CC - Item 4L - Rosemead Blvd COG Transportation Planning Grant• 0 ROSEMEAD CITY COUNCIL STAFF REPORT TO: THE HONORABLE MAYOR AND CITY COUNCIL FROM: OLIVER CHI, CITY MANAGER DATE: JANUARY 8, 2008 SUBJECT: RESOULTION SUPPORTING COG TRANSPORTATION PLANNING GRANT APPLICATION FOR ROSEMEAD BOULEVARD SUMMARY The City has actively participated in planning efforts with the Southern California Association of Governments (SCAG) and the San Gabriel Valley Council of Governments (SGVCOG) to address population growth and transportation issues in the region. In 2004, SGVCOG member cities participated in the Summit on Growth, a planning effort to address these issues over the next thirty years. These planning efforts have helped identify key transportation corridors in need of a coordinated focus from local cities. The California Department of Transportation (Cal Trans) offers planning grants to help cities and regional planning agencies address these issues along important transportation corridors. Staff Recommendation Staff recommends that the City Council: 1.) Adopt the attached resolution supporting SGVCOG's grant application to Cal Trans for transportation planning efforts along Rosemead Boulevard. 2.) Authorize the Mayor to sign the attached letter of support. DISCUSSION As part of the 2004 Summit of Growth, local cities began discussion on how to better link growth with transportation and housing resources in the San Gabriel Valley. These cities participated in area workshops to address concerns related to specific areas along major transportation corridors. These efforts have progressed, and in 2007 SCAG approached participating cities with additional financial support to help further planning efforts. This work has helped the group focus its efforts on several key transportation corridors in the valley. The SGVCOG has identified grant funds available through Cal Trans' Community APPROVED FOR CITY COUNCIL AGENDA: V C City Council Meeting January 8, 2008 Page 2 of 2 • Based Transportation Planning Program. If successful, these funds will be used to conduct analysis and vision planning along several major thoroughfares including Rosemead Boulevard, Arrow Highway, Valley Boulevard, and the Ramona/Badillo Corridor. In Rosemead, this will help identify infrastructure improvements, determine appropriate future development, improve public transportation, and better position the City for future housing and infrastructure grant funds. Prep d by: C~ MalColo(~~ Chr Marcarello Administrative Services Officer S&bed yeki Assistant City Manager Attachments: (1) Resolution No. 2008-05 (2) Letter of Support RESOLUTION NO. 2008-05 A RESOLUTION OF THE CITY COUNCIL OF ROSEMEAD, CALIFORNIA SUPPORTING COG TRANSPORTATION PLANNING GRANT APPLICATION FOR ROSEMEAD BOULEVARD WHEREAS, traffic congestion in the San Gabriel Valley continues to increase, creating more delays, longer commutes, and loss of productive time; and WHEREAS, the capacity of the freeways has not increased to meet the demand of more vehicles and more registered drivers, and, furthermore, new freeway construction is not expected to match future demand; and WHEREAS, the Cities of El Monte, Rosemead, South El Monte, Temple City, and Pasadena each contain a portion of Rosemead Blvd.; and WHEREAS, there are significant opportunities for future growth along Rosemead Blvd., including mixed use and transit-oriented development; NOW THEREFORE, BE IT RESOLVED, that the City of Rosemead declares its support of the San Gabriel Valley Council of Governments' application for funding under the California Department of Transportation's Community Based Transportation Planning Grant Program. We support the San Gabriel Valley Council of Governments' application for a Community Based Transportation Planning Grant to be used to help the jurisdictions along Rosemead Boulevard work together with our local government and our residents, businesses and development communities to plan out land use and infrastructure improvement options for the land adjacent to Rosemead Boulevard.
