval of the City Manager.
