CC - Item 6B - Garvey Ave Resurfacing ProjectE M 6 5 F %T, 9 O 1~~ fill Q~Q ,NOORRORATED \9h9 • ROSEMEAD CITY COUNCIL STAFF REPORT TO: THE HONORABLE MAYOR AND CITY COUNCIL FROM: OLIVER CHI, CITY MANAGER DATE: MARCH 25, 2008 SUBJECT: GARVEY AVENUE RESURFACING PROJECT SUMMARY The City's Pavement Management System study shows that Garvey Avenue from the west city limit to San Gabriel Boulevard is in need of resurfacing. The Engineer's estimated cost for the construction of the project including construction management is approximately $910,000. The cast for the preparation of the plans and specifications for the project is approximately $60,000. Staff Recommendation Staff recommends that the City Council approve an amendment to the FY 2007-08 CIP Program to include the Garvey Avenue Resurfacing Project and adopt Resolution No. 2008-18 (Attachment 1) appropriating the necessary funds to construct the project. ANALYSIS As of October 1, 2007, the City has accumulated a Federal Surface Transportation Program Local (STP-L) fund balance of approximately $666,834 for street improvement projects and anticipates receiving an additional $165,807 in 2008. In order to remain in good standing with the Federal Government, these funds must be programmed into this fiscal years budget (FY2007-08). Based upon the results of the 2004 Pavement Management System study, Garvey Avenue from the west city limit to San Gabriel Blvd. is in need of resurfacing. This project is considered a qualified project under STP-L guidelines therefore allowing the City to utilize its STP-L fund balance to pay for the project. In addition to the STP-L funds, Proposition C funds will also be used to pay for the remaining portion of the cost to construct the project as well as for the preparation of the plans and specifications. The following is the proposed financing plan for the project: $806,000 STP-L Funds - Construction and Construction Management $164,000 Prop. C Funds - Construction, Construction Management, preparation of plans and specifications APPROVED FOR CITY COUNCIL AGENDA: 0 ~J 0 City Council Meeting March 25, 2008 Page 2 of 2 FINANCIAL ANALYSIS Resolution No. 2008-18 approves a budget appropriation of $806,000 in STP-L funds and $104,000 of Prop C funds for the project construction and construction management and $60,000 of Prop C funds for preparation of plans and specifications.
